For the last twenty-five years, crises in these five Andean countries have endangered Latin America's democracies and strained their relations with the United States. As these nations struggle to cope with demands from Washington on security policies (emphasizing drugs and terrorism), neoliberal economics, and democratic politics, their resulting domestic travails can be seen in poor economic growth, unequal wealth distribution, mounting social unrest, and escalating political instability. The contributors to this volume examine the histories, politics, and cultures of the Andean nations, and argue that, due to their shared history and modern circumstances, these countries are suffering a shared crisis of deteriorating relations between state and society that is best understood in regional, not purely national, terms. The results, in some cases, have been semi-authoritarian hybrid regimes that lurch from crisis to crisis, often controlled through force, though clinging to a notion of democracy. The solution to these problems—whether through democratic, authoritarian, peaceful, or violent means—will have profound implications for the region and its future relations with the world.

Then, in 1992, Hugo Chávez Frías attempted an unsuccessful military coup. Six years later, he was elected president. Once in power, Chávez redrafted the 1961 constitution, dissolved the Congress, dismissed judges, and marginalized rival political parties. In a bid to create direct democracy, other Latin American democracies watched with mixed reactions: if representative democracy could break down so quickly in Venezuela, it could easily happen in countries with less-established traditions. On the other hand, would Chávez create a new form of democracy to redress the plight of the marginalized poor? In this volume of essays, leading scholars from Venezuela and the United States ask why representative democracy in Venezuela unraveled so swiftly and whether it can be restored. In Bankrupt Representation and Party System Collapse, Jana Morgan analyzes the causes of such collapse. She does so through a detailed examination of Venezuela’s traumatic party system decay as well as comparative analysis of seven other countries. Collapse occurs when the party system as a whole is unable to provide adequate linkage between society and the state, failing to furnish programmatic representation, integration of major societal interests, or clientelist exchanges. Linkage decays when party systems face challenges that jeopardize their core strategies at the same time that they are constrained in their ability to adapt and to confront these threats. If this decay is unchecked and linkage of all sorts fails, then the bankrupt party system collapses.
