However, they tend to treat identity as constant over time and context and so fail to account for the substantive work of legislators. Sisters in the Statehouse looks at the situation from a different angle, taking an in-depth look at African American female state legislators to examine the impact of race and gender on Black women's political experiences, policy preferences, and legislative influence. Brown links personal narratives to the political behavior of her interview subjects to understand how their experiences with racism and sexism have influenced their legislative decision-making and policy preferences. As such, this is the first study that empirically examines how difference is recognized and put into practice among Black women legislators. Brown demonstrates that identity influences political decision making in ways that distinguish the work of Black women from that of other state legislators. Sisters in the Statehouse is a groundbreaking inquiry into how an intersectional approach can enhance our understanding of political representation.

Constituent instructions were more widely issued than previously thought, and members of state legislatures and Congress were more likely to obey them than political scientists and historians have assumed. Peverill Squire expands our understanding of constituent instructions beyond a handful of high-profile cases, through analyses of two unique data sets: one examining more than 5,000 actionable communications (instructions and requests) sent to state legislators by constituents through town meetings, mass meetings, and local representative bodies; the other examines more than 6,600 actionable communications directed by state legislatures to their state’s congressional delegations. He draws the data, examples, and quotes almost entirely from original sources, including government documents such as legislative journals, session laws, town and county records, and newspaper stories, as well as diaries, memoirs, and other contemporary sources. Squire also includes instructions to and from Confederate state legislatures in both data sets. In every respect, the Confederate state legislatures mirrored the legislatures that preceded and followed them.

Book excerpt: Me Too Political Science explores the multiple manifestations and implications of gendered biases in Political Science by "connecting the dots" between the sexual harassment described in the recent report on 2017 American Political Science Association's Survey on Sexual Harassment at Annual Meetings and other problematic issues. Started by Tarana Burke in 2007 to stand with young women of color who survived sexual assault, the MeToo campaign was intended to let women know that they were not alone. In turn, the Women's Caucus for Political Science used #MeTooPoliSci to bring awareness to sexual harassment, assault and misconduct in the discipline. The essays in this book and the authors' scholarly activism, harnessed a collective power to dispel the shame, embarrassment and secrecy that surrounds these issues. They focus in particular on bullying, entitled and toxic forms of masculinity; systematic discounting of and dismissiveness and derision toward work on gender and sexuality; biases and inequities associated with hiring, teaching evaluations, service loads, and tenure and promotion; and related and often intersecting forms of harassment but not only those related to race and sexuality. The essays in this volume stem for the 2018 pre-conference held by the Women's Caucus for Political Science at the American Political Science Association's annual meeting. Me Too Political Science is of great importance not only to scholars interested in Gender and Women's Studies, but all those working in the Political Science discipline - and even beyond, to academia as a whole. The chapters were originally published as a special issue of the Journal of Women, Politics and Policy.

Angela Boswell's Her Act and Deed: Women's Lives in a Rural Southern County, 1837-1873 follows the threads of Southern women's lives as they weave through the public records of one Texas county during the middle of the nineteenth century. Her unique approach to exploring women's roles in a South that spanned the frontier, antebellum, Civil War, and Reconstruction eras illuminates the truths of the feminine world of those periods, and her analysis of this set of complete public records for those years challenges the theory of men's and women's separate spheres of influence, as advanced by many scholars. The world Boswell reconstructs allows readers a more egalitarian, multicultural look at life: working class and poor women, both black and white, join their more affluent sisters in the pages of the Colorado County, Texas, courthouse records. Those same records reveal that the men of that world--most of them planters or farmers, the majority of them owning at least a few slaves--are a force for women to reckon with, both in public and at home. In this book, Karen Celis and Sarah Childs address women's poverty of political representation with a new feminist account of democratic representation. Celis and Childs rethink and redesign representative institutions, taking ideological and intersectional differences as their starting point. Inclusive, responsive, and egalitarian representation for all women demands a new category of representatives in parliaments: the "affected representatives of women," those who are epistemologically and experientially close to differently affected women. Affected representatives advocate within political institutions and publicly hold elected representatives to account, transforming representational effects, deepening relationships between women and their democratic institutions.

This comment was made by Stacey Abrams shortly before the 2018 Democratic primary after she became the first Black woman to win a majory party's nomination for governor. Abrams' sentiment reflects the wider environment for Black women in politics, in which racist and sexist cultural ideas have long led Black women to be demeaned and fetishized for their physical appearance. In Sister Style, Nadia E. Brown and Danielle Casarez Lemi argue that Black women's political experience and the way that voters evaluate them is shaped overtly by their skin tone and hair texture, with hair being a particular point of scrutiny. They ask what the politics of appearance for Black women mean for Black women politicians and Black voters, and how expectations about self-presentation differ for Black women versus Black men, White men, and White women. Black women running for office face pressure, often from campaign consultants and even close colleagues, to change their style in order to look more like White women. However, as this book shows, Black women candidates and elected officials react differently to these pressures depending on factors like age and incumbency. Moreover, Brown and Lemi delve into the ways in which Black voters react to Black female candidates based on appearance. They base their argument, in part, on focus groups with Black women candidates and elected officials, and show that there are generational differences that determine what sorts of styles Black women choose to adopt and to what extent they change their physical appearance based on external expectations.
