At the end of World War II Japan was in ruins and lagged far behind the industrialized and experienced western nations. However, it has managed to compete against almost all other countries in relatively short time without any appreciable help. The small and medium-sized enterprises (SMEs) as the main corporation form have played a crucial role for the country’s miracle and development of the modern economy after the war, as large companies were all destroyed, people have lost their livelihood and world markets were shrinkage. Today, the small and medium-sized enterprises are still serving as the driving and dominant force for the domestic economy. According to JETRO (2002), the total number of small and medium-sized enterprises in Japan are 6.51 million, which represent 99.1 % of the total businesses (excluding primary industry); SMEs’ contribution amounts to 81% of the total employment (excluding employment in the prime industries), 51.7% of the total shipment of manufacturing industry, 61% of the total sale in the whole sale and 78% in the retail. Clearly, the growth of the Japanese SMEs depends on several success factors, such as technologies, marketing skills, capital funds and effective resource management in the last four decades (Ohmea, 1982). However, some western countries like U.K. and France were using the same development strategy as Japan after the World War II, and their economies still declined dramatically competing with Japan. Therefore, there must be some special influential factors in the Japanese companies that are totally different from western models. This paper focuses mainly on the socio-cultural development of SMEs in Japan with typical Japanese characteristics and analyses the influential yet distinguishing success factors and their implications for the Japanese SMEs. The paper will further approach the socio-cultural disadvantages of the existing systems and the government roll for Japanese SMEs and draw conclusion in the last section.

Book excerpt: Foreign interpretations of Japan hinge, in large measure, on the notion of a simple homogeneous culture in which individuality is subsumed in collective enterprise. Such interpretations posit a society organized with incredible efficiency for economic superperformance, a society to be, at once, feared and emulated. In this volume, Kumiko Miyanaga argues that the simplistic view of monolithic collectivity is misleading, and that Japan is undergoing a period of social transformation in which traditional attitudes toward collectivism and individualism are shifting in favor of the latter. Miyanaga finds that individualism is flourishing most significantly in the area of entrepreneurship, thus invigorating an already vital Japan. The author begins with a carefully nuanced analysis of the traditional and contemporary relationship between individual and collective attitudes. Historically, individualism has been a quiet, peripheral subculture, a refuge for society's dropouts, expressing itself chiefly in religion and art, and influencing little in the way of social change. With the acceleration of economic and technological growth since the 1960s, some individualists on the periphery of the Japanese economy have gained a position strong enough to enable them to interact with the mainstream without losing their independence. In such areas as the fashion industry, in high technology, and in venture-capital firms, individualists who would never "make it" with Hitachi or Toyota suddenly find themselves with very lucrative economic opportunities. Miyanaga contends that there is now a mutual influence between the peripheral and mainstream sectors. As enterprises on the outskirts of the economy grow larger and more successful, they feel the pull of the old ideology, and, conversely, mainstream organizations have discovered that they need the "creative edge" that comes from the periphery. Just as the small Japanese entrepreneur dreams, at least occasionally, of being a Toyota, large corporations have come to realize the importance of individualism. This book offers an original and distinctive contribution to a very important debate over the future of the Japanese economy. It is a work of great fascination for social scientists, economists, and those seeking a social perspective on Japanese culture.

By placing the rise of Japan in the context of its historical development, Michio Morishima shows how a strongly-held national ethos has interacted with religious, social and technological ideas imported from elsewhere to produce highly distinctive cultural traits. While Professor Morishima traces the roots of modern Japan back as far as the introduction of Confucianism, Taoism and Buddhism from China in the sixth century, he concentrates his observations on the last 120 years during which Japan has had extensive contacts with the West. He describes the swift rise of Japan to the status of a first-rate power following the Meiji Revolution after 1867, in which Japan broke with a long history of isolationism, and which paved the way for the adoption of Western technology and the creation of a modern Western-style nation state; and a similarly meteoric rise from the devastation of the Second World War to Japan's present position. A range of factors in Japan's economic success are analysed: her characteristic dualistic social structure - corresponding to the divide between large and medium/small enterprises - the relations of government and big business, the poor reception of liberalism and individualism, and the strength of the Japanese nationalism. Throughout, Professor Morishima emphasises the importance of the role played in the creation of Japanese capitalism by ethical doctrines as transformed under Japanese conditions, especially the Japanese Confucian tradition of complete loyalty to the firm and to the state. The plan of the book is as follows: In Chapter 1, we describe how rural Japan has changed socially and demographically. We explain how rural depopulation has led to political consolidation, and how the welfare system in Japan is placing more responsibility and autonomy on the municipalities. Some rural towns in Japan, such as Kawanehonchō, are actively responding to the demographic challenges initiated by municipal governments that have the advantage of developing unique programs reflecting the voices of local residents. Chapter 2 describes Kawanehonchō, explains how it became a rural depopulated town, and discusses why the town provides an important example to understand and discuss rural aging comparatively. In Chapter 3, we review theoretical frameworks (collective efficacy theory and social capital) to understand the inseparability of successful aging from the quality of neighborhoods and communities. We explain our research methods in Chapter 4. In Chapter 5, we examine Kawanehonchō with secondary data.
