In Small States in World Markets, Peter Katzenstein examines the successes of these economically vulnerable nations of Western Europe, showing that they have managed to stay economically competitive while at the same time preserving their political institutions. Too dependent on world trade to impose protection, and lacking the resources to transform their domestic industries, they have found a third solution. Their rapid and flexible response to market opportunity stems from what Katzenstein calls "democratic corporatism," a mixture of ideological consensus, centralized politics, and complex bargains among politicians, merest groups, and bureaucrats. Democratic corporatism is the solution these nations have developed in response to the economic crises of the 1930s and 1940s, the liberal international economy established after World War II, and the volatile markets of more recent years. Katzenstein maintains that democratic corporatism is an effective way of coping with a rapidly changing world, a more effective way than the United States and several other large industrial countries have yet managed to discover.

While different definitions of governance are given in the chapters, most authors associate governance with the setting and implementation of policies aimed at managing a country or territory, and with the related institutional structures and interventions by political actors. Generally, good governance is associated with concepts such as policy effectiveness, accountability, transparency, control of corruption, encouragement of citizens’ voice and gender equality—factors which are, in turn, linked with democracy. What emerges from the book is that the societies of small states are being re-shaped by various forces outside their control, including the globalization process and climate change, rendering their governance ever more complex. These problems are not solely faced by small states, but small country size tends to lead to a higher degree of exposure to external factors. The chapters are grouped into four sections broadly covering political, environmental, social and economic governance. Governance is influenced by many, often intertwined, factors; the division of the book into four parts therefore does not detract from the fact that governance is multifaceted, and such division was based on the primary focus of each particular study and its main disciplinary background. The expert authors have, moreover, used a variety of approaches in the studies, the subject of small states being well suited to scholarly work from different disciplines using qualitative, quantitative and mixed approaches to arrive at useful conclusions.

The book is about the external dimension of inherent size-related difficulties in states and how small states compensate for their inbuilt structural weaknesses compared with their larger neighbouring states. One third of the member states of NATO are small and most NATO partner states are small states too. Small states frequently have a disproportionate effect on global politics and they are more often affected by global shifts of power, yet they have less resources available to address security challenges. The aim of the book is to enhance the understanding of the role of small states in the changing global international security environment. The book presents the theory of shelter (which is derived from the diverse and extensive literature on small states) and uses it to examine how small states respond to new and old security threats. Shelter theory addresses three interrelated issues of common concerns to small states: the reduction of risk before a possible crisis event, assistance in absorbing shocks in times of crises, and help in recovering after such an event. In short, shelter theory claims that small states need external shelter in order to survive and prosper. They are dependent on the economic, political, and societal shelter provided by larger states, as well as regional and international organizations.

It draws attention to the challenges created by widened participation in IOs and develops an original model of the dilemmas that both IOs and small states face as the norms of sovereign equality and the right to develop coincide. Drawing on extensive qualitative data, including more than 80 interviews conducted for this book, the authors find that the strategies which both IOs and small states adopt to balance their respective dilemmas can explain both continuity and change in their interactions with institutions ranging from UN agencies to the World Trade Organization.

After the 2003 Rose Revolution, as relations with Russia soured, a Euro-Atlantic orientation portrayed as a single and coherent strategy became the cornerstone of Georgian foreign policy as well as a model for domestic reforms. This promise of a prosperous future offered new hope to the Georgian population. Scepticism or critical thinking towards President Saakashvili and his government were equated to pro-Russian treason and pro-western orientation and impressive reforms, promoted as being modelled along ’European standards’, emerged simultaneously with an outspoken rhetoric and active symbolism. References to Europe and the Euro-Atlantic structures became ubiquitous as European flags were brandished throughout the country. Addressing a gap in the existing literature the author examines a large volume of data extracted from news items from 20 different Georgian and International media channels over a ten-year period. Through this he identifies patterns in the discourse to explain the intentions of the Georgian elite and examines the effectiveness of the rhetoric.
