Particularly, we explore the use of such audits in assessing and managing the working conditions of factory workers in the garment industry in a developing nation. Through a range of interviews with MNCs' internal auditors, with commissioned external auditors and with representatives of the suppliers in Bangladesh, this study finds that social compliance audits become ritual strategies and are not a primary means of advancing workers' rights. Drawing on the concept of surrogate accountability, the study suggests that to create real change in workers' conditions and in order to hold MNCs and their suppliers accountable, some form of surrogate (government, non-governmental organisations or media) intervention is necessary. This is, we argue, preferable to leaving it in the hands of 'markets' and simply waiting for another major incident such as Rana Plaza to stir public concern. This study contributes to the literature by investigating how social compliance audits are undertaken by MNCs sourcing products from a developing nation, what motivations drive the adoption of such audits, and what, if anything, are the likely outcomes from the process.

Book excerpt: This PhD thesis approaches the phenomenon of supply chain governance for social sustainability in the ready-made garment industry in Bangladesh. This research is based on a study of eight large multinational corporations (e.g. clothing brands and retailers) and their ready-made garment suppliers. The purpose of this research is to understand how supply chain governance mechanisms and governance structures improve social sustainability performance when stakeholders are engaged. The study identifies four main governance systems, namely, market-based, hierarchical controlbased, collaborative multi-stakeholder-based and relational cross-sectoral-based. These governance systems are employed in the supply chain by the multinational corporations in combination with different stakeholders, such as suppliers, multi-stakeholder-initiatives, and non-government organisations. The study focuses on the challenges faced by the multinational corporations to ensure social sustainability, whilst at the same time, incorporating suppliers’ viewpoints on the consequences of different governance systems for social sustainability. This research shows the choice of governance structures from market-based, hierarchy-based, collaboration-based and relational-based depend on the cost of managing relationships with the stakeholders and potential risks of governance in a given situation. An effective governance structure for a multinational corporation in a particular context is determined by how well the structure supports governance mechanisms to reduce associated transaction risks that results from potential opportunistic behaviour of the suppliers. In this research, it is argued that governance structure provides the platform for practicing a set of governance mechanisms. The study claims that social sustainability governance incorporates three mechanisms with separate outcomes: one consists of buyer-driven control-based mechanisms which include codes of conduct, supplier assessment and monitoring, and supplier training for regular social compliance; the second consists of multi-stakeholder-based governance mechanisms for structural compliance when unexpected problems occur, for example, building collapse, electrical and fire safety risks emerge; and the third comprises cross-sectoral governance mechanisms when the multinational corporations involve with non-government organisations for social development of the garment workers and community by facilitating drinking water, health-hygiene, education, and so on. This thesis contributes to the Sustainable Supply Chain Management literature by expanding knowledge of supply chain governance through bringing an understanding of governance mechanisms, governance structures and stakeholder engagements for social sustainability. As the demand for supply chain governance for social sustainability are growing, this thesis can help responsible corporate sourcing managers to develop a deeper understanding of how supply chain governance can affect social sustainability. Denna doktorsavhandling tar sig an fenomenet leverantörsstyrning för social hållbarhet i klädindustrin i Bangladesh. Forskningen baseras på en studie av åtta stora multinationella företag, tillika återförsäljare av kläder och välkända klädmärken. Syftet med studien är att förstå hur leverantörsstyrningsmekanismer och styrstrukturer kan förbättra socialt hållbarhetsarbete när flera aktörer är engagerade och samverkar. Resultatet av studien indikerar att multinationella företag de facto engagerar sig med andra aktörer för att förbättra sin förmåga att bedriva socialt hållbarhetsarbete. Studien identifierar fyra olika typer av leverantörsstyrsystem: ett marknadsbaserat, ett hierarkiskt kontrollbaserat, ett kollaborativt multi-intressentbaserat samt ett relationellt sektorsövergripande system. Dessa styrningssystem tillämpas i leverantörskedjan av de multinationella företagen i samarbete med andra aktörer såsom leverantörer, ‘multi-intressentinitiativ’ och icke-statliga organisationer. Studien fokuserar dels på de utmaningar som föreligger för de multinationella företagen när det gäller att säkerställa social hållbarhet, dels på hur leverantörer uppfattar konsekvenserna av de olika styrningssystemen för social hållbarhet. Denna forskning visar att valet av styrstruktur, från marknadsbaserad, hierarkibaserad, kollaborativ och relationell är beroende dels av kostnaden för att hantera och upprätthålla relationer med de olika aktörerna, dels av de potentiella riskerna som föreligger i en viss situation. Vad som utgör en effektiv styrstruktur för ett multinationellt företag i en viss given kontext avgörs av hur väl strukturen stödjer styrningsmekanismer för att reducera transaktionsrisker som bottnar i ett potentiellt opportunistiskt beteende hos leverantörerna. I denna forskning argumenteras det för att struktur ger en plattform för att tillämpa ett antal styrningsmekanismer. Studien visar att styrning av social hållbarhet omfattar tre typer av mekanismer med olika utgång. En består av köparstyrda styrningsmekanismer som omfattar uppförandekoder, leverantörskontroll och leverantörsutbildning. Den andra består av multi-initiativbaserade styrningsmekanismer av hur det strukturella arbetet för att hantera oväntade problem (t.ex. bygg-, el- och brandsäkerhetsrisker) efterföljs. Det tredje omfattar sektorsövergripande styrningsmekanismer där de multinationella företagen samverkar med lokala icke-statliga organisationer i projekt som syftar till social utveckling (tillgång till rent vatten, hälso- & utbildningsinsatser, etc.) för fabriksarbetarna och det omgivande samhället. Denna avhandling bidrar till Sustainable Supply Chain Management-litteraturen då den utvidgar kunskapen om leverantörsstyrning för social hållbarhet genom en den ger en ökad förståelse för styrningsmekanismer, styrstrukturer och olika aktörers engagemang för social hållbarhet. I takt med att behovet av leverantörsstyrning för social hållbarhet ökar kan denna avhandling hjälpa ansvariga ‘corporate sourcing managers’ att utveckla en fördjupad förståelse för hur leverantörsstyrning kan påverka social hållbarhet.

Book excerpt: At the start of the 21st century manufacturing is in the midst of a major transformation, with goods moving from factories in São Paulo, Ho Chi Minh and Guanzhou to the shelves of stores in New York, Hamburg and Sydney. As production of goods has become increasingly global, with an impact on workers and societies around the world, the ILO has sought to answer the challenging question: how best to implement voluntary corporate initiatives in value chains that stretch around the globe from a constantly changing supply base of factories both large and small? In order to address growing pressures from stakeholders, a number of global companies have adopted codes of conduct with the aim of influencing the practices of their suppliers in less-developed countries and providing a baseline of expected standards. Typically, codes of conduct draw on international labour standards, setting guidelines on a range of issues, including child labour, forced labour, wages and benefits, working hours, disciplinary practices, the right to freedom of association, health and safety, and environmental practices. Notwithstanding the array of initiatives that has emerged, anecdotal evidence suggests that, in many cases, managers both at the company and supplier level have struggled and continue to struggle with the issue of how to implement their codes of conduct. Based on interviews with hundreds of managers, activists, government officials, factory workers and workers' representatives, Implementing Codes of Conduct represents the most extensive research conducted to date into the emerging nature of corporate social responsibility and global supply chains. Its objective is to provide useful examples and lessons learned to companies, policy-makers and others interested in implementing their own code of conduct or who are actively involved in this field. This book has broad implications for firms that are serious about seeing the social and environmental objectives expressed in their corporate codes become a reality at the supplier level – implications that stretch from the boardroom to the factory floor. Book excerpt: With the global shift of production locations to developing nations, retail MNCs have started to express concern and address social performance in supply chains. For example, within the Bangladeshi clothing industry, from the early 1990s, the export-oriented clothing supply companies were blamed to utilise child labour. This had a negative impact on the industry's reputation, because the supply companies have widespread interaction with retail MNCs and their reputation extends across national boundaries. The use of child labour, and the existence of dangerous working conditions in Bangladeshi supply companies that manufacture goods for retail MNCs, caused significant concern to those companies. MNCs became sensitive to the possible negative impacts on their reputation in North America and Europe, where the general public are more aware of issues surrounding child labour than the public in Bangladesh. Open discussion of such issues, and the ensuing pressures exerted in developed nations on MNC executives, forced a change in the operations of Bangladeshi supply companies, so that the credibility of MNC was not damaged further. This chapter provides some examples of social compliance reporting and auditing as a response to widespread global concerns over MNCs' supply chains in developing nations.

While the two pillars of sustainability, economic and environmental, are well researched within this field of business, the third pillar, social sustainability (SSS)lags behind within the researchers' focus. However, because of recent social scandals within the supply chain operations of Multinationals, an investigation targeting social sustainability and its effective implementation within the supply chain would provide important insights into such yet neglected field of research. This thesis tries to tackle this issue and analyses whether MNCs extent their SSS practices to suppliers in regulatory distant countries the same way as they do within countries close to their home market. The thesis intends to fill the research gap which exists around SSS and provides valuable insides into how consistent MNCs are in extending SSS practices among their supplier network. On the basis of telephone interviews and company data, the thesis analyses the social sustainability efforts of The Otto Group, the second largest online retailer in the world. The two methods to monitor suppliers' compliance that are examined in this thesis are assessment and collaboration. Results show, that Multinationals should not rely on either one of these two monitoring methods, but should combine them, using Assessment only as first step, and Collaboration as second. Since assessment usually provides the buyer solely with a snapshot of the current situation at suppliers' site, collaboration as second step provides the relationship with a more mutual character. Frequent non-compliance of parties, the buyer and the supplier, emphasise that collaboration and therefore mutual controlling processes are necessary. In case the business relationship between buyer and supplier does involve operations in risky, low regulated countries, these findings are even more highlighted.

This process has precipitated the integration of the APEC region through the emergence of global supply chains and global value chains. Increasingly connected global supply chains have created new opportunities for businesses, especially for small and medium-sized enterprises (SMEs) in developing economies of the region, as they become important suppliers for MNCs. However, the development of unprecedented levels of cross-border production sharing has also brought new challenges for both business managers and public policymakers. In particular, the rise of corporate social responsibility (CSR) standards has created a new set of challenges for SMEs linked to global supply chains. A complex, multi-layered set of CSR standards concerning socially and environmentally sustainable business practices have been developed at international, national and local levels. An increasingly large number of MNCs have also started to demand that suppliers comply with corporate codes of conduct. The proliferation of CSR standards, global buyers' requirements of supplier codes of conduct throughout their supply chains and various monitoring and audit mechanisms have created challenges for SMEs which tend to lack the capacity and resources to comply with new requirements. As the uptake of CSR has become a prerequisite to enter global supply chains in the region, SMEs which are unable to adopt CSR practices have been excluded from global supply chains. SMEs are drivers of sustained economic growth in APEC economies. Building CSR capacity of SMEs for their effective participation in global supply chains is thus an important challenge many APEC members face. The objective of this paper is to examine and propose the ways in which APEC can assist SMEs in the region to build the capacity to adopt CSR practices and to improve linkages with regional and global supply chains. CSR has emerged as an APEC agenda only recently and has not been given top priority so far. Furthermore, the initiatives of APEC so far have largely relied on CSR capacity building in a narrow sense. While capacity building of enterprises to adopt CSR is essential, its effectiveness can be limited without a supporting policy or regulatory environment.

Book excerpt: Purpose: This paper aims to examine the role of social auditing in legitimising the relationship between the buyer and supplier firms rather than strengthening corporate accountability in the global supply chain.Design/methodology/approach: Applying case study methodology and drawing on Suchman's theory on societal legitimacy, it is argued that social audits are artefacts of legitimacy, and global firms dominate the buyer-supplier relationship across the supply chain. The analysis is based on data collected from different secondary sources, including Walmart's corporate sustainability reports.Findings: Using Walmart's relationship with Tazreen Fashions Limited around the Tazreen factory fire incident as a case study, it explains that the practices which attempt to symbolically demonstrate accountability from social audits need to shift to a more continuous and sincere demonstration of accountability through the social audit process. For this to occur, the cognitive and pragmatic approaches that international buyers have previously used in auditing their supply firms' social responsibility are no longer sufficient to achieve societal legitimacy. Instead, a moral turn needs to underpin the intentions and actions of these buyers to maintain legitimacy and demonstrate accountability across the supply industry in developing economies.Originality/value: The findings of the study answer the questions raised in the extant literature about the expectation from social auditing and whether social auditing serves to ensure corporate accountability. The paper contributes to the policymaking discussion of how social auditing can be configured to include a legal provision to ensure that social auditing is not a parroting tool for corporations.
