Available in PDF, EPUB and Kindle. Book excerpt: The purpose of this study was to determine the problems faced by small, rural Nebraska school districts. For this study, 15 possible challenges were identified (a) student enrollment, (b) instructional programs, (c) instructional support services, (d) extra curricular activities, (e) hiring and retaining administrative staff, (f) hiring and retaining teaching staff, (g) hiring and retaining non-certified staff, (h) building and grounds, (I) transportation services, (j) food services, (k) school finances, (l) student assessment, (m) accountability school performance, (n) family support, and (o) community support. There were no data on this topic for the state of Nebraska. The case for this study involved all 28 school districts identified as "very sparse" according to the Nebraska state aid statute as of 2007-08. The participants in this study were the superintendents of these school districts. The survey instrument used to collect data included the 15 challenges facing small, rural Nebraska school districts. A five point Likert-scale was used for each challenge from 1--a minor/no challenge to 5--a major challenge. Participants in the study were asked to respond to each of the challenge items from the perspective of their own school district by circling the number in their view that described their school district challenge. After the return of the survey, the author contacted each superintendent by telephone and conducted interviews using open-ended questions to further perspectives on the survey items. The results indicated the top challenges for small, rural Nebraska schools were school finance, student enrollment, hiring and retaining teaching staff, student assessment, and accountability school performance. Although each challenge was difficult on its own, the challenges overlapped each other and superintendents were not able to manage one challenge without addressing others. Small rural school districts face many challenges that require careful consideration and cooperation involving every community member and were impacted by some factors that they have no control over. Small, rural, school district superintendents must think ahead with finances, stay in contact with legislative actions, and keep an open mind to changing technology that can impact the education of students. Book excerpt: The contemporary issues study explored the challenges and changes experienced by superintendents in Nebraska's small, rural schools. 181/245 (74%) of school districts in Nebraska in 2016 were small and rural. The literature suggests that there are differences between the challenges of leadership in small rural schools as compared to leadership in suburban and urban schools. Much of the literature on school leadership is related to suburban and urban schools. This study was conducted to explore the challenges and changes in the role of the small rural school superintendent in Nebraska. This qualitative study consisted of interviews of twenty-nine school superintendents who were actively employed in school districts that received federal REAP (Rural Education Achievement Program) funding. These schools are located in rural geographic areas and serve fewer than 600 students. The study explored the challenges and changes in the role of the superintendent of Nebraska's small rural schools. Findings included insights into the lived experiences of superintendents in Nebraska's small rural schools, challenges experiences by superintendents, strategies utilized to minimize the challenges of the superintendency of small rural schools, changes anticipated by participants in the small rural school superintendency, and participant recommendations for preparation and support of superintendents in small rural schools. The study found seven major challenges experienced by superintendents in small rural schools in Nebraska. These challenges are a demanding position, financial challenges, political challenges, staffing and personnel issues, board relations, providing opportunities for students, and enrollment and demographics. The study found seven anticipated changes in the future role of superintendent of Nebraska's small rural schools. These anticipated changes are financial challenges, changing superintendency skills, political environment, difficulty staffing small rural schools, rural populations, additional responsibilities, and mandates for reporting and accountability.

Book excerpt: An analysis of the proposed changes to Nebraska's school finance formula and school structure shows that many of Nebraska's rural schools could suffer from imposition of a "small by choice" factor. Research has consistently shown that smaller schools have some advantages over their larger counterparts. The 2005 session of the Nebraska Unicameral and proposals to be considered by the Legislature in 2006 appear to be ignoring these virtues, and may be placing the state and its rural communities down a path of extensive school consolidation through deprivation of much needed state funds. This report will take a look at the Unicameral's attempts to advance rural school consolidation. "Big Trouble" reports in the past have looked at schools facing at least a 10 percent cut in state aid from one year to the next. This "Big Trouble" report will concern schools with an enrollment of 390 or less as it pertains to legislation introduced during the 2005 Nebraska Unicameral. (Contains 5 notes.).
