Book excerpt: Even though impacts generated by the widespread availability and ongoing use of small arms and light weapons have not reached a magnitude sufficient to radically reorder contemporary world affairs, awareness of the nature and extent of these impacts has compelled some international actors to take decisive action. Damien Rogers examines how the international community has responded to the challenge of controlling small arms and light weapons since the early 1990s. Using a postinternationalist analytic framework, he specifically focuses on the maturing relationships between particular actors of world affairs and the nascent interconnectivity between their strategies for, and approaches toward, controlling these weapons. Furthermore, the book identifies ways in which the captains of small arms industry, arms brokers and chief users of these weapons are able to mitigate, resist or elude the intended effects of those responses.

It also attempts to establish criteria for assessing norm emergence, and to assess the process of norm development by comparing what actually happens at the multilateral level. If norm-making on small arms and related multilateral negotiations have mostly dealt with ‘illicit arms’, and most of the norms examined here fall on the arms supplier side of the arms equation, the author argues that the creation of international norms and the setting of widely agreed standards amongst states on all aspects of the demand for, availability, and spread of both legal and illegal small arms and light weapons must become central to the multilateral coordination of policy responses in order to tackle the growing violence associated with small arms availability. These small arms have been proliferating in post-conflict Cambodia as a consequence of conflict erupted in the late 1960s when the Vietnam War spilled over Cambodia. They have been instigating crime, violence and social disorder, which are the signal of future destabilization. Realizing these consequences, the government of Cambodia together with civil society, donor countries, and other stakeholders undertook a series of activities to control small arms proliferation, particularly the passing and putting into practice of the Law on the Management of Weapons, Explosives and Ammunition in 2005. Even though many efforts have been carried out, there seems no positive impact on the society as crimes, political violence, and other human rights violations still exist.
