Book Skill Qualification and Turbulence in the Army National Guard and Army Reserve

Download or read book Skill Qualification and Turbulence in the Army National Guard and Army Reserve written by Richard J. Buddin and published by Rand Corporation. This book was released on 1994 with total page 87 pages. Available in PDF, EPUB and Kindle. Book excerpt: Improving the personnel and training readiness of Selected Reserve units requires, among other things, the identification of problems in meeting readiness goals, the causes of these problems, and likely solutions. This report addresses the issue of individual job training in the Army National Guard and Army Reserve. For several reasons, a significant proportion of reservists in units are not even minimally qualified in their assigned jobs. These reasons include the large share of prior-service personnel requiring retraining, the large number of reservists who change units and jobs over their career, and force retraining required when the force structure changes or is modernized. This research has established a job tracking system for reservists and used that system to measure job qualification levels in different units and jobs. It has also measured the frequency of assigned job changes and provided evidence on the causes of such changes. Finally, it has measured average retraining times for reservists changing jobs.

Book Reserve Component Soldiers as Peacekeepers

Download or read book Reserve Component Soldiers as Peacekeepers written by and published by . This book was released on 1996 with total page 480 pages. Available in PDF, EPUB and Kindle. Book excerpt: In the continuing effort to maintain a ready force and honor the United States commitments throughout the world, in 1993 the Chief of Staff of the Army directed a test of the use of Reserve Component forces for the Multinational Force and Observers (MFO) peacekeeping mission in the Sinai. A battalion composed of 80% RC individual volunteers and 20% Active Component soldiers was activated, trained and deployed as the 28th MFO rotation to the Sinai (Jan-Jul 95). ARI conducted an assessment of personnel and training issues using performance, interview and survey data. The four research questions and their findings are as follows. (1) Personnel: Who volunteered and why? What, if any, changes should be made to the volunteer screening process? (2) Family Support: How well did the family support system work? What was the impact of Sinai service on the family and civilian lives of volunteers? (3) Training/Performance: What are the unique and minimal training requirements? Did the training process produce a cohesive unit that could perform the mission? (4) Impact on the 29th ID(L): What is the impact on the ARYG units that sent volunteers, both during the deployment and post-deployment? Recommendations for future deployments are discussed in the text. ARI will continue to assess the impact of the deployment and post-redeployment re-entry on National Guard soldier commitment/retention, marital stability and financial well-being through October 1997. Cost analyses are not included in the ARI portion of the MFO assessment.

Download or read book National Defense written by U S Government Accountability Office (G and published by BiblioGov. This book was released on 2013-07 with total page 22 pages. Available in PDF, EPUB and Kindle. Book excerpt: GAO discussed: (1) the skill qualifications of National Guard and Reserve members; and (2) its detailed analysis of Army skill qualifications data and proposals for improving members' performance. GAO noted that: (1) about 25 percent of reservists lack full training for their duty positions; and (2) the services cite lengthy training periods, the necessity for retraining, geographic constraints, equipment modernization or replacement, and mission assignment changes as reasons for reservists' skill deficiencies. GAO also noted that the services, to improve reservists' skills and qualifications, have developed: (1) modularized training programs; (2) readiness centers with training equipment and simulators; (3) on-the-job-training programs; and (4) individual training plans to meet mobilization needs. In addition, GAO noted that the Army: (1) regarded reservists who completed their Advanced Individual Training (AIT) as qualified, although AIT did not always cover all critical job tasks; (2) lacked overall information on reservists' proficiency, since it did not require them to take its Skill Qualification Test; and (3) has taken or is considering taking action to improve reservists' training, including development of evaluation methodologies and training strategies.

Book Training Requirements and Training Delivery in the Total Army School System

Download or read book Training Requirements and Training Delivery in the Total Army School System written by John D. Winkler and published by RAND Corporation. This book was released on 1999 with total page 112 pages. Available in PDF, EPUB and Kindle. Book excerpt: This report analyzes training requirements and school delivery of training in the Total Army School System, focusing on the system's ability to meet its training requirements in Reserve Component Training Institutions. Two types of training are the subject of this research. The first is the education of Reserve Component noncommissioned officers (NCOs). The second is reclassification training of soldiers who previously held one military occupational specialty (MOS) but who now need to be trained and qualified to hold a different MOS.' The report examines the execution year of Region C, where the "prototype" Total Army School System was established in the southeastern United States (FY95)-compared to the implementation year (FY94), as well as examining the prototype in relation to the overall system. The document also analyzes the impact of personnel policy changes that could enhance the training system's flexibility and effectiveness in meeting training requirements (i.e., by lowering turbulence to reduce demands on the system). This report is part of a larger effort by RAND Arroyo Center to analyze the performance and efficiency of the RC school system.

Book Ensuring Personnel Readiness in the Army Reserve Components

Download or read book Ensuring Personnel Readiness in the Army Reserve Components written by Bruce R. Orvis and published by RAND Corporation. This book was released on 1996 with total page 128 pages. Available in PDF, EPUB and Kindle. Book excerpt: Many of the units the U.S. Army plans to deploy in response to future contingencies are in the Reserve Components (RC). Although all such units would ideally be manned at a wartime state of readiness, in reality this is infeasible. Part of the current mobilization plan, accordingly, is a practice termed "cross-leveling," that is, moving soldiers from one unit to another to ensure that each has enough qualified soldiers for the required jobs. This practice was employed extensively in Operation Desert Shield/Storm, and was regarded as largely successful. But even though cross-leveling can be a cost-effective means to ensure unit deployability, it is not the ideal solution to reserve readiness problems. The greater the reliance on cross-leveling, the less the likelihood that units will have had peacetime individual and collective training adequate to permit cohesive performance of their wartime mission. This project examined the extent of cross-leveling during Desert Shield and Desert Storm, the reasons for it, the likelihood of serious personnel shortfalls in future deployments, and, based on these findings, the types of policies that could enhance the RC's readiness to deal with future contingencies. The analyses make it clear that there are personnel readiness shortfalls worth fixing in the Army RC and that reducing personnel turnover is the key to accomplishing that goal. They also suggest that reducing job turbulence--the tendency of soldiers to switch jobs--is likely to cost less than reducing attrition, but incentives to reduce both types of turnover will be required for many RC units.

Book Mobile Reclassification Training for the Army National Guard

Download or read book Mobile Reclassification Training for the Army National Guard written by Timothy W. Keasling and published by . This book was released on 2005 with total page 26 pages. Available in PDF, EPUB and Kindle. Book excerpt: The U.S. Army has come to rely increasingly on citizen soldiers, formally known as soldiers from the Reserve Components (RC). Given President Bush's announcement that the current war on terrorism will last for several years, the U.S. Army will need enough Army National Guard Military Intelligence (MI) soldiers to fight this long-term war. The U.S. Army will need to reexamine how it can provide a sufficient number of qualified MI soldiers to defeat terror organizations. With incidents at Abu Ghraib Detention Facility demonstrating how important training of RC soldiers is, effective reclassification training is the cornerstone of providing qualified ARNG for mobilization. The two key military intelligence military occupational specialties that have tremendous impact at the strategic level of intelligence are the Counter Intelligence Agent (97B) and Interrogator (97E). This examination includes a review of the military occupational specialty (MOS) reclassification qualification-training program for MI. The sheer operations tempo of the Army requires it to explore alternatives to provide non-resident MI Military Occupational Skill Qualification (MOSQ) training to its Army National Guard soldiers before they go to war.

Book Assessment of Combined Active reserve Recruiting Programs

Download or read book Assessment of Combined Active reserve Recruiting Programs written by Richard J. Buddin and published by . This book was released on 1994 with total page 56 pages. Available in PDF, EPUB and Kindle. Book excerpt: This report examines the long-term effects of an experimental Army program that links active and reserve tours. The program, called the "2+2+4 recruiting option," allows new entrants to serve a two-year tour in the Active Component (AC), a two-year tour in a Selected Reserve Component (RC) unit, and then four years in the Individual Ready Reserve. RAND designed the new enlistment option and evaluated the program in a congressionally mandated, controlled experiment. An earlier study showed that the program expanded the market for high-quality enlistees and helped staff hard-to-fill Army occupations. This study shows that 2+2+4 participants are more likely to complete their AC tour and join a RC unit than are other high-quality recruits. Program participants had lower first-term attrition and reenlistment rates than other high-quality recruits, so the program increased the pool of soldiers separating from the AC and available to the RC. In addition, the RC affiliation rate was 80 percent for 2+2+4 participants, as compared with only 43 percent for other recruits. The study concludes that the program helps the AC achieve its recruiting objectives and that it channels trained, experienced personnel into the RC.

Book Enlisted Personnel Trends in the Selected Reserve 1986 1994

Download or read book Enlisted Personnel Trends in the Selected Reserve 1986 1994 written by Sheila Nataraj Kirby and published by RAND Corporation. This book was released on 1996 with total page 52 pages. Available in PDF, EPUB and Kindle. Book excerpt: This volume summarizes RAND/MR-681/2-OSD, which focuses on the time period since Operation Desert Storm/Shield, when reserve forces have been drawing down. Nevertheless, fiscal constraints are placing a high priority on using reserve forces wherever they can meet deployment dates and readiness criteria. Reserve forces are expected to play an important role in responding to regional crises, as well as in peacekeeping, peace enforcement, and humanitarian assistance operations. These roles and missions, combined with the downsizing of both the active and reserve forces, make it critical that the reserve be able to meet the manpower and readiness requirements called for in our national military strategy. This report focuses on the Selected Reserve enlisted force and its changing profile, set against the context of the military drawdown. In particular, it examines changes from FY89 through FY94, pointing to some potential areas of concern with respect to reserve manning in the future.
