Book excerpt: Social Network Analysis (SNA) is the identification of the relationships and attributes of members, key actors, and groups that social networks comprise. The National Research Council, at the request of the Department of Homeland Security, held a two-day workshop on the use of SNA for the purpose of building community disaster resilience. The workshop, summarized in this volume, was designed to provide guidance to the DHS on a potential research agenda that would increase the effectiveness of SNA for improving community disaster resilience. The workshop explored the state of the art in SNA and its applications in the identification, construction, and strengthening of networks within U.S. communities. Workshop participants discussed current work in SNA focused on characterizing networks; the theories, principles and research applicable to the design or strengthening of networks; the gaps in knowledge that prevent the application of SNA to the construction of networks; and research areas that could fill those gaps. Elements of a research agenda to support the design, development, and implementation of social networks for the specific purpose of strengthening community resilience against natural and human-made disasters were discussed.

Book excerpt: Emergency response agencies across the homeland security spectrum rely on their public information offices to leverage social media in support of citizens and response organizations during times of disaster. Do these public information practitioners have the guidance and tools necessary to represent their organizations effectively in times of emergency? To answer this question, this thesis reviews social media policies at the local, state, federal and international emergency response agency levels, specifically looking at guidance provided for crisis communications social media use during and after a disaster. Case studies on how social media are used during and after a disaster are studied from the various perspectives. Finally, this research examines additional considerations for social media and emergency response. The policy review and case studies find a disparity between what is expected of our emergency response agency communicators and the guidance provided to them to meet the needs of our citizens and organizations in a time of disaster. This gap between policy and action leaves room for miscommunication and inconsistencies that must be addressed. This thesis concludes with research analysis, addressing that information gap and provides a policy template for normal conditions and emergency response events.

Public Response to Alerts and Warnings Using Social Media: Report of a Workshop on Current Knowledge and Research Gaps summarizes presentations made by invited speakers, other remarks by workshop participants, and discussions during parallel breakout sessions. It also points to potential topics for future research, as well as possible areas for future research investment, and it describes some of the challenges facing disaster managers who are seeking to incorporate social media into regular practice.

It documents a shift in thinking in the USA, from cooperative resilience-oriented approaches at national level to more highly regulated, state-led civil defence initiatives. Although the American response has been mirrored in other countries, the shift is far from universal. Containing contributions from well-placed scholars and practitioners, this volume reviews a selection of national experiences (from the USA, Australia, India, China, Estonia, and Finland) and a number of key thematic issues (information weapons, alliance coordination, and attack simulations).
