El primero de ellos está dedicado a tratar lo sustancial de la cuestión institucional, es decir, tres variables interrelacionadas: sistema de gobierno, sistema electoral y sistema de partidos políticos. El segundo está ubicado en el centro del debate sobre la reforma del sistema político en América Latina; en él se brinda una posición cautelosa frente al mainstream norteamericano que favorece la sustitución del presidencialismo por el parlamentarismo, tema al que se refiere el tercer trabajo. Los siguientes tres trabajos versan sobre los sistemas electorales. El séptimo trabajo abre el horizonte de análisis hacia la cultura política, interpretando los datos de percepción a nivel latinoamericano e intentando establecer su alcance politológico. El último trabajo enfoca la ciencia política, campo al que corresponda la empresa teórico-metodológica contenida en este volumen. Los contenidos de los trabajos compilados en este volumen difieren, sin embargo, existe un fuerte vínculo entre ellos. The contributors emphasize the design of institutions to serve a market economy, the design of electoral laws, and the design of executive-legislative relations. Within this framework each chapter discusses the legacy of the pre-existing authoritarian regime; the range of preferences among various strategic actors with regard to the pace and mix of reforms; and the consequences of final choices for the institutionalization of effective economies and the process of democratization. Countries throughout Latin America and Central and Eastern Europe are moving from semi-closed to open economies and from authoritarian to democratic political systems. Despite important differences between the regions, these transitions involve similar tasks: the establishment of governmental institutions and electoral systems conducive to legitimation of the new and fragile democracies and expansion of the institutional infrastructure of a market economy. This volume looks at both regions, focusing on the relationship between the tasks of institutional design and the outcomes of the process of economic and political liberalization. In particular, the contributors emphasize the design of institutions to serve a market economy, the design of electoral laws, and the design of executive-legislative relations. Each chapter discusses the legacy of the pre-existing authoritarian regime; the range of preferences among various strategic actors (the government, state bureaucracies, opposition parties, and interest groups) with regard to the pace and mix of reforms; and the consequences of final choices for the institutionalization of effective economies and the process of democratization.

Si bien el criterio temporal siempre puede calificarse de caprichoso en este caso sigue la preocupación iniciada hace ocho años de dar cumplida cuenta del acontecer electoral en la región, en el ámbito de los dos poderes representativos del Estado por excelencia. En efecto, este volumen da continuidad a anteriores trabajos. El bienio aquí analizado da cabida a un nivel promedio de elecciones presidenciales, si se tiene en cuenta el acumulado en la región desde hace 30 años, por lo cual es representativo del quehacer político latinoamericano. Así, la Tabla 1 recoge las 117 elecciones presidenciales que se han llevado a cabo en la región entre 19861 y 2015 cuyo resultado no fue cuestionado; su media es de cuatro procesos electorales por año y aquí el número de elecciones que se recogen son nueve.
