Drawing principally on the social capital concepts of Pierre Bourdieu, James S. Coleman and Robert Putnam, it links their concepts of social capital with youth development by examining essential attributes of California 4-H programs. Drawing on key informant interviews with adult 4H leaders and staff as well as a review of training curricula, the thesis analyzes what is happening at California 4-H to create social capital development opportunities. Social capital is conceptualized as an individual's networks and associations that provide information, insight, guidance, and connections that may lead to jobs, educational opportunities and/or economic gain. Social capital assists youth to develop into successful adults and may assist in mitigating circumstances that create uneven opportunities wrought by poverty, fractured neighborhoods, single parenting and/or lack of educational aspirations. The key finding are: 1.) California 4-H does not have explicit mention of social capital in its volunteer training materials, outreach materials, core values or in the positive youth development framework that it employs to guide it programs. 2.) However California 4-H does promote opportunities for social capital development in the youth who participate in their programs--through adult youth partnerships, working on mutually agreed upon projects, and civic engagement opportunities. 3.) Community Clubs appear to be the sites of the most robust social capital development; however, this finding needs further research. 4.) California 4-H does not reach a large portion of California youth.

Book excerpt: A growing body of evidence supports the use of two-generation approaches to address the economic security of low-income and poor families in the United States. Two-generation programs and policies seek to mitigate the effect of poverty in two contiguous generations – by helping young children get the best possible start in life while helping their parents become economically self-sufficient. Recent research has shown that successful two-generation programs all share three components, to a greater or lesser degree: an education component for parents and children, an economic support component, and a social capital component. There is a substantial evidence base to support the fact that education and economic supports lead to positive returns in wellbeing and family economic security and that they are critical components of two-generation approaches. However little research has been done on the role social capital can play in two-generation approaches. The purpose of this report is to analyze social capital in relation to its role and manifestation in two-generation programs and its effects relating to outcomes for low-income and poor families. Research for this report was conducted through a review of the extant literature, program evaluations, and case studies as well as information-gathering interviews with on-the-ground two-generation programs. The research suggests that embedding social capital development into two-generation programs has the potential to be a powerful economic development strategy. Overall, the existing research supports the fact that development of social capital is critical to the well-being of individuals and society as a whole. Preliminary evidence supports the notion that social capital formation is a critical component of the two-generation framework. However, more research is needed to substantiate this claim and provide evidence of the role social capital formation plays in these approaches. Additionally creating an evidence base at the policy and programmatic levels will be critical in order to expand and make the case for family economic security strategies based on or incorporating social capital development.

The collection begins with a brief history of CCIs and their impacts to illustrate why a developmental framework is needed, followed by a discussion of the editors’ proposed framework. Each chapter that follows offers some of the most rigorous research and extant knowledge of CCIs. In the final chapter, the editors provide recommendations for future research that can systematically explore the impact of CCIs, better indicating their effectiveness and offering proven strategies that can be implemented in varying contexts. Altogether, this collection offers researchers and practitioners in the field a means by which to better incorporate theory into the vision and practices of CCIs and, as such, the tools to better measure the outcomes of the CCIs.

The January workshop provided an opportunity for the committee to examine the strengths and limitations of existing research on interactions between social settings and adolescent development. This research has drawn attention to the importance of understanding how, when, and where adolescents interact with their families, peers, and unrelated adults in settings such as home, school, places of work, and recreational sites. This workshop builds on previous work of the National Research Council and reiterates its support for integrating studies of social settings into more traditional research on individual characteristics, family functioning, and peer relationships in seeking to describe and explain adolescent behavior and youth outcomes. Not only does this report examine the strengths and limitations of research on social settings and adolescence and identify important research questions that deserve further study in developing this field, but it also explores alternative methods by which the findings of research on social settings could be better integrated into the development of youth programs and services. Specific themes include the impact of social settings on differences in developmental pathways, role expectations, and youth identity and decision-making skills, as well as factors that contribute to variations in community context.
