The search for social democracy has not been an easy one over the last three decades. The economic crisis of the 1970s, and the consequent rise of neo-liberalism, confronted social democrats with difficult new circumstances: tax-resistant electorates, the globalisation of capital and Western deindustrialisation. In response, a new bout of ideological revisionism consumed social democratic parties. But did this revisionism simply amount to a neo-liberalisation of the Left or did it propose a recognisably social democratic agenda? Were these ideological adaptations the only feasible ones or were there other forms of modernisation that might have yielded greater strategic dividends for the Left? Why did some social democratic parties feel it necessary to take their revisionism much further than others? In search of social democracy brings together prominent scholars of social democracy to address these questions. Focusing on the social democratic heartland of Western Europe (although Australia and the United States also figure in the analysis), it gives the first detailed assessment of how the new social democratic revisionism has fared in government. The book begins by considering the underlying causes of the end of social democracy’s golden age and the magnitude of the challenges faced by social democratic parties after the 1970s. It then proceeds to examine detailed case studies of how particular social democratic parties responded to this changed political terrain. Finally, it contributes to a broader conversation about the future of social democracy by considering ways in which the political thought of ‘third way’ social democracy might be radicalised for the twenty-first century. The contributors offer a variety of perspectives – some are sceptical of social democracy’s prospects, others more sanguine; some supportive of the performance of social democratic parties in government, others bitingly critical. But they are united by the conviction that the themes addressed in this book are crucial to understanding the current politics of the industrialised world and, in particular, to determining the feasibility of more egalitarian and democratic social outcomes than have been possible so far in the era of neo-liberalism.

Britain's New Labour was only the most spectacular in a whole series of political restorations. For many, this renewal only became possible when 'modernizing' social democratic parties jettisoned their old ideological and institutional baggage, setting off down a 'third way' that rejected the outmoded ideas of both left and right. The argument of Hard Choices is that this view is doubly misleading: it misrepresents the past and misunderstands the present. The first half of the book restores some of the complexity to social democracy's past and shows that it was much more subtle, varied and intelligent than its latter-day critics suppose. Turning to the present, the second half of the book shows how a few contemporary half-truths - relating to globalization and demographic change - have been used to justify the abandonment of the defining core of a social democratic politics. The book does not argue that 'nothing has really changed'. In fact, a great deal has changed and policy-makers have to adjust to a range of new circumstances, constraints (and opportunities). But those who exhort us simply to abandon the 'traditional' terrain of the centre-left are wrong. Social democracy remains just what it always was - a politics of messy compromises and hard choices. Even though there are more democratic societies now (119 and counting) than ever before, skeptics can point to low turnouts in national elections, the degree to which money corrupts the process, and the difficulties of mass participation in complex systems as just a few reasons the system is flawed. The Occupy movement in 2011 proved that there is an emphatic dissatisfaction with the current state of affairs, particularly with the economy, but, ultimately, it failed to produce any coherent vision for social change. So what should progressives be working toward? What should the economic vision be for the 21st century? After Occupy boldly argues that democracy should not just be a feature of political institutions, but of economic institutions as well. In fact, despite the importance of the economy in democratic societies, there is very little about it that is democratic. Questioning whether the lack of democracy in the economy might be unjust, Tom Malleson scrutinizes workplaces, the market, and financial and investment institutions to consider the pros and cons of democratizing each. He considers examples of successful efforts toward economic democracy enacted across the globe, from worker cooperatives in Spain to credit unions and participatory budgeting measures in Brazil and questions the feasibility of expanding each.
