Book excerpt: This collection of fifteen essays by leading experts in regulation is unique in its focus on the constitutional implications of recent regulatory developments in the UK, the EU, and the US. The chapters reflect current developments and crises which are significant in many areas of public policy, not only regulation. These include the development of governance in place of government in many policy areas, the emergence of networks of public and private actors, the credit crunch, techniques for countering climate change, the implications for fundamental rights of regulatory arrangements and the development of complex accountability mechanisms designed to promote policy objectives. Constitutional issues discussed in The Regulatory State include regulatory governance, models of economic and social regulation, non-parliamentary rule-making, the UK's devolution arrangements and regulation, the credit crisis, the rationing of common resources, regulation and fundamental rights, the European Competition Network, private law making and European integration, innovative regulator sanctions recently introduced in the UK, the auditing of regulatory reform, and parliamentary oversight and judicial review of regulators. The introductory chapter focuses on testing times for regulation, and the concluding chapter draws ten lessons from the substantive chapters, noting the importance of regulatory diversity, the complexity of networks and relations between regulatory actors and the executive, the new challenges to regulatory habits posed by climate change and the credit crisis, the wider economic and legal context in which regulation takes place and the accountability networks - including judicial review, parliamentary oversight and audit - within which regulation operates.

Book Social Policy for Social Work Social Care and the Caring Professions

Download or read book Social Policy for Social Work Social Care and the Caring Professions written by Steve J Hothersall and published by Routledge. This book was released on 2020-11-29 with total page 378 pages. Available in PDF, EPUB and Kindle. Book excerpt: This revised second edition analyses social policy in Scotland since devolution in 1999 and reflects the nascent and distinctively Scottish policy agenda. Along with updated chapters, there are two new inclusions: a chapter analysing post-devolution Scotland and a chapter on the likely impacts of Brexit on and within Scotland. Providing diagrams, tables and a range of activities, the book maintains an innovative and pedagogic emphasis to introduce students to a wealth of materials, ideas and practical responses to the increasingly complex and diverse situations faced by social workers and other professionals. Part 1 of the book looks at what social policy is, how and why it is made and highlights the importance of the relationship between social policy and the law. Part 2 refers to specific themes of social exclusion, poverty and (more visible for this revised edition) austerity, considering their complex and multidimensional forms and discussing the range of policies currently extant that aim to combat such disadvantage. Part 3 provides a comprehensive overview of policy for practice, considering concepts of health inequality, mental health, older people, disability, children and families, education, substance use, criminal justice, asylum and immigration and homelessness. This book will be of interest to undergraduate and postgraduate students as well as post-qualified professionals seeking to understand the complexities of the social policy landscape in Scotland, and its influence on social work and related forms of professional practice.

Book Secondhand Smoke Exposure and Cardiovascular Effects

Download or read book Secondhand Smoke Exposure and Cardiovascular Effects written by Institute of Medicine and published by National Academies Press. This book was released on 2010-02-21 with total page 240 pages. Available in PDF, EPUB and Kindle. Book excerpt: Data suggest that exposure to secondhand smoke can result in heart disease in nonsmoking adults. Recently, progress has been made in reducing involuntary exposure to secondhand smoke through legislation banning smoking in workplaces, restaurants, and other public places. The effect of legislation to ban smoking and its effects on the cardiovascular health of nonsmoking adults, however, remains a question. Secondhand Smoke Exposure and Cardiovascular Effects reviews available scientific literature to assess the relationship between secondhand smoke exposure and acute coronary events. The authors, experts in secondhand smoke exposure and toxicology, clinical cardiology, epidemiology, and statistics, find that there is about a 25 to 30 percent increase in the risk of coronary heart disease from exposure to secondhand smoke. Their findings agree with the 2006 Surgeon General's Report conclusion that there are increased risks of coronary heart disease morbidity and mortality among men and women exposed to secondhand smoke. However, the authors note that the evidence for determining the magnitude of the relationship between chronic secondhand smoke exposure and coronary heart disease is not very strong. Public health professionals will rely upon Secondhand Smoke Exposure and Cardiovascular Effects for its survey of critical epidemiological studies on the effects of smoking bans and evidence of links between secondhand smoke exposure and cardiovascular events, as well as its findings and recommendations.

Download or read book Healthy lives healthy people written by Great Britain: Department of Health and published by The Stationery Office. This book was released on 2010-11-30 with total page 104 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Government recognises that many lifestyle-driven health problems are at alarming levels: obesity; high rates of sexually transmitted infections; a relatively large population of drug users; rising levels of harm from alcohol; 80,000 deaths a year from smoking; poor mental health; health inequalities between rich and poor. This white paper outlines the Government's proposals to protect the population from serious health threats; help people live longer, healthier and more fulfilling lives; and improve the health of the poorest. It aims to empower individuals to make healthy choices and give communities and local government the freedom, responsibility and funding to innovate and develop ways of improving public health in their area. The paper responds to Sir Michael Marmot's strategic review of health inequalities in England post 2010 - "Fair society, healthy lives" (available at http://www.marmotreview.org/AssetLibrary/pdfs/Reports/FairSocietyHealthyLives.pdf) and adopts its life course framework for tackling the wider social determinants of health. A new dedicated public health service - Public Health England - will be created to ensure excellence, expertise and responsiveness, particularly on health protection where a national response is vital. The paper gives a timetable showing how the proposals will be implemented and an annex sets out a vision of the role of the Director of Public Health. The Department is also publishing a fuller story on the health of England in "Our health and wellbeing today" (http://www.dh.gov.uk/prod_consum_dh/groups/dh_digitalassets/@dh/@en/@ps/documents/digitalasset/dh_122238.pdf), detailing the challenges and opportunities, and in 2011 will issue documents on major public health issues.

Book New Directions in the Study of Policy Transfer

Download or read book New Directions in the Study of Policy Transfer written by Mark Evans and published by Routledge. This book was released on 2013-10-31 with total page 174 pages. Available in PDF, EPUB and Kindle. Book excerpt: Policy transfer analysis seeks to make sense of the cross-cultural transfer of knowledge about institutions, policies or delivery systems in an era of globalization. The purpose of this volume is to evaluate how useful policy transfer analysis is as a descriptive, explanatory and prescriptive theory of policy change. It provides both a response to its critics and it presents a variety of new directions for studying processes of policy transfer. The chapters proceed from an underlying assumption about the field of enquiry; that policy transfer analysis alone cannot provide a general explanatory theory of policy change but when combined with other approaches an empirically grounded account of policy change can be developed. Hence each of the chapters adopt a methodological pluralism in which complementary theories of policy development are combined in order to develop a theory of policy change that accounts for the role of particular agents of policy transfer in forging policy change. This is an important contribution to our understanding of the impact of globalization on domestic policy formulation. This book was previously published as a special issue of Policy Studies.
