Book excerpt: The city of Pittsburgh and surrounding area of southwestern Pennsylvania face complex water quality problems, due in large part to aging wastewater infrastructures that cannot handle sewer overflows and stormwater runoff, especially during wet weather. Other problems such as acid mine drainage are a legacy of the region's past coal mining, heavy industry, and manufacturing economy. Currently, water planning and management in southwestern Pennsylvania is highly fragmented; federal and state governments, 11 counties, hundreds of municipalities, and other entities all play roles, but with little coordination or cooperation. The report finds that a comprehensive, watershed-based approach is needed to effectively meet water quality standards throughout the region in the most cost-effective manner. The report outlines both technical and institutional alternatives to consider in the development and implementation of such an approach.

The central message is that it is the local people themselves, not those trying to help them, who have the most important role to play. The community itself must be the primary decisionmaker, the primary investor, the primary organizer, and the primary overseer. The authors examine the implications of this primary principle for the main policy issues - the level of service to be provided in different settings, the level and mechanisms for cost recovery, the roles for the private and public sectors, and the role of women. The potential advantages of proceeding from this outlook, instead of the older top-down approaches, are considerable. Improvement efforts are more likely to meet felt needs, new facilities are more likely to be kept in service, and more communities are more likely to get safe water sooner.

Book excerpt: This study provides an overview of the socio economic analysis of the water and sanitation interventions made by the government in rural areas of District Abbottabad, Khyber Pakhtoon Kha, Pakistan. Access to basic services like safe drinking water and improved sanitation are at the heart of human development. The socio-economic and cost benefit analysis of these interventions was the main intention of the study. A cross-sectional study has conducted while using proportionate random sampling technique for data compilation. The results and discussions represented that existing situations of water and sanitation interventions were just satisfactory. Water and sanitation coverage was 60% and 40% respectively. No appropriate operation and maintenance for water supply and sanitation.Therefore 83% respondents were not satisfied with O&M. Conflicts rise by the quantity of water supply and resolve by influential people. Interventions made communication gap among the people at the same time as only water intervention are advantageous to the community.

The issue of sustainability and maintenance of quality of water supplied are cited as the two major constraints in achieving the avowed objectives. In the years to come, the rural water supply program is sure to have serious challenges by way of meeting the expanding needs of a fast growing population, as well as the increasing demand of the population for higher service levels. The adoption of the demand driven approach replacing the present supply focused approach is a pre requisite for evolving suitable cost sharing practices with active participation of the stakeholders. In this background, the report on the rural water supply and sanitation by the World Bank, as part of the Water Resources Management Work, dwells on the policy and constraint of this sector, as well as on institutional and financial issues related to the sector reform process, and advocates an approach to bring about radical reforms in the sector.

Book excerpt: Master's Thesis from the year 2013 in the subject Geography / Earth Science - Regional Geography, Haramaya University, language: English, abstract: This study identifies factors affecting access to potable water supply as well as measures the magnitude of the impact of rural water supply on the wellbeing of the user community using cross-sectional data collected from 200 farm households that were randomly selected from Haramaya District, east Hararghe Zone of Oromia National regional state. Data were analyzed using descriptive, inferential statistics, and propensity score matching (PSM) method. The results obtained from Logit model showed that access to potable water supply are significantly influenced by education, knowledge, quality of water, sustainability and distance of water point from homestead. Results of the PSM suggest that access to potable water supply significantly decreased households’ expenditure on consumption and medical care by Birr 2497 per annum (55%). Overall, the study provides evidence that policy makers and development practitioners should focus on accessible rural water supply system and investing in alternative watering points such as deep/shallow wells, protected hand dug wells, protected spring on spot and with gravity and easily adoptable low technologies maintained by the community. Moreover, it is important to focus on improving households’ knowledge about PWS, quality of water and basic water point services to improve households’ potable water supply demand.
