It was the good fortune of the writer to make his entrance into the Socialist movement by way of the Wisconsin organization. After a number of years of active organizing work, mainly in that state, the question forced iself " upon his mind, "Why is Wisconsin so far ahead of the rest of the American Socialist movement?" In the solution of the problem thus presented, it became increasingly clear that the leaders, at least, of the Wisconsin movement were building upon the results of the best thinking of the whole international movement. A search for the source of the ideas which dominate the Wisconsin movement led first of all to the German SocialDemocracy and its wealth of literature. This brochure of Kampffmeyer's was recommended by Mr. Victor L. Berger as the most concise summary of these various ideas. Finding it to be a veritable mine of information, not being able to discover a translation of it in the English, and having the consent of Herr Kampffmeyer himself, the writer undertook the task of translating the booklet and thus making it available for English-speaking readers. The bulk of the work has been done on railway trains, street cars, and away from the conveniences of the library. But it has been my good fortune to have the sympathetic and intelligent aid of a former member of the Lassallean movement in Cologne, Mr. Karl Kleist, in the final revision. Valuable aid on the part of Mr. Victor L. Berger is also to be acknowledged. Professor Przeworski examines the three principal choices confronted by socialism: whether to work through elections; whether to rely exclusively on the working class; and whether to try to reform or abolish capitalism. He brings to his analysis a number of abstract models of political and economic structure, and illustrates the issues in the context of historical events, tracing the development of socialist strategies since the mid-nineteenth century. Several of the conclusions are novel and provocative. Professor Przeworski argues that economic issues cannot justify a socialist programme, and that the workers had good reasons to struggle for the improvement of capitalism. Therefore, the project of a socialist transformation, and the fight for economic advancement, were separate historical phenomena.

Its adherents lack a clear rationale for their policies. Yet a justification for social democracy is implicit in the United Nations Covenants on Human Rights, ratified by most of the worlds countries. The covenants commit all nations to guarantee that their citizens shall enjoy the traditional formal rights; but they likewise pledge governments to make those rights meaningful in the real world by providing social security and cultural recognition to every person. This new book provides a systematic defence of social democracy for our contemporary global age. The authors argue that the claims to legitimation implicit in democratic theory can be honored only by social democracy; libertarian democracies are defective in failing to protect their citizens adequately against social, economic, and environmental risks that only collective action can obviate. Ultimately, social democracy provides both a fairer and more stable social order. But can social democracy survive in a world characterized by pervasive processes of globalization? This book asserts that globalization need not undermine social democracy if it is harnessed by international associations and leavened by principles of cultural respect, toleration, and enlightenment. The structures of social democracy must, in short, be adapted to the exigencies of globalization, as has already occurred in countries with the most successful social-democratic practices.

The parliamentary and philosophical leader of French socialism from the 1890s until his assassination in 1914, Jaurès was the only major socialist leader of his generation who was educated as a political philosopher. Jaurès's call to sustain the tension between the ideal and the real resonates today. Kain introduces Hegel’s Philosophy of Right by focusing on disagreements, both with standard interpretations of his work and with Hegel himself. Arguing that Hegel’s justification for punishment ultimately fails, Kain shows how this failure brings into focus the inherent difficulties in justifying punishment at all, thus producing a valuable Hegelian argument against punishment. Whereas many of Hegel’s critics have argued that he misunderstands Kant’s categorical imperative, Kain argues the opposite: that Hegel has a sophisticated understanding of it and simply attempts to provide a broader ethical context for Kant’s position. In addressing these and other questions, such as whether Hegel’s theory of recognition, properly understood, can provide philosophical support for same-sex marriage, and whether supporting monarchy over democracy means that Hegel seeks less rather than greater power for the state, Kain makes Hegel’s work more approachable by drawing out philosophical points of independent importance. Philip J.
