Domestic Budgets in a United Europe, which explains the content, evolution, and effectiveness of fiscal institutions, will be the definitive account of European budget reform in the late twentieth century.Mark Hallerberg examines the making of budgets in EU countries from 1973 to 2000 and explores why those countries introduced fiscal rules when they did. In 1993, when the fiscal-policy criteria for monetary union were first announced, only Luxembourg and the Republic of Ireland would have qualified. In 1997, only Greece failed. Various explanations have been advanced for this rapid turnaround, including luck (a favorable economic climate reduced pressures on local budgets), accounting tricks, and the increasing pressures caused by international capital mobility. Underlying these various explanations is a basic skepticism about whether countries in the European Union actively worked to reform their national budgeting procedures. In rich case studies, Hallerberg shows that the member-states did indeed reform their budget institutions. Many of them, he finds, had started that process long before the formal signing of the Maastricht Treaty of 1991, making domestic changes that allowed them to qualify individually under EMU criteria.

The initial survey round was followed by a second one in 2014 and by a third in 2017. Compiled using nationally representative surveys of more than 150,000 adults age 15 and above in over 140 economies, The Global Findex Database 2017: Measuring Financial Inclusion and the Fintech Revolution includes updated indicators on access to and use of formal and informal financial services. It has additional data on the use of financial technology (or fintech), including the use of mobile phones and the Internet to conduct financial transactions. The data reveal opportunities to expand access to financial services among people who do not have an account—the unbanked—as well as to promote greater use of digital financial services among those who do have an account. The Global Findex database has become a mainstay of global efforts to promote financial inclusion. In addition to being widely cited by scholars and development practitioners, Global Findex data are used to track progress toward the World Bank goal of Universal Financial Access by 2020 and the United Nations Sustainable Development Goals. The idea of ‘unity of culture’ in Medieval Latin Europe is well known in historical texts, especially when it concerns the so-called ‘Europe North of the Alps’. This book investigates the similarities and differences in material culture between areas, regions and political entities and opens the dialogue for a more interregional discussion. The editors acknowledge that there are numerous challenges in understanding the phenomenon the volume addresses, the fundamental one being defining (or even redefining) a common material culture of Europe. Important in determining this is greater appreciation of how objects reflect interactions between peoples, both local and foreign, which can be driven by a variety of factors, including trade, conflict and diplomacy etc. But just as important is observing the differences between ‘things’ across Europe, reflecting developments and transformations its cultural, social and economic history. These works are traditionally presented in isolation or at the local level, maybe even in very specialized tomes, as often it is thought their observation are not relevant to wider discourses. Conversely, what is clear, however, is that by interconnecting these seemingly introvert studies of specific artefact types or sites etc., readers can better appreciate the similarities and differences in material culture across Europe. This book is of interest to researchers in archaeology and material culture.

Book excerpt: The seven microstates of Europe, i.e. Andorra, Liechtenstein, Monaco, Malta, San Marino, Sovereign Order of St. John, and Vatican City are remarkable not only for their size, but their persistence. Most have been around for centuries, while much larger empires have come and gone. Despite the great events of the last two millennia, these countries have come into existence and have managed to steer a course away from incorporation within their larger neighbors. Why is this? Rather than being an exercise in triviality, the study in The Microstates of Europe: Designer Nations in a Post-Modern World of the histories of these tiny states may provide insight into tenaciousness of national aspirations and ethnic solidarity that are everywhere evident. Modernist studies tend to view the microstates as illogical anomalies destined to disappear under the crush of social progress. However, these states are anything but marginal—in fact, they are among the richest states in the world. This book examines the phenomenon from structural history and anthropological perspectives. It is not a grand history of petite places—rather, it is an “ethnographic anthology” of a few places in Europe that should not logically exist. The Microstates of Europe is a post-modern critique of the trends of globalism, and it examines the counter-trend of increasing nationalism, particularism, and cultural relativism. Rather than being eclectic exceptions, the microstates may demonstrate the survival of extremely long enduring mechanisms of collective boundary maintenance that are most likely present in many communities throughout the world.

They have traditionally been viewed as repositories of information and wisdom, and are critical pillars of the community but as the HIV/AIDS pandemic destroys family systems, the elderly increasingly have to deal with the loss of their own support while absorbing the additional responsibilities of caring for their orphaned grandchildren. Aging in Sub-Saharan Africa explores ways to promote U.S. research interests and to augment the sub-Saharan governments' capacity to address the many challenges posed by population aging. Five major themes are explored in the book such as the need for a basic definition of "older person," the need for national governments to invest more in basic research and the coordination of data collection across countries, and the need for improved dialogue between local researchers and policy makers. This book makes three major recommendations: 1) the development of a research agenda 2) enhancing research opportunity and implementation and 3) the translation of research findings.
