Basic Services for All in an Urbanizing World examines the enormous challenge of ensuring the universal provision of basic services in a world that is being shaped by rapid global urbanization, climate change, and economic, social and technological transformation. The world’s urban population is predicted to reach 5 billion people within the next 20-30 years. The report analyses the conditions necessary for local governments to provide these new urban residents with quality basic services. Water, sanitation, waste management, transport and energy are essential, not only for the preservation of human life and dignity, but also in driving economic growth and ensuring social equality. Each chapter examines a world region, drawing on existing research and consultation with local authorities on the ground. The chapters review access levels, legal and institutional frameworks, and the different ways in which basic services are managed and financed, as well as showcasing diverse examples of innovation in the local and multi-level governance of services. It concludes with a set of recommendations for all stakeholders with a view to making the goal of basic services for all a reality. This report contributes to discussions on the Millennium Development Goals and the UN Post-2015 Development Agenda. The findings of GOLD III will also be essential to promoting the vision of local governments at the 2016 UN Conference on Human Settlements (Habitat III).

Book excerpt: A fascinating historical examination of the Santiago Metro system as a microcosm of Chilean national identity during the twentieth century The Santiago Metro, the largest urban infrastructure project in Chile’s history, was designed in the 1960s in response to rapid urban growth. Despite the upheavals of Salvador Allende’s democratic socialism (1970–1973) and Augusto Pinochet’s military dictatorship (1973–1990), the project survived and is now the largest metro system in South America. What explains its success? How did its meaning shift under democracy and dictatorship? What does its history reveal about struggles for a more just city? Drawing on Chilean and French archives, Andra B. Chastain demonstrates that Chilean-French relations and French financing were crucial to the project’s survival during the Cold War. The Metro’s history also illuminates the contested process of implementing neoliberalism and the unexpected continuities of state planning and visions for a rational city that persisted despite free-market reforms. Most important, this story shows that the Metro came to symbolize the nation and became a critical site where planners, workers, and urban residents contested Chile’s path to modernity.

Book excerpt: This book pulls literature together to examine the quality of climate governance based in the experience of Global South regions—Africa, Latin America, and Caribbean. While these regions are resilient, the IPCC 2022 Report indicates that the effects of climate change are crippling their thinly structured governance systems and limited capacities. For example, in addition to environmental devastation, loss of life, and livelihoods, these regions have endured most of the “loss and damage” due to climate change impacts. How are they responding? What are the outcomes? And where do they go from here? Given this background, the book’s goal is to question assumptions about climate governance patterns, systems, institutions, and processes in these regions, using comparative analytical techniques while distilling information about policy outcomes that other approaches do not provide. It argues that these regions and individual countries within them have a lot to learn from and about each other rather than look to the Global North and wealthy countries for economic, political, and administrative models that hardly match their lived experience and ontological outlooks. In doing so, it aspires to promote a fruitful South-South policy-related dialogue via scholarly exchanges and also contribute to advance the study and practice of international and comparative public administration. From this perspective, scholars, researchers, educators, public managers, and practitioners will find the book relevant to and useful for their respective endeavors.
