Taking their effects into account, Cedefop has produced its latest forecast for skill labour supply and demand up to 2020. Cedefop's forecasts are unique in making a comparative analysis of the major trends in employment growth and decline for sectors, occupations and qualifications both across the European labour market as a whole and for individual European Union Member States. According to the forecasts, assuming a slow but steady recovery, up to 2020, the European economy will create some eight million new jobs. However, nearly 10 times as many jobs, around 75 million, will need to be filled as people retire or leave the workforce. Although there will be job openings for all types of occupations, most new jobs will be at the higher and lower end of the skill spectrum bringing a risk of job polarisation. Weak employment growth indicates that there may be an oversupply of people with high-level qualifications in the short term, but by 2020, Europe will have the most highly-qualified workforce in its history. This publication provides the data behind these trends and discusses the challenges they pose for policymakers.

The Growing United report highlights that, while the European Union is still the "convergence machine" that fosters an unparalleled depth and scope of regional economic integration, it is no longer working for everyone. The report points to a growing divide, reflected in inequality widening among households across and within EU countries. It reviews the underlying factors of this growing divide from two angles, that of people and that of firms, and for both it examines the reasons why some are left behind and others thrive. This review of labor market trends, the underlying causes that determine which skills are in demand, and how they are rewarded, starts with a framing chapter, briefly summarizing trends in inequity in the EU and ongoing discourse on the impact of technological change and other driver of skill demand and supply on labor outcomes. This is followed by a brief description of trend in employment and earnings in the EU since the late 1990's (chapter two); and a brief description of factors that shape skill demand (technology, globalization, aging, and the level of economic development) followed by an analysis of the evolution of the task content of jobs (chapter three). It then proceeds to discuss the parallel impact of supply-side factors, like education and migration, on the resulting labor market trends; and finally proposes an analytical framework to understand the extent to which the interaction of demand and supply factors is altering the labor market structure in the EU (chapter five).

The focus is on the potential causes of skill mismatch, the extent of skill mismatch, the socio-demographic make-up of skill mismatch, and the consequences of skill mismatch in terms of earnings as well as employer sponsored adult education/training. A distinction is made between skill mismatch and education mismatch. All three studies use data from the Adult Literacy and Lifeskills Survey (ALLS) to investigate the relationships between select outcomes and skill supply-demand characteristics as well as their interactions which materialize into skill match-mismatch situations. The dataset contains direct measures of literacy skills as well as measures of the use of these skills at work which allow for a direct measure of literacy match-mismatch. The analysis points to the complex ways in which mismatch is generated and the need for an accurate and up to date measure of mismatch, one that reflects the possibilities for skill gain and skill loss over the lifespan, and reflects differences in the quality of qualifications. It also emphasizes that addressing mismatch requires a careful consideration of both the demand and supply sides of the labour market, so as to understand better the variety of factors which may have a negative impact on the effectiveness of skill formation, skill maintenance, and also skill use. Among the key findings: Skill demand characteristics appear to be as important as skill supply characteristics in explaining observed variation in earnings. There is a substantive association between the requirement to read at work and earnings, which is independent of whether individuals have high or low levels of literacy proficiency. Premiums associated with literacy skills are strongest in occupation types where they are most relevant, but premiums associated with the requirement to use those skills are nevertheless found to be strong within all occupational groups. The requirement to read at work seems to have a strong association with the incidence of participation in employer supported adult education/training. This has important implications for understanding better the relationship between how work is organized and the decision to further invest in human capital.

Book excerpt: The economics and sociology of the relationship between training and employment in Europe were examined through a comparative study conducted in six countries: Germany, Spain, France, Italy, the Netherlands, and the United Kingdom. In each country, teams of researchers used a standardized methodology to collect the data needed to estimate (over a period of approximately 10 years) the structure of occupational skills triggered by the following: the rise in the level of education of successive generations (supply model); the variation in the strength of the occupational work force (demand model); and the two effects simultaneously (simultaneous effects model). The three models were used to establish a common "occupations, age, and certification" job market database for the six countries. Analysis of the database established that, even outside regulated occupations, there is a preferential deployment of certain certificates in certain occupations. The internal certification structures within occupations were themselves closely correlated to the age of the work force. In all six countries, the continuing rise in the level of education was spread over all occupations in proportion to initial skill structures. (The report contains 25 references.
