The paper describes two simple types of competitiveness indicators: (i) real effective exchange rate measures, which examine underlying fundamentals thought to influence external performance; and (ii) indicators of actual export performance. The results suggest that the unfavorable outcomes in the merchandise trade balance and the current account from 1996 to 1998 reflected, at least in part, competitiveness problems. The paper also presents an assessment of banking conditions and the supervision system in the Slovak Republic.

Focusing on how domestic actors have framed Europe/EU norms in the debates on territorial reforms and the implications of this framing on policy reforms, it asks how competing articulations of the EU and its norms construct state territoriality in the given political and policy debates. The book argues that the European Union acted as a discursive force and a challenge to the established structures of understanding of territoriality, statehood, and power. With this, the author proposes a new research model for the study of Europeanization that goes beyond the neo-institutionalist account of the EU's policy/norm transfer to member/non-member states. Book excerpt: How can democratization, coupled with transnational integration, resolve conflicts over cultural difference in places that are marked by legacies of nationalist competition? This book explores that question through a comparative study of contestations over language use in the heart of the post-Communist region. Zsuzsa Csergo notes that newly independent governments looked to "rejoin" the West, in particular the European Union, while at the same time asserting control over the institutions they considered key to the reproduction of national cultures. These national projects resulted in renewed salience for minority language rights and a complicated politics triggering EU concerns about the treatment of regional/cultural minorities. Csergo's field research in Romania, Hungary, and Slovakia leads her to make a bold claim about the primacy of domestic politics in the construction of democratic solutions to the conundrum of nation building and minority rights.Talk of the Nation breaks new ground by focusing on both majority and minority political elites and parties in interethnic relations. Csergo challenges arguments about the overwhelming importance of international influence. Her book demonstrates that the role of domestic political actors in interethnic reconciliation is not merely that of "compliance" with international requirements or "effectiveness" in responding to external pressure—they are largely guided by the internal democratic process.

He looks closely at the four dominant and competing economic systems—the United States, the European Union, Japan, and China—and argues that the traditional we-win/you-lose national trade paradigm has been replaced by one that is more collaborative, one that is leaning toward de facto world governance. He compares foreigners' attitudes toward trade and markets with our own, using four economic models that typify world trade today. He examines the interface between national, regional, and international trading systems and between business and government, then at the prospect of global trade management in different trade sectors under the GATT/WTO and other organizations. The result is a provocative discussion of global trade today. Professor Fischer makes it clear that the United States needs allies. Though its influence in the world trade arena will continue, America's hegemony has ended. The European Union is America's most obvious ally, but it has many problems and ambitions of its own. The North American Free Trade Agreement has solidified the North American market but it may isolate and lose South America, while Japan, China, Russia, and others are left to develop alliances of their own. All these factors raise important global questions, among them: Can American capitalism prevail? Should the United States proceed unilaterally, as it has so often? Or are regional and multinational arrangements preferable? If there is further globalization, as seems inevitable, and if American influence is on the wane, what group or organization will lead? To explore these questions and provide the beginnings of answers, Professor Fischer uses his four competing economic systems and handicaps the process country by country, sector by sector, with particular attention to transatlantic relations.
