He is a member of the board of the Social Science Research Council's African Peacebuidling Network (SSRC/APN), New York, USA. Previously he was Associate Research Fellow at the Africa Centre for Peace and Conflict Studies, University of Bradford, UK. He authored several books including The Politics of Neoliberal Democracy in Africa (2009), Globalization in Africa: Perspectives on Development, Security and the Environment (2016), New Architecture of Regional Security in Africa (2020), and Routledge Handbook of Counterterrorism and Counterinsurgency in Africa (2020). Charles P. Onwurah is a research associate at the Centre for Defence Studies and Documentation, Nigerian Defence Academy. Small arms control and gun control are often treated as separate efforts, with the former the domain of international actors such as the United Nations and the latter being of concern to the domestic politics of countries such as the United States. By focusing on a country that has never seen the outbreak of a civil war, the book is able to disentangle the complex roots of gun control in Africa, its origins in colonial era legislation, its reverberations across social life, and how it shapes contemporary understandings of groups ranging for security guards to hunters.

Book excerpt: In Africa, the effect of the proliferation of small arms and light weapons (SALW) continues to impact negatively on socioeconomic development, particularly within the Great Lakes and Horn of Africa (GLHA) subregion. Since 2000, several initiatives on the matter have been developed. Foremost among the subregional and regional initiatives are the Nairobi and Bamako declarations on the "African Common Position on the Illicit Proliferation, Circulation and Trafficking of Small Arms and Light Weapons" in March and December 2000, respectively. This study seeks to examine the strategies that the GLHA countries are using to deal with the SALW problem with an emphasis on those of Kenya, Uganda, and Ethiopia. It also analyzes the challenges the subregional governments have encountered while tackling this menace, and the measures they have developed to mitigate them. It is clear that the strategies' ends and ways are sufficient to contain the problem but only require better coordination, integration, and synchronization into one main effort. The author concludes that the war on SALW will remain elusive unless all member states show the political will to address the factors of increased supply and demand of SALW and allocate more resources to achieve their strategic ends.

Book excerpt: The thesis explores African small arms control practices and how these have emerged and changed over time. The thesis traces the origin of small arms control practices in Africa by using a historical narrative methodology. It then categorizes and interprets the findings using a critical theory, historical-relationalism, and identifies five different small arms control practices embedded in different historical periods: the pre-colonial, the imperial, the colonial, the decolonial and the neoliberal governance system. These systems are described, compared and situated in their historical contexts. The neoliberal governance system is specifically explored through an in-depth case study of the Nairobi Protocol. The Nairobi Protocol is an intergovernmental convention adopted by states in East and Central Africa to address proliferation of small arms and light weapons. Based on the institutional design and implementation record of the Nairobi Protocol, as well as evidence of simultaneous ongoing militarism in member states, the author draws conclusions about neoliberal governance as small arms control practice. She finds that neoliberal governance of small arms is associated with technical-, administrative- and legal reforms, aimed at protecting state and market interests, by, for example, enhancing controls of weapon flows not sanctioned by the state, while enabling state sanctioned proliferation."

Belligerents in the conflict areas for example Somali Sudan and parts of northern Uganda use the small arms and light weapons as the primary tools of violence causing deaths and injuring thousands of people among them innocent civilians. In Sub-Saharan African countries experiencing violent conflicts, the availability of SALW escalates insecurity and duration of violence. The impact of insecurity and other problems attributed to SALW are also manifested in the neighboring peaceful countries within the region. Proliferation of SALW impact negatively on the economic development of the Sub-Saharan African and the Lake Region countries as high levels of insecurity continue to deter economic development sustenance initiatives and cause increased military spending, which divert state resources from critical areas. In my SRP, I intend to highlight and analyze the issue of proliferation of SALW and its effects in the Horn of Africa and the Lake Region and make recommendations to address this problem.
