Those disparities are caused not only by fundamental differences in health status across segments of the population, but also because of inequities in factors that impact health status, so-called determinants of health. Only part of an individual's health status depends on his or her behavior and choice; community-wide problems like poverty, unemployment, poor education, inadequate housing, poor public transportation, interpersonal violence, and decaying neighborhoods also contribute to health inequities, as well as the historic and ongoing interplay of structures, policies, and norms that shape lives. When these factors are not optimal in a community, it does not mean they are intractable: such inequities can be mitigated by social policies that can shape health in powerful ways. Communities in Action: Pathways to Health Equity seeks to delineate the causes of and the solutions to health inequities in the United States. Book excerpt: This book explains why reactive conflict spillovers (political violence in response to conflicts abroad) occur in some migrant-background communities in the West. Based on survey data, statistical datasets, more than sixty interviews with Muslim community leaders and activists, ethnographic research in London and Detroit, and open-source data, this book develops a theoretical explanation for how both differences in government policies and features of migrant-background communities interact to influence the nature of foreign-policy focused activism in migrant communities. Utilizing rigorous, mixed-methods case study analysis, the author comparatively analyses the reactions of the Pakistani community in London and the Arab Muslim community in Detroit to the wars in Afghanistan and Iraq during the decade following 9/11. Both communities are politically mobilized and active. However, while London has experienced reactive conflict spillover, Detroit has remained largely peaceful. The key findings show that, with regards to activism in response to foreign policy events, Western Muslim communities primarily politically mobilize on the basis of their ethnic divisions. Nevertheless, one notable exception is the Arab-Israeli conflict, which is viewed through the Islamic lenses; and the common Islamic identity is important in driving mobilization domestically in response to Islamophobia, and counterterrorism policies and practices perceived to be discriminatory. Certain organizational arrangements involving minority community leaders, law enforcement, and government officials help to effectively contain excitable youth who may otherwise engage in deviant behavior. Overall, the following factors contribute to the creation of an environment where reactive conflict spillover is more likely to occur: policies allowing immigration of violent radicals, poor economic integration without extensive civil society inter-group ties, the presence of radical groups, and connections with radical networks abroad.

Book excerpt: In the post-September 11th era, liberal democracies face the question of whether, and if so to what extent, they should change the relationship between liberty and security. This book explores how three major liberal democratic states - the United States, the United Kingdom and Germany - have approached this challenge by analysing the human rights impacts of their anti-terrorism laws and practices. The analysis reveals that the most far-reaching restrictions of liberty have been imposed on minorities: foreign nationals and certain 'racial', ethnic and religious groups. This Disparate treatment raises complex issues concerning the human right to non-discrimination. Differential treatment on the basis of nationality, national origin, 'race' or religion is only compatible with the right to non-discrimination if there are objective and reasonable grounds for it. The author evaluates contemporary anti-terrorism efforts for their compliance with this requirement. Is there, in the context of the current 'war on terror', sufficient justification for applying powers of preventive detention or trial by special tribunal only to foreign nationals? Are law enforcement methods or immigration policies that single out people for special scrutiny based on their national origin, or their ethnic or religious appearance, a suitable and proportionate means of countering terrorism? The concluding part of the book argues that, in the long term, discriminatory anti-terrorism measures will have impacts beyond their original scope and fundamentally reshape ordinary legal regimes and law enforcement methods.

Book excerpt: In Rediscovering the Umma, Ina Merdjanova discusses the conditions and role of Islam in relation to post-Ottoman nation-building, the communist period, and post-communist developments in the Balkans, focusing in particular on the remarkable transformations experienced by Muslim communities after the end of the Cold War. Amidst multiple structural and cultural transitions, they sought to renegotiate their place and reclaim their Islamic identities in formally secular legal and normative environments, mostly as minorities in majority-Christian societies. The rising political and cultural self-awareness of Muslims in Southeast Europe was frequently expressed by recourse to two frames of reference: the national and the transnational. Despite a certain level of tension between those two perspectives, they were closely intertwined. Moreover, transnational Islamic influences often reinforced Muslim ethnonational identities rather than prompting a radical redefinition of religious allegiances in the key of a "universalist" Islam. Merdjanova explores the transformations of Muslim identities in the region under the influence of national and transnational, domestic and global factors, while also looking at the historical legacies that inform present complexities. Furthermore, she examines the evolving status and roles of Muslim women both in their religious communities and in the larger societies. The book challenges representations of Islam and Muslims as alien to Europe, which overlook the fact that Europe has considerable indigenous Muslim populations in its southeastern part as well as societies that have developed certain models of negotiating cultural differences.

Given the backdrop to a growing political discourse on the Muslim 'Other', framed through the events of 9/11 and 7 /7 and increased tension as a result of this discourse framing, the aim was to help discern causes to the major challenges facing governments and the safety, freedoms and dignity of individuals globally. This was attempted through the study of Islamic thought and on-the-ground case study research of Muslim societies and communities. This conference marks one of the major events to have been organised where such a large number of scholars, experts, and activists from a wide range of ideological positions and professional backgrounds come together in an ambitious attemptto resolve the most pressing issues at the turn of the 21st century. Editor. These papers have been published to widen discourse, stimulate debate, and hopefully pave the way for further research. Doubtless readers may agree with some of the issues raised, and disagree with others, but it is hoped that overall both general and specialised readers will benefit from the perspectives offered and some of the more focused issues examined in the book.
