This text looks at what does work, and outlines how to implement these effective policies. The question of credibility and strategic behaviors in institutions of poverty reduction is an area that needs to be addressed adequately and the author attempts to deal with it in a pragmatic way.In the academic literature on designating effective institutions of poverty alleviation programs and policies in sub-Saharan Africa, it is rare to find direct assessments of the success of particular social policies and programs. In country after country, one is much more likely to see research on the failure of poverty reduction programs. Very often, contributors to the literature gravitate towards the presentation of raw numbers and figurers indicating that these policies and programs have failed and thus call for the discontinuation of such policies. Curiously, the most straightforward questions that many people outside of the development circle seem to want answered OCo such as, on what criteria are these conclusions reached, or what particular policies and programs have made a dent in poverty, are less popular in the discipline. This study focuses on the preconditions for success in poverty reduction programs. It proposes a framework which incorporates a mixture of social and political, as well as economic relationships, which these programs embody. Using evidence from original surveys of two micro-finance programs in Southern Nigeria, this policy evaluation study attempts from the standpoint of institutional and social capital theories to accomplish two goals: first, to fill the gaps in the literature by developing an evaluation framework emphasizing institutional design features and a strong network of relationships which lower costs for beneficiaries and providers; and second, to provide critical input for the policy task of designing effective institutions of poverty reduction programs."

The book provides details on how entrepreneurs constantly construct their social capital and evolve business logic and practice that is used in business transactions. The book does not only focus on theory and empirical findings but also derives lessons for poverty-alleviation strategies. It reveals that there are limitations to the application of social capital when it comes to interaction and conflict between different stakeholders in transport enterprises. The political economy model was found to be appropriate in such a case, indicating that the social capital model can be used in combination with other theoretical frameworks.

Book excerpt: August 1999 - Whatever their nature, interventions to reduce poverty should be designed not only to have an immediate impact on poverty, but also to foster a rich network of cross-cutting ties within society and between society's formal and informal institutions. Using the lens of social capital - especially bridging or cross-cutting ties that cut across social groups and between social groups and government - provides new insights into policy design. Solidarity within social groups creates ties (bonding social capital) that bring people and resources together. In unequal societies, ties that cut across groups (bridging social capital) are essential for social cohesion and for poverty reduction. The nature of interaction between state and society is characterized as complementarity and substitution. When states are functional, the informal and formal work well together - for example, government support for community-based development. When states become dysfunctional, the informal institutions become a substitute and are reduced to serving a defensive or survival function. To move toward economic and social well-being, states must support inclusive development. Investments in the organizational capacity of the poor are critical. Interventions are also required to foster bridging ties across social groups - ethnic, religious, caste, or racial groups. Such interventions can stem from the state, private sector, or civil society and include: ° Changes in rules to include groups previously excluded from formal systems of finance, education, and governance, at all levels. ° Political pluralism and citizenship rights. ° Fairness before the law for all social groups. ° Availability of public spaces that bring social groups together. ° Infrastructure that eases communication. ° Education, media, and public information policies that reinforce norms and values of tolerance and diversity. Studies of social capital and its economic payoffs have tended to focus on industrialised countries, whilst those studies which have focused on developing countries have been based on micro level survey data. This paper therefore addresses the need to look at social capital at the wider macro level while examining the impact of social capital on poverty. The paper focuses on poverty at the state level in India and asks the question: have those states with larger endowments of social capital been more successful at reducing poverty? In order to answer this question an econometric model of poverty is constructed that not only captures the effects of physical and human capital, but also includes social capital as a determinant of poverty. The paper concludes that there is some evidence to support the hypothesis that a state's endowment of social capital does affect the ability of that state to reduce poverty.
