However, many challenges have been impairing this effort; not to mention the others, the proliferation of small arms such as assault rifles, grenades and pistols, has been threatening the security of the people. These small arms have been proliferating in post-conflict Cambodia as a consequence of conflict erupted in the late 1960s when the Vietnam War spilled over Cambodia. They have been instigating crime, violence and social disorder, which are the signal of future destabilization. Realizing these consequences, the government of Cambodia together with civil society, donor countries, and other stakeholders undertook a series of activities to control small arms proliferation, particularly the passing and putting into practice of the Law on the Management of Weapons, Explosives and Ammunition in 2005. Even though many efforts have been carried out, there seems no positive impact on the society as crimes, political violence, and other human rights violations still exist.

Available in PDF, EPUB and Kindle. Book excerpt: Military intervention in a conflict without a reasonable prospect of success is unjustifiable, especially when it is done in the name of humanity. Couched in the debate on the responsibility to protect civilians from violence and drawing on traditional 'just war' principles, the centralpremise of this book is that humanitarian military intervention can be justified as a policy option only if decision makers can be reasonably sure that intervention will do more good than harm. This book asks, 'Have past humanitarian military interventions been successful?' It defines success as saving lives and sets out a methodology for estimating the number of lives saved by a particular military intervention. Analysis of 17 military operations in six conflict areas that were thedefining cases of the 1990s-northern Iraq after the Gulf War, Somalia, Bosnia and Herzegovina, Rwanda, Kosovo and East Timor-shows that the majority were successful by this measure. In every conflict studied, however, some military interventions succeeded while others failed, raising the question, 'Why have some past interventions been more successful than others?' This book argues that the central factors determining whether a humanitarian intervention succeeds are theobjectives of the intervention and the military strategy employed by the intervening states. Four types of humanitarian military intervention are offered: helping to deliver emergency aid, protecting aid operations, saving the victims of violence and defeating the perpetrators of violence. Thefocus on strategy within these four types allows an exploration of the political and military dimensions of humanitarian intervention and highlights the advantages and disadvantages of each of the four types.Humanitarian military intervention is controversial. Scepticism is always in order about the need to use military force because the consequences can be so dire. Yet it has become equally controversial not to intervene when a government subjects its citizens to massive violation of their basic humanrights. This book recognizes the limits of humanitarian intervention but does not shy away from suggesting how military force can save lives in extreme circumstances.

With this support, Cambodia is trying to redefine itself and to open itself to the world as a regional equilibrating partner, a corner of cultural and architectural treasures, but also as a traumatized nation in need of foreign aid. In this process, the country has formulated diverse narratives to represent it on the international and domestic scene and to help people go on with a hope for peace and prosperity. Including contributions from more than 20 researchers and practitioners, it argues that the quality of the peace in a post-conflict state relates to the extent to which peace accords are implemented, the agreed-upon mechanism for the non-violent resolution of the conflict, and the available social space for civil and political actors. To arrive at the concept of 'quality peace', the authors evaluate the existing literature and identify a lack of a satisfactory means of measuring outcomes, and consequently how these might be researched comparatively. The volume problematizes the 'quality peace' concept as a way to understand the origins of armed conflict as well as problems deriving from the conflict dynamics and the need for social, political, and economic changes in the post-conflict periods. The book emphasizes five dimensions as crucial for quality peace in a post-accord society. Negotiations and agreements not only aim at avoiding the return of war but also seek to: (1) promote reconciliation, (2) develop mechanisms for resolving future disputes, (3) provide for reliable security, (4) open economic opportunities for marginalized segments of the population, and (5) generate space for civil society. These five dimensions together provide for quality peace after war. They are studied in the context of internal armed conflicts in which multiple parties have signed a peace agreement.
