Upon migration to a country with higher technological development that typically coincides with positive wage differentials, temporary migrants may upgrade their skills by learning on the job and subsequently import the newly acquired human capital to their source country, thus adding to international know-how diffusion and the catching up of the respective economy. This paper is the first to provide supportive evidence of this hypothesis in a cross-country East to West European perspective, using the 2003 Youth Eurobarometer dataset.

Youth Labor in Transition examines young people's integration into employment, alongside the decisions and consequences of migrating to find work and later returning home. The authors identify key policy challenges for the future related to NEETS, overeducation, self-employment, and ethnic differences in outcomes. This illustrates the need to encompass a wider understanding of youth employment and job insecurity by including an analysis of economic production and how it relates to social reproduction of labor if policy intervention is to be effective. The mapping and extensive analysis in this book are the result of a 3«-year, European Union-funded research project (Strategic Transitions for Youth Labour in Europe, or STYLE; http://www.style-research.eu) coordinated by Jacqueline O'Reilly. With an overall budget of just under 5 million euros and involving 25 research partners; an international advisory network and local advisory boards of employers, unions, and policymakers; and non-governmental organizations from more than 20 European countries, STYLE is one of the largest European Commission-funded research projects to exist on this topic. Consequently, this book will appeal to an array of audiences, including academic and policy researchers in sociology, political science, economics, management studies, and more particular labor market and social policy; policy communities; and bachelor's- and master's-level students in courses on European studies or any of the aforementioned subject areas.

The book analyses how migration-impacted informal human capital (MigCap) is acquired and enhanced as a result of international migration and what the opportunity and constraint structures are for their acquisitions and transfers. Adopting a comprehensive perspective, the book investigates how migration-impacted informal human capital is transferred by migrants between localities and areas of human actions and activities. Moving beyond the focus on migration as a source of economic capital, this book demonstrates that learning by observing, communicating and doing with others, embedded in social relations can facilitate the enhancement of intangible human capital among both skilled and unskilled migrants. It will be of interest to researchers of migration, sociology, economics, management and business studies, and other related social science disciplines.

Book excerpt: This paper analyses the impact of large and persistent emigration from Eastern European countries over the past 25 years on these countries’ growth and income convergence to advanced Europe. While emigration has likely benefited migrants themselves, the receiving countries and the EU as a whole, its impact on sending countries’ economies has been largely negative. The analysis suggests that labor outflows, particularly of skilled workers, lowered productivity growth, pushed up wages, and slowed growth and income convergence. At the same time, while remittance inflows supported financial deepening, consumption and investment in some countries, they also reduced incentives to work and led to exchange rate appreciations, eroding competiveness. The departure of the young also added to the fiscal pressures of already aging populations in Eastern Europe. The paper concludes with policy recommendations for sending countries to mitigate the negative impact of emigration on their economies, and the EU-wide initiatives that could support these efforts.

Book excerpt: Two prominent features of globalization in recent decades are the remarkable increase in trade and in migratory flows between industrializing and industrialized countries. Due to restrictive laws in the receiving countries and high migration costs, the increase in international migration has involved mainly highly educated workers. During the same period, technology in developed countries has become progressively more skill-biased, increasing the productivity of highly educated workers more than less educated workers. This paper extends a model of trade in differentiated goods to analyse the joint phenomena of migration and trade in a world where countries use different skill-specific technologies and workers have different skill levels (education). We calibrate the model to match the features of the Western European countries (EU-15) and the new Eastern European members of the EU. We then simulate the effects of freer trade and higher labor mobility between the two regions. Even in a free trade regime the removal of the restrictions on labor movements would benefit Europe as a whole by increasing the GNP of Eastern and Western Europe. Interestingly, we also find that the resulting skilled migration (the so-called "brain drain") from Eastern European countries would not only benefit the migrants but, through trade, could benefit the workers remaining in Eastern Europe as well.

The enlargements of the EU in 2004 and 2007 were influential in this respect. A growing economy and large wage gaps encouraged a large stream of workers to leave the new Member States for the old. The EUs open internal borders made it easy for them to return home or to move on to another Member State. This publication considers what this means for the future of labour migration and how policy should address this issue.

Book excerpt: This thesis uses individual level data to analyse the potential impacts of temporary migration in Eastern Europe. The empirical analysis looks at: (i) the patterns of selection into migration and return, (ii) the labour market returns to return migration and (iii) the impact of a change in natives' attitudes on the intended duration of stay abroad. The analysis commences by presenting cross-country evidence on the labour market outcomes of recent return migrants in Eastern Europe (Chapter 2). It addresses both the income premia received by returnees and their occupational choices upon return. The rest of the thesis goes into more details by analysing the wage earning ability and the selection of Romanian migrants and returnees (Chapters 3 and 4). The results suggest that the selection and sorting of migrants by skills is driven by different returns in countries of destination. These findings are consistent with a model of rational choice in migration decisions. They imply that for a source country like Romania relatively high rates of temporary migration might have positive longrun effects on average skills (schooling) and wages. These effects crucially depend on the magnitude and selection of return migration flows. The last part of the thesis (Chapter 5) addresses therefore one widespread consequence ofrecent East-West migration in the aftermath of economic recession: the anti-immigrant backlash sweeping across major destination countries in Europe. A widely documented crime in Italy provides a quasi-experimental setting to identify the impact of natives' attitudes on the return plans of Romanian migrants. Our results suggest a significant effect of anti-immigrant attitudes on the intended duration of stay in the host country. The impact is more pronounced for low-skilled migrants. This in turn has important consequences for how migration affects the long run convergence between sending and destination countries.
