Available in PDF, EPUB and Kindle. Book excerpt: The purpose of this thesis is to analyze data related to sleep patterns of warfighters deployed to the Southwest Asia (SWA) Area of Operation. To this end, we collected subjective survey data from warfighters operating in Iraq and Kuwait from 25 August - 15 October 2003 (n = 273). Participants were asked about unit-level sleep planning, sleep/wake patterns, and lifestyle factors. Using the survey results, we are able to gain insight regarding the four primary research questions: 1) Is sleep deprivation a significant problem for forces in the SWA region; 2) Do current sleep logistics support a unit s ability to accomplish assigned missions; 3) Are there differences in sleep patterns between subset populations; and 4) Does the current survey method support the research objectives. To address these questions, we used analysis techniques such as principal components analysis, factor analysis, and parametric and nonparametric hypothesis testing. We tested the reliability of the subjective survey results by comparing self-reported survey data with actigraphy data corresponding to the same time period (n = 34 paired observations). This thesis also provides insight regarding the use of sleep logistics as a force multiplier during continuous/sustained operations by discussing known fatigue countermeasures and their role in improving individual and unit performance effectiveness.

What happens when the bullets actually start flying? How is it you distinguish friend from foe, and each from innocent bystanders when in immediate peril of your life? Can we design technology to help people make good decisions in these ultimately hazardous situations? To what degree does your membership in a team act to dissipate these particular effects? Can we generate sufficiently stressful field exercises to simulate these conditions and can we train and/or select those most able to withstand such adverse conditions? How will the next generation of servicemen deal with these inherent problems? These are the sorts of questions that Performance Under Stress addresses. This book is derived largely from a multiple-year, multiple university initiative (MURI) on stress and soldier performance on the modern, electronic battlefield. It involved leading researchers from many institutions who have brought their individual expertise to bear on these crucial, contemporary concerns. United by a common research framework, these groups attacked the issue from different methodological and conceptual approaches, ranging from traditional laboratory modeling and experimentation, to realistic simulations; from involved field exercises to personal experiences of actual combat conditions. The insights generated have been distilled and presented as a benchmark of current understanding and provide future directions for research in this arena. Although this work focuses on soldier stress and soldier performance, the principles that are derived extend well beyond this single application. Their findings can be applied to people facing the demands of the business world or research as much as to those who meet life or death situations, such as homeland security, first responders, and law enforcement personnel.

Book excerpt: The mission of the United States Army is to fight and win our nation's wars by providing prompt, sustained land dominance across the full range of military operations and spectrum of conflict in support of combatant commanders. Accomplishing this mission rests on the ability of the Army to equip and move its forces to the battle and sustain them while they are engaged. Logistics provides the backbone for Army combat operations. Without fuel, ammunition, rations, and other supplies, the Army would grind to a halt. The U.S. military must be prepared to fight anywhere on the globe and, in an era of coalition warfare, to logistically support its allies. While aircraft can move large amounts of supplies, the vast majority must be carried on ocean going vessels and unloaded at ports that may be at a great distance from the battlefield. As the wars in Afghanistan and Iraq have shown, the costs of convoying vast quantities of supplies is tallied not only in economic terms but also in terms of lives lost in the movement of the materiel. As the ability of potential enemies to interdict movement to the battlefield and interdict movements in the battlespace increases, the challenge of logistics grows even larger. No matter how the nature of battle develops, logistics will remain a key factor. Force Multiplying Technologies for Logistics Support to Military Operations explores Army logistics in a global, complex environment that includes the increasing use of antiaccess and area-denial tactics and technologies by potential adversaries. This report describes new technologies and systems that would reduce the demand for logistics and meet the demand at the point of need, make maintenance more efficient, improve inter- and intratheater mobility, and improve near-real-time, in-transit visibility. Force Multiplying Technologies also explores options for the Army to operate with the other services and improve its support of Special Operations Forces. This report provides a logistics-centric research and development investment strategy and illustrative examples of how improved logistics could look in the future.

Book excerpt: The term "fog of war" is often associated with the commander's lack of clear information on the battlefield. "War is inherently volatile, uncertain, complex, and ambiguous. For this condition, contemporary U.S. military usage offers the acronym VUCA." Compounding the "fog of war" on the modern battlefield is the high tempo of operations or speed sought by commanders to overwhelm and defeat the enemy. This case study proposes that the use of sense and respond (S&R) logistics during Operation Iraqi Freedom (OIF-I) would have provided logisticians critical decisionmaking information (situational awareness) thereby reducing the fog of war and facilitating more efficient and responsive support to the warfighter. In drawing this conclusion, the following study analyzes the events of OIF-I, citing logistical lessons learned and difficulties experienced, and offers suggestions to reduce those challenges. The implementation of S&R logistics will shape future joint logistics requirements while driving changes in joint doctrine and how we support the operational environment. Current efforts under the Forces Transformation and Resources Office (formerly the Office of Force Transformation) and the Program Manager, Light Armored Vehicle (PM-LAV) pave a path for S & R logistics implementation within the military. Lastly, the study highlights the current Marine Corps logistics operations in Iraq and offers some insight into the future. An initial overview examines the events that led to the overthrow of Saddam Hussein. By most accounts the invasion of Iraq, now known as Operation Iraqi Freedom-I, was a huge success. During March 2003, 167 ships operated by the Military Sealift Command created a "Steel Bridge of Democracy" that ferried required equipment forward into theater. To appreciate the range of this endeavor, there was on average a ship every 72 miles from the United States to Kuwait. Additionally, pilots flew thousands of C-130, C-5, and C-17, and commercial sorties both inter- and intratheater to deploy and position almost 424,000 U.S. personnel and their equipment. This herculean feat facilitated the reception, staging, onward movement, and integration (RSO&I) of forces in the Area of Operations (AOR) and supported the concept of operations developed by the combatant commander.

Book excerpt: Historically, the U.S. military has made use of civilian personnel and contractors to perform Combat Support (CS) and Combat Service Support (CSS) functions. The trend today is towards increasing this use with the intent of transitioning limited uniform military positions from "tail to tooth." The trend is also being driven by strategic initiatives related to privatization and outsourcing as well as a need to utilize contractor specific knowledge skills in maintaining increasingly complex military systems. The use of contracted support has proven to be a force multiplier for the operational commander. Programs like LOGCAP and AFCAP have been used effectively during contingency operations to provide supplies and services to the deployed military force. Unfortunately, this force multiplier comes at a cost. Using contractors in lieu of uniformed military personnel causes difficulties with both Command and Control as well as with providing Operational Force Protection.

Reggie Hall's "Agile Combat Support Doctrine and Logistics Officer Training: Do We Need an Integrated Logistics School for the Expeditionary Air and Space Force?" examines the evolution of USAF logistics doctrine, the linkage between doctrine, strategy, tactics, and training programs, and the corresponding application of logistics employment and sustainment functions in a deployed environment. In doing so, he analyzes the USAF's diverse logistics officer training programs to determine if there is a deficiency in interdisciplinary logistics employment and sustainment training. After these factors have been adequately analyzed and interpreted, Colonel Hall highlights the Army logistics officer training philosophy as a benchmark to gauge the effectiveness of integrated logistics training on expeditionary strategy and logistics officer professional career development. The origins, course development, and utility of the USAF Weapons School are presented as a historical reference for creating congruency between doctrine, tactics, and training. Red Flag training exercises are offered as a model for operational requirements-driven training and as an example of the opportunity to integrate logistics employment training in existing combat exercises. The weapons school is recommended as a model for the development of an integrated agile logistics course to develop multifunctional tactical logistics expertise. An integrated logistics school is recommended as a means to bridge the gap between logistics officer training and AEF operational employment mechanisms. Colonel Hall's proposed Agile Logistics School provides a venue to strategically align logistics officer training with expeditionary air and space force strategy and ACS doctrine. His recommendation establishes congruency with the USAF's global engagement vision and leverages logistics as a force multiplier enhancing the effective employment and sustainment of air and space forces.
