Available in PDF, EPUB and Kindle. Book excerpt: Mixed-member electoral systems may well be the electoral reform of the 21st century, much as proportional representation (PR) was in the 20th century. In the view of many electoral reformers, mixed-member systems offer the best of both the traditional British single-seat district system and PR systems. This book seeks to evaluate: why mixed-member systems have recently appealed to many countries with diverse electoral histories; and how well expectations for these systems have been met. Each major country, which has adopted a mixed system thus, has two chapters in this book, one on origins and one on consequences. These countries are Germany, New Zealand, Italy, Israel, Japan, Venezuela, Bolivia, Mexico, Hungary, and Russia. In addition, there are also chapters on the prospects for a mixed-member system being adopted in Britain and Canada, respectively. The material presented suggests that mixed-member systems have been largely successful thus far. They appear to be more likely than most other electoral systems to generate two-bloc party systems, without in the process reducing minor parties to insignificance. In addition, they are more likely than any other class of electoral system to simultaneously generate local accountability as well as a nationally-oriented party system. Mixed-member electoral systems have now joined majoritarian and proportional systems as basic options which must be considered whenever electoral systems are designed or redesigned. Such a development represents a fundamental change in thinking about electoral systems around the world.

Indeed, discord and tension are the depressing norms in many states across the globe: Iraq, the former Yugoslavia, Sudan, Israel, Sri Lanka, Burma, Rwanda, and many more. But as David Lublin points out in this magisterial survey of minority-based political groups across the globe, such parties typically function fairly well within larger polities. In Minority Rules, he eschews the usual approach of shining attention on conflict and instead looks at the representation of minority groups in largely peaceful and democratic countries throughout the world, from the tiniest nations in Polynesia to great powers like Russia. Specifically, he examines factors behind the electoral success of ethnic and regional parties and, alternatively, their failure to ever coalesce to explain how peaceful democracies manage relations between different groups. Contrary to theories that emphasize sources of minority discontent that exacerbate ethnic cleavages - for instance, disputes over control of natural resource wealth - Minority Rules demonstrates that electoral rules play a dominant role in explaining not just why ethnic and regional parties perform poorly or well but why one potential ethnic cleavage emerges instead of another. This is important because the emergence of ethnic/regional parties along with the failure to incorporate them meaningfully into political systems has long been associated with ethnic conflict. Therefore, Lublin's findings, which derive from an unprecedentedly rich empirical foundation, have important implications not only for reaching successful settlements to such conflicts but also for preventing violent majority-minority conflicts from ever occurring in the first place.

In Bankrupt Representation and Party System Collapse, Jana Morgan analyzes the causes of such collapse. She does so through a detailed examination of Venezuela’s traumatic party system decay as well as comparative analysis of seven other countries. Collapse occurs when the party system as a whole is unable to provide adequate linkage between society and the state, failing to furnish programmatic representation, integration of major societal interests, or clientelist exchanges. Linkage decays when party systems face challenges that jeopardize their core strategies at the same time that they are constrained in their ability to adapt and to confront these threats. If this decay is unchecked and linkage of all sorts fails, then the bankrupt party system collapses.

For the last twenty-five years, crises in these five Andean countries have endangered Latin America's democracies and strained their relations with the United States. As these nations struggle to cope with demands from Washington on security policies (emphasizing drugs and terrorism), neoliberal economics, and democratic politics, their resulting domestic travails can be seen in poor economic growth, unequal wealth distribution, mounting social unrest, and escalating political instability. The contributors to this volume examine the histories, politics, and cultures of the Andean nations, and argue that, due to their shared history and modern circumstances, these countries are suffering a shared crisis of deteriorating relations between state and society that is best understood in regional, not purely national, terms. The results, in some cases, have been semi-authoritarian hybrid regimes that lurch from crisis to crisis, often controlled through force, though clinging to a notion of democracy. The solution to these problems—whether through democratic, authoritarian, peaceful, or violent means—will have profound implications for the region and its future relations with the world.
