Book excerpt: This book examines how the armed forces of the United States and Australia have responded to the threat posed by climate change to national security. Drawing on established securitisation frameworks (‘Copenhagen’ and ‘Paris’ Schools), the author uses a combination of quantitative and qualitative techniques to systematically examine more than 3,500 speeches, policies and doctrinal articles since 2003. Importantly, the author undertakes an examination of the intersection between the political and the military spheres, probing the question of how ideology has influenced the military’s uptake on the issue. In this context, the author identifies the difficulty of an ostensibly apolitical institution responding to what has become both a hyper-political issue and an unprecedented security threat. A close examination of the key political actors – their intent, outlook and political mandate for broader climate action – is therefore crucial to understanding the policy freedom and constraints within which military leaders operate. For most of this period, the public showed little interest in defence and security policy and possessed limited knowledge about the strategic options available. The principal post-war exception to this pattern is, of course, the Vietnam War, when political divisions over Australia’s support for the U.S.-led action eventually resulted in the withdrawal of troops in 1972. The period since 2001 has seen a fundamental change both in the public’s views of defence and foreign affairs, and in how these issues are debated by political elites. This has come about as a result of major changes in the strategic environment such as a heightened public awareness of terrorism, party political divisions over Australia’s military commitment to the 2003-11 Iraq War and the increasing overlap of economic and trade considerations with defence and foreign policies, which has increased the public’s interest in these issues. The so-called Information Age already has had a profound impact on how political, diplomatic, economic, and military power will be exercised in the 21st century. To meet future challenges, the ADF needs an intimate understanding of the changing nature of society. It must be a flexible and adaptable organization, acknowledging the role and limitations of armed force as a means of resolving conflict. The ADF is an important national institution in Australia. Its core function is to defend Australia from armed attack. In carrying out this and all its other functions, the ADF is dependent on the support of the Australian people, is governed by the rule of law, and is subject to the direction of the Commonwealth Government as the civil authority. The way that the ADF is employed reflects Australian values about the primacy of the rule of law and of the civil authority in upholding the rule of law. The Government's use of the ADF also reflects community values about the need for Australia to seek to resist international aggression, relieve human suffering, promote justice and freedom internationally, and protect its borders and Exclusive Economic Zone. For the ADF to remain an honored, disciplined and effective national institution, ADF members will themselves have to understand the key influences on the ADF approach to its conduct of operations, and how these are changing. Also the Australian community should appreciate the factors that shape the ethos of its armed forces and how these factors interact with community standards and ideals. We recognise that our future defence capability will depend on drawing our human resources from all sectors of society. Women constitute over 50 per cent of Australia's population. We need to tap more effectively into this talent pool. Initiatives over the past two decades have seen an increasingly successful integration of women into the three services. More recently, there has been a concerted effort to integrate gender considerations into policy, training, planning and operations. The Women, Peace and Security (WPS) agenda has been a critical guide in this learning process. I, and the ADF executive leadership, strongly support the Defence Implementation Plan (DIP), part of the Australian National Action Plan on Women, Peace and Security 2012-2018. We are committed to doing everything possible to fully integrate women and gender considerations into the ADF. New policies and programs and senior leadership efforts are not enough to bring about the deep cultural change that is needed. It is not just about employing more women. All members of the ADF and those we work with from across government and the non-government and private sectors need to understand WPS principles. We need to normalise WPS and gender considerations in everyday decision making.The publication demonstrates through practical example how WPS can be incorporated into military or organisational planning to improve operational outcomes and achieve mission objectives. It shows how good leadership is predicated on creative, responsive and inclusive thinking, and an ability to absorb new ways of seeing the world.This publication is a useful tool for those who need to understand the importance of changing how we do things within the ADF. WPS may be only one element of an evolving global landscape, but it is a most important one. By embracing WPS, including a gender perspective, we will not only ensure continued capability development within the ADF, but also that the ADF helps more effectively the communities and peoples we are trained to protect.

Book excerpt: Summary: The research investigated the impact of cultural change on the professional identity and practices of social workers in the Australian Defence Organisation (ADO). The researcher sought to understand both the nature and impact of change. The literature was reviewed with regard to the research and understanding of the concept of profession. The review highlighted the ideological nature of profession and the way in which the dominant culture impacts on professionals' understanding of their identity and practice. The culture impacts on the development of the professionals' relationship with clients, professional values and practices, practice boundaries, autonomy and status, accountability and knowledge and skills. The analysis of the literature illustrated that professionalism reflected the cultural impact of industrial capitalism while the emerging new professionalism reflected the impact of late capitalism. The research was undertaken from 1995 to 2004, a time of significant reform and change in Australia. The changes were reflected in changing relationships in the political economy and subsequent government and societal reforms. The cultural hegemony or dominant discourse changed from industrial capitalism to late capitalism and this change challenges professional identity and practice. The thesis argues that, an analysis of the case of ADO social work, particularly ADO social workers'understanding of their identity and practice demonstrates the impact of professionalism from 1957 to the mid-1980s. From the mid-1980s to 1996, it is further argued, it is possible to discern the impact of new professionalism as ADO social workers pursued their identity and understanding of practice in terms of the cultural reforms, that is, the emerging new professionalism.
