Eliminating hunger and promoting widespread growth in the region inevitably involves agriculture, given its central role in the regions economies. Over the past 20 years, most African governments have carried out reforms to deregulate agricultural markets and reduce the role of state enterprises. How much has the state actually withdrawn from agricultural markets? Have well-functioning private markets emerged? How successful were these reforms in boosting agricultural production, economic growth, and the incomes of the rural poor? What lessons can we learn from the reform process? The authors of this book address these questions through an analysis based on an extensive review of experiences with reform, focusing on three major agricultural markets: fertilizer, food crops, and export crops. They examine the historical rationales for intervention, the factors contributing to reform, the process of implementation, and the impact of the reforms on farmers and consumers in Sub-Saharan Africa. The authors find that reforms have had many favorable results, but that the impact has been muted by partial implementation and structural constraints. They propose a new agenda for promoting the development of agricultural markets in Sub-Saharan Africa, identifying areas where governments can play a supportive role. They argue that appropriate agricultural marketing policies and investments can improve livelihoods and the economic health of the region.

At the same time, many other smallholders are successfully intensifying and succeeding as farm businesses, often in combination with diversification into off-farm sources of income. This book examines the growing divergence between subsistence and business oriented small farms, and discusses how this divergence has been impacted by population growth, trends in farm size distribution, urbanization, off-farm income diversification, and the globalization of agricultural value chains. It finds that policy makers need to differentiate more sharply between different types of small farms than they did in the past, both in terms of their potential contributions towards achieving national economic growth, poverty alleviation, and food security goals, and the types of assistance they need. The book distinguishes between smallholders that are business oriented, subsistence oriented, and at various stages of transition to the non-farm economy, and discusses strategies appropriate for assisting each type. The book draws on a wealth of recent experience at IFAD and elsewhere to help identify best practice approaches.

Emerging farmers are previously disadvantaged black people who started or will start their business with the support of special government programs. Public support programs have been developed as part of the Black Economic Empowerment strategy of the South African government. These programs aim to improve the performance of emerging farmers. This requires, first and foremost, upgrading the emerging farmers skills by providing access to knowledge about agricultural and entrepreneurial practices. To become or to remain good farmers they also need access to suitable agricultural land and sufficient water for irrigation and for feeding their cattle. Finally, for emerging farmers to be engaged in viable farming operations, various factors need to be in place such as marketing and service institutions to give credit for agricultural inputs and investments; input markets for farm machinery, farm implements, fertilizers and quality seeds; and accessible output markets for their end products. This book develops a policy framework and potential institutional responses to unlock the relevant markets for smallholders.

Book excerpt: Beginning in the 1980s, many countries in Sub-Saharan Africa (SSA) implemented structural adjustment and stabilization programs to reverse declining economic growth rates and reduce mounting macro-economic imbalances. Given the importance of the agricultural sector in SSA, agricultural market reforms were at the forefront of these programs. Almost two decades later, the general consensus is that the economic performance of SSA has lagged behind other developing countries and that the reform programs have fallen short of their expected outcomes. The greatest challenges facing the continent today include the elimination of hunger, malnutrition, poverty, and resource degradation, as well as reducing the spread of AIDS. Since the majority of the population in SSA derives its livelihood from agriculture, well-functioning and efficient agricultural markets are necessary conditions for an improvement in SSA's well-being. The objective of this book is to synthesize the important research findings to date regarding the status and impact of agricultural market reforms in SSA. The synthesis provides useful information that can help in setting a new agenda for the economic recovery of Africa. The questions addressed include: What has been the implementation experience of agricultural market reforms in SSA? Have they led to an improvement in market performance? Has there been an aggregate agricultural supply response? What has been the impact on input use and agricultural productivity? Book excerpt: The Innovation for Agribusiness (InovAgro) project, which launched with its first three year phase in 2010, uses a market system development (MSD) approach towards the goal of increasing incomes of men and women small-scale farmers in northern Mozambique. InovAgro interventions promote improved agricultural productivity, participation in selected high-potential value chains and the development of inclusive and sustainable market systems, such that impacts are expected to last long beyond the termination of the project. This paper presents results from a midline quantitative impact evaluation of the second phase of the InovAgro project interventions (2014-2017). In it, we use a carefully designed and executed quasi-experimental study design to credibly attribute changes in market engagement and welfare of participating farmers to exposure to the InovAgro II project, identifying and testing in what respects the intervention was most successful, and what regard it had less impact. Although InovAgro II projects operate in 11 districts of Zambézia and Cabo Delgado provinces, this impact evaluation focuses on two districts in Zambézia province (Alto Molócue and Molumbo), and in terms of value chains, focuses on the soybean and pigeon pea high-potential value chains, while the InovAgro II project interventions focus on these in addition to maize, sesame and groundnut. A baseline survey was undertaken in 2015 covering the 2014/2015 agricultural season and a midline follow-up survey was conducted in 2017, covering the 2016/2017 agricultural season and reaching 1,749 households of the original 1,886 households interviewed in the baseline survey. Using difference-in-difference estimation and propensity score matching, we find that exposure to the InovAgro II project is associated with an increase in the proportion of households selling soybean and pigeon pea by approximately 5% and 16%, respectively (significant at the .01 level). Exposure to the InovAgro II project also results in significantly higher shares of smallholder farmers using improved seed for soybean and pigeon pea (an increase of 6% for soybean and 2% for pigeon pea). We find that the InovAgro II project is also associated with significant increases in access to agricultural output market information from formal sources (5%) and hired labor for farming activities (8%). Despite the significant impacts on short term outcome variables, exposure to the InovAgro II project had limited impact on long term outcome variables, such as on rural-urban migration as well as engagement in the non-farm sector (two proxies for assessing potential welfare implications of the project) however this finding is not surprising given the impact evaluation covers only two years-a short period of time to bring about the long-term impacts expected to eventually emanate from an MSD project.

Book excerpt: It is manifest in developing countries around the world that the “shock” therapy administered to their economies by the neoliberal model of structural adjustment has failed, leaving much social and economic destruction in its wake. In Latin America this failure has led to a resurgence of interest in alternative models, some of them deploying various versions of socialism, as in Bolivia, Chile, and Venezuela, which has given rise to talk about the new “pink tide” enveloping the region. In this comparative study of four economies that have been making a transition to the market from their orthodox socialist pasts, Laura Enríquez focuses our attention on the plight of the small farmer in particular and on the importance of this sector for the overall socioeconomic success of the transition. Through this comparison, we see the similarities between Nicaragua and Russia in their rapid retreat from socialism and their adoption of reforms that have placed small agriculture, especially that focused on food crops, at a distinct disadvantage relative to export-oriented production. By contrast, Cuba has been more like China in adopting aspects of market reform while emphasizing small-scale cooperative and private farming in an effort to achieve food self-sufficiency. Drawing insights from Karl Polanyi’s study of the social and economic effects of the expansion of market relations in the nineteenth century, Enríquez highlights the role of the state in each of these countries in driving change in a certain direction: toward de-emphasis of small-scale farming and the eventual assumed demise of the peasantry in Nicaragua and Russia, which has led to countermovements of peasants struggling to survive, and toward the reconfirmation of the value of small farming in contributing to balanced economic development in Cuba and China.
