In the view of many electoral reformers, mixed-member systems offer the best of both the traditional British single-seat district system and PR systems. This book seeks to evaluate: why mixed-member systems have recently appealed to many countries with diverse electoral histories; and how well expectations for these systems have been met. Each major country, which has adopted a mixed system thus, has two chapters in this book, one on origins and one on consequences. These countries are Germany, New Zealand, Italy, Israel, Japan, Venezuela, Bolivia, Mexico, Hungary, and Russia. In addition, there are also chapters on the prospects for a mixed-member system being adopted in Britain and Canada, respectively. The material presented suggests that mixed-member systems have been largely successful thus far. They appear to be more likely than most other electoral systems to generate two-bloc party systems, without in the process reducing minor parties to insignificance. In addition, they are more likely than any other class of electoral system to simultaneously generate local accountability as well as a nationally-oriented party system. Mixed-member electoral systems have now joined majoritarian and proportional systems as basic options which must be considered whenever electoral systems are designed or redesigned. Such a development represents a fundamental change in thinking about electoral systems around the world.

Book excerpt: This book examines how democratic communities resolve dilemmas posed by anti-system parties or, more specifically, the question of why democracies take the grave decision to ban political parties. On the one hand, party bans may ‘protect’ democracies, usually from groups deemed to undermine the democratic system or its core values, territorial integrity or state security. At the same time, banning parties challenges foundational democratic commitments to political pluralism, tolerance and rights to free speech and association. The book probes the deliberative processes, discursive strategies and power politics employed when democratic communities negotiate this dilemma. It examines discourses of securitization and desecuritization, preferences of veto-players, anti-system party orientations to violence, electoral systems and the cordon sanitaire as alternatives to party bans, and incentives for mainstream parties to cooperate, rather than ban, parties to achieve office and policy goals. It does so with reference to case studies of party bans, legalizations and failed ban cases in Spain (Herri Batasuna and successors), the United Kingdom (Sinn Féin and Republican Clubs) and Germany (Socialist Reich Party and National Democratic Party of Germany).

Se trata de elecciones celebradas en once países cuyo estudio se desarrolla en igual número de capítulos. Se cubren comicios simultáneos a ambas instancias en Argentina, Bolivia, Brasil, Costa Rica, Guatemala, Panamá y Uruguay. En El Salvador y en Colombia, aunque se celebraron en tiempos distintos, ambos tipos de comicios se consideran en el mismo capítulo; allí, las presidenciales precedieron a las legislativas con un año de diferencia en el primer país y las legislativas antecedieron por tres meses a las presidenciales en el segundo. Se recogen también en capítulos independientes las elecciones únicamente legislativas de México y Venezuela. Si bien el criterio temporal siempre puede calificarse de caprichoso en este caso sigue la preocupación iniciada hace ocho años de dar cumplida cuenta del acontecer electoral en la región, en el ámbito de los dos poderes representativos del Estado por excelencia. En efecto, este volumen da continuidad a anteriores trabajos. El bienio aquí analizado da cabida a un nivel promedio de elecciones presidenciales, si se tiene en cuenta el acumulado en la región desde hace 30 años, por lo cual es representativo del quehacer político latinoamericano. Así, la Tabla 1 recoge las 117 elecciones presidenciales que se han llevado a cabo en la región entre 19861 y 2015 cuyo resultado no fue cuestionado; su media es de cuatro procesos electorales por año y aquí el número de elecciones que se recogen son nueve.

As these nations struggle to cope with demands from Washington on security policies (emphasizing drugs and terrorism), neoliberal economics, and democratic politics, their resulting domestic travails can be seen in poor economic growth, unequal wealth distribution, mounting social unrest, and escalating political instability. The contributors to this volume examine the histories, politics, and cultures of the Andean nations, and argue that, due to their shared history and modern circumstances, these countries are suffering a shared crisis of deteriorating relations between state and society that is best understood in regional, not purely national, terms. The results, in some cases, have been semi-authoritarian hybrid regimes that lurch from crisis to crisis, often controlled through force, though clinging to a notion of democracy. The solution to these problems—whether through democratic, authoritarian, peaceful, or violent means—will have profound implications for the region and its future relations with the world.
