Book excerpt: Setting out the historical national and religious characteristics of the Italians as they impact on the integration within the European Union, this study makes note of the two characteristics that have an adverse effect on Italian national identity: cleavages between north and south and the dominant role of family. It discusses how for Italians family loyalty is stronger than any other allegiance, including feelings towards their country, their nation, or the EU. Due to such subnational allegiances and values, this book notes that Italian civic society is weaker and engagement at the grass roots is less robust than one finds in other democracies, leaving politics in Italy largely in the hands of political parties. The work concludes by noting that EU membership, however, provides no magic bullet for Italy: it cannot change internal cleavages, the Italian worldview, and family values or the country’s mafia-dominated power matrix, and as a result, the underlying absence of fidelity to a shared polity—Italian or European—leave the country as ungovernable as ever.

The stories of empires are told in the language of modern nation-centred social sciences: multi-cultural and heterogeneous empires of the past appear either as huge “nations” with a common language, culture, and territory, or as amalgamations of would-be nations striving to gain independence. Empire Speaks Out reconstructs the historical encounter of the Russian Empire of the seventeenth through the early twentieth centuries with the complex challenge of modernity. It does so by taking the self-awareness of empire seriously, and by looking into how bureaucrats, ideologues, politicians, scholars, and modern professionals described the ethnic, cultural, and social diversity of the empire. “Empire” then reveals itself not through deliberate and well-conceived actions of some mysterious political body, but as a series of “imperial situations” that different people encounter and perceive in common categories. The rationalization of previously intuitive social practices as imperial languages is the central theme of the collection. What enabled this distinctive form of political organization and collective action that has proved so durable and influential? The answer has typically been sought either in the realm of ideas, in the Western tradition of individual rights, or in material change, especially the complex interaction of war, taxes, and economic growth. Common to these strands is the belief that representation resulted from weak ruling powers needing to concede rights to powerful social groups. Boucoyannis argues instead that representative institutions were a product of state strength, specifically the capacity to deliver justice across social groups. Enduring and inclusive representative parliaments formed when rulers could exercise power over the most powerful actors in the land and compel them to serve and, especially, to tax them. The language of rights deemed distinctive to the West emerged in response to more effectively imposed collective obligations, especially on those with most power.

Book excerpt: The Greek revolt against Turkish rule in the 1820s, and the ensuing establishment of an independent Hellenic Kingdom, was the principal precursor of an age of nationalism in the eastern Mediterranean world. Amongst the Great Powers, Great Britain thereafter played the most critical role in struggles to expand the frontiers of Greece beyond their initially confined extent. Through a focus on events leading to the cession of the Ionian Islands to Greece in 1864, the often bloody process of Cretan unification climaxing in 1913, the adhesion of the Dodecanese to Greece in 1948, and the travails of British colonial rule in Cyprus through to independence in 1960, the book develops a comparative overview of Great Britain's engagements with the modern Hellenic experience. At the heart of the various themes covered by this volume is the interaction between internal and external forces shaping the futures of divided island societies. In exploring the resulting patterns the authors provide an original insight into the political and social morphology of the eastern Mediterranean. Although the principal context is provided by Anglo-Hellenic relations, the nature of the struggles necessitate a close attention to Ottoman decline and post-Ottoman succession, Great Power rivalries, ethnic and communal disintegration, the early history of international peace-keeping, and decolonization after 1945. In tracing these preoccupations, the often neglected significance of the eastern Mediterranean is more accurately situated in relation to British authority overseas and its limits. Although the policy process is carefully charted, the essential concern is with struggles of mastery within islands where Britons and Greeks, amongst others, found themselves frequently at odds. In evoking the engagement between British power and Hellenic nationalism, a fresh perspective is given to the modern history of the eastern Mediterranean, and the Balkan and Near Eastern worlds to which they were intimately connected.
