The study emerged from a need to assess CMHC's "Site Planning Criteria NHA 5214" in terms of its compliance with the characteristics and constraints of high density housing. A five-phase study process was set up to develop and re-assess the criteria on the basis of: secondary information in the literature; first-hand field research; the judgements of a variety of professionals. The study attempts to produce a comprehensive and practical series of site planning proposals which reflect CMHC's current policy thrusts, appropriate professional norms, and current and anticipated high density housing trends and needs in Canada.

Something does not feel quite right. It is hard to find your way about, to discern which are the fronts and which are the backs of the houses, to determine what is "inside" and what is "outside."
