In inclusive societies, all members, regardless of their ethnicity, religion, socio-economic status, ability or disability are valued and free to participate, and there is equity of access and reward. Schools have a powerful role to play in creating inclusive societies, and this begins with the notion of inclusive schools - schools were all children belong, where all children have a place, and where difference is a natural part of what it is to be a human being. Based on this understanding, many countries around the world are moving towards more inclusive education systems. However, working against inclusive education are forces of exclusion – factors that act to exclude and marginalize minority students from participation and learning at school. Therefore, in order to progress the principles and practices of inclusive education, an examination of the construct of exclusion is critical. Important questions to be interrogated if inclusive education is to be a reality are: What is exclusion? Why does it occur? How can it be reduced and eliminated? This book critically examines the construct of exclusion, exploring how disabled students experience exclusion both from and within school and suggesting reasons why this occurs. Finally, key foci for change are proposed as platforms for interrogating, reducing and eliminating the forces of exclusion.

The study arose from a dissatisfaction with previous research, which presents 'national perspectives' or seeks findings that have global significance. This book avoids such simplification and draws attention to the problems of translation of practice across cultures. The authors in this volume analyze and critically discuss topics around competence attainment in upper secondary school and higher education, employment, public support in adult life, mental health, social exclusion and isolation, and data-mediated networks. It concludes how the experiences from school time have affected the adaptation in later adulthood, and provides an answer to whether the assistive measures have benefits. What are the consequences in the short and long run? A central explanatory tension is between disabled students and disabling schools. We trace consequences – possibly non-intended – for the former SEN students due to the stigmatization effect of receiving special educational help in a vulnerable phase of life. The authors interpret results within a framework of life course approaches and disability theories. The perspectives introduced in the book are of interest for researchers and academics in the social sciences, such as sociology, special education, and social work.

Book excerpt: Advocates of inclusive education argue that the social inclusion of students with special educational needs (SEN) increases when they are educated with typically developing peers. However, research indicates that this is not apparent for all students with SEN. Students with social, emotional and behavioural diffi culties (SEBD) are often socially excluded. To understand the situation of these students, their voices should be heard. The aim of the current explorative study was to gain insight into: (1) the experiences of students with SEBD regarding victimisation and social exclusion, and (2) the approaches they applied and preferred resolving social problems. We conducted semi-structured interviews with 28 socially excluded students from grades 5 and 6, attending general ( N = 6) and segregated special ( N = 21) primary education. The participants were prompted to talk about their own experiences using hypothetical scenarios. The interviews were analysed using a multi-grounded theory approach. The results show that students preferred diff erent approaches to resolving these social problems than the applied approaches. They would have liked to have seen their peers and teachers to show more initiative. In line with these results, the need to listen to the students' voices are emphasised.

Preventing and combating unemployment therefore requires active measures both in the labour market and in the institutions responsible for preparing the future workforce - educational institutions. Attempts to remedy this problem have so far largely neglected children from socially excluded families - one of the most vulnerable groups in education. The right to learn explores a wide range of strategies, both at the policy level and in the field, to improve educational success among such disadvantaged children, taking stock of good practice in a selection of EU member states, chosen to reflect the diversity in systems and policies that currently exist. The book suggests that a number of strategies are effective and feasible. The authors recommend that a sufficiently powerful opinion movement is needed to promote the transfer of experience and action on different levels. They conclude with several suggestions for good practice - not just equal opportunity and equal treatment but also equal outcomes strategies. The right to learn is important reading for teachers, school administrators, educational researchers, policy makers, NGOs, parents' associations, those engaged in youth services and teacher training, and in formulating policies to secure the social integration of the young generation.
