Las evaluaciones nacionales implementadas desde entonces alcanzaron un lugar central en la agenda politica-educativa del pais. Pero que usos ha hecho el Ministerio nacional de las evaluaciones? Que funciones han cumplido las evaluaciones a lo largo de los anos? En este trabajo se analizan las diversas lineas de accion desarrolladas por el Ministerio a partir de cada evaluacion entre 1994 y 2001 y se muestra que, mas alla de las funciones proclamadas de mejoramiento de la educacion, las evaluaciones han sido objeto de usos politicos, ligados a objetivos gubernamentales de mas corto plazo. Con ello, el trabajo no pretende desacreditar los sistemas de evaluacion como instrumentos de direccionamiento y de mejora de los sistemas educativos. Antes bien, supone que un mayor reconocimiento de su dimension politica podra contribuir a aumentar su transparencia y efectividad."

La evaluación en el ámbito educativo ejerce un papel crucial al medir y valorar el progreso de los estudiantes. No solo se limita a esto, sino que también permite a los educadores evaluar la efectividad de sus métodos de enseñanza y el entorno de aprendizaje en general. A las identificaciones de las fortalezas y debilidades de los estudiantes, los educadores pueden tomar decisiones informadas para mejorar tanto la enseñanza como el aprendizaje, lo que contribuye a un desarrollo más efectivo y significativo en el aula. Realizado la hipótesis seria: La evaluación efectiva en el ámbito educativo contribuye significativamente a mejorar la calidad del aprendizaje y enseñanza, así como a proporcionar información valiosa para la toma de decisiones informadas en el sistema educativo.

The book examines what governments actually do when they broaden curriculum goals, with attention to the details of implementation. To this end, the book examines system level reforms in six countries at various levels of development. The study includes system level reforms in jurisdictions where students achieve high levels in international assessments of basic literacies, such as Singapore and Ontario, Canada, as well as in nations where students achieve much lower levels, such as Kenya, Mexico, Punjab-Pakistan and Zimbabwe. The chapters examine system-level reforms that focus on strengthening the capacity to teach the basics, as in Ontario and Pakistan, as well as reforms that aim at building the capacity to teach a much broader set of competencies and skills, such as Kenya, Mexico, Singapore and Zimbabwe. The volume includes systems at very different levels of spending per student and reforms at various points in the cycle of policy implementation, some just starting, some struggling to survive a governmental transition, and others that have been in place for an extended period of time. From the comparative study of these reforms, we aim to provide an understanding of how to build the capacity of education systems to teach 21st century skills at scale in diverse settings.

To date, IEG s in-depth country evaluations have comprised IEG-WB Country Assistance Evaluations (CAEs) and IEG-IFC Country Impact Reviews (CIRs). Both the CAEs and CIRs have involved comprehensive evaluations of the respective institutions activities in a country. In a pilot approach, this evaluation was prepared by a single IEG team that looked at development interventions across the three WBG institutions. The evaluation draws on WBG documents, external literature, and on interviews with government officials, representatives of the private sector and civil society, nongovernmental organizations, bilateral and multilateral development partners, and Bank, IFC, and MIGA staff in Washington and in Peru. An IEG mission visited Peru in September 2009. IEG also cooperated with the Evaluation Office of the Global Environment Facility that was conducting a parallel evaluation in Peru.
