Si les Twas dans leur ensemble souffrent de discrimination, de marginalisation et d’extrême pauvreté, combien plus les femmes twas en souffrent-elles. Cette situation a été récemment exacerbée par le violent conflit qui a secoué la région. Dorothy Jackson possède de nombreuses années d’expérience et de travail aux côtés des communautés twas de la région et des femmes twas en particulier. On devine clairement les voix des femmes twas dans ce rapport, qui plaident pour des changements et la reconnaissance de leurs droits – en tant qu’autochtones et en tant que femmes. Malgré la discrimination et la pauvreté qui sont leur lot quotidien, elles sont pleines d’énergie, d’idées et de courage, ce que ce rapport suffit à démontrer. La question foncière est aujourd’hui de premier ordre pour les femmes comme pour les communautés twas. Les Twas étaient traditionnellement dépendants des forêts et des territoires sur lesquelles ils vivaient. Or aujourd’hui, la plupart des Twas sont sans terre. Leur culture et leur existence même sont en danger. Qui plus est, les changements profonds qui affectent aujourd’hui leurs sociétés sont en train de remettre en question le statut traditionnel d’égalité entre hommes et femmes. Ce rapport présente les politiques gouvernementales et les instruments juridiques internationaux relatifs aux droits humains que les Twas et les organisations qui les soutiennent pourraient utiliser au Burundi, en Ouganda, en République démocratique du Congo et au Rwanda. En guise de conclusion, le rapport offre des recommandations aux gouvernements de ces Etats et aux organisations de développement.

Book excerpt: The Twa, as an indigenous people in the Great Lakes region of Africa, are shunned by many other ethnic groups. If Twa communities as a whole suffer from discrimination, marginalization and extreme poverty, then Twa women suffer this and more. This situation has been exacerbated by violent conflict in the region. Dorothy Jackson has many years experience of working with the region’s Twa communities and Twa women. Twa women’s voices can be heard clearly in this report, calling for change and for recognition of their rights – as indigenous people and as women. Despite the day-to-day discrimination and poverty, Twa women are resourceful and resilient, as this report shows. Central to the issues facing Twa women, and their communities, is land. Twa have traditionally been dependent on their forests and land but today most Twa are landless. Their culture – and even their existence – is under threat. Added to this, the changes that are happening within Twa societies are overturning the relatively equal relationship between women and men. This report considers government policies and international human rights law that could be used by Twa organizations and support agencies in Burundi, Democratic Republic of Congo, Rwanda and Uganda. The report concludes with a set of recommendations aimed at these states’ governments and at development organizations.

Book excerpt: With a Foreword by Prof. Asbjørn Eide, a former Chairman of the UN Working Group on Indigenous Populations, Chairman of the UN Working Group on Minorities, President of the Advisory Committee on National Minorities of the Council of Europe Following the internationalization of the indigenous rights movement, a growing number of African hunter-gatherers, pastoralists and other communities have channelled their claims for special legal protection through the global indigenous rights movement. Their claims as the indigenous peoples of Africa are backed by many (international) actors such as indigenous rights activists, donors and some academia. However, indigenous identification is contested by many African governments, some members of non-claimant communities and a number of anthropologists who have extensively interacted with claimant indigenous groups. This book explores the sources as well as the legal and political implications of indigenous identification in Africa. By highlighting the quasi-inexistence of systematic and discursive – rather than activist – studies on the subject-matter, the analysis questions the appropriateness of this framework in efforts aimed at empowering claimant communities in inherently multiethnic African countries. This book summarizes experiences to date on the extent and nature of decentralization and its outcomes - most of which suggest an underperformance of governance reforms - and explores the viability of different governance instruments in the context of weak governance and expanding commercial pressures over forests. Findings are grouped into two thematic areas: decentralization, livelihoods and sustainable forest management; and international trade, finance and forest sector governance reforms. The authors examine diverse forces shaping the forest sector, including the theory and practice of decentralization, usurpation of authority, corruption and illegality, inequitable patterns of benefits capture and expansion of international trade in timber and carbon credits, and discuss related outcomes on livelihoods, forest condition and equity.
