Among them is the Union Health and Accident Company, an assessment corporation for which a receiver was appointed November 8. The Massachusetts Street Railway Accident Association, which was given a special charter in 1897, decided to retire from business, and has closed up its affairs. The American Birth Insurance Com pany, incorporated under the provisions of chapter 120, Revised Laws, has gone into the hands of a receiver, not, however, in an insolvent state, but on account of conditions which led its directors to believe that insolvency would be the result of much longer continu ance. The foreign companies which have withdrawn are the Provident Savings Life Assurance Society and the Bankers Life Insurance Company, both of New York. These companies retired without filing statements of their 1905 business, and the retirement was on their own motion. Both are continuing business in New York, where they were incorporated, and in most of the other States where they had been admitted. The reason given for their Withdrawal was a desire to confine their efforts and expenditures to those States where the income could be used to better advantage in securing business. The date of its distribution in the customary book form to the public now depends upon the expedition of the publishers. While the department's resources are diligently employed to submit the report at the earliest day possible, the Commissioner considers thoroughness of preparation and accurate verification of more consequence then speed in publication. This report is made several weeks earlier in season than the promptest of its predecessors. For which acceptable circumstance I have renewed occasion to thank the skilful diligence of Deputy Commissioner Smith and the actuarial force under his charge. The labor of valuation of life policies, which is the principal labor in the preparation of the report, increases year by year. The Department valued 782,605 policies in force December 31. 1885, insuring $1,975,878,524, exclusive of policies of industrial insurance. This is an increase of 209,936 in number of policies and $557,612,019 in amount of insurance since 1880; and more than justifies the request I preferred to the legislature for an increase of a thousand dollars in the annual appropriation for the work of valuation. The life companies, as for several years past, are (exclusive of the Hospital Life) twenty-seven in number, of which five are organized under and subject to the laws of this Commonwealth, and twenty-two are corporations of other of the United States. Probably there is no other class of institutions holding large trusts less sub ject to sudden and forcible conversion or change of invest ments than the life companies, and hence none able to show better average earnings and results and in the report of inter est earned during the year, the rate per cent. Realized shows no material variation from that of recent years, and that the reserves in this respect are well protected. So far, then, as the amount of property to protect the policy obligations and the mortality and interest experiences are con cerned, the conditions are favorable and satisfactory. The volume of business done and the grand totals of amounts in force show relatively the same increase as in the previous year, and are indicative of active and healthy conditions, and that with return of business activity there will be no lagging of enterprise or lack of progress.
