Book excerpt: Like many 19th century Irish immigrants, Thomas McCarthy Fennell arrived in the United States to start a new life. Unlike other Irishmen, however, Fennell arrived on America’s West coast by ship. He was a thirty year old ex-convict recently discharged from an Australian prison. As a condition of release he could not return to his native land. His crime? Treason, or as the Crown’s trial judge put it, “compassing” against Queen Victoria. In the tumultuous 1860s Fennell organized Fenians – Irish and Irish-American Nationalists who sought by force to rid Ireland of Britain’s dominance. He fought and was wounded in the 1867 Uprising, hardly a footnote in history, yet England’s great Prime Minister, Gladstone, would refer to it as “the first streak of dawn.” And indeed it added to the foundation that would eventually lead to the Republic of Ireland. Fennell was transported to Australia on the last prison ship dispatched there by Britain, the Hougoumont, a converted merchant vessel. On board for three months with 280 other convicts, Fennell and a small group of Fenians including John Boyle O’Reilly and John Sarsfield Casey (The Galtee Boy) stayed together. They prayed, sang and entertained each other. They even published a weekly newspaper. Fennell was in Western Australia, a colony that wanted convict labor, for over three years; first at Fremantle Prison and then on a chain gang. Pardoned in 1871 by Victoria, he made his way to America where he eventually settled in Elmira, New York. He remained active in the movement and was the one to propose the famous Catalpa Rescue of 1876. This is the true story of Fennell’s incarceration, in his own words. Here he describes the humiliations and horrors of being a political prisoner thrown in with murderers, rapists and other criminals of the worst kind. He recounts floggings, daily strip searches and death at sea. Yet he and his fellow Fenians triumphed in the end, and Fennell would write his story. Now, Fennell’s 70,000 word manuscript is available to the public for the first time. In August 1884, Rudolph was selected to join the Naval Brigade in the Gordon Relief Expedition led by General Sir Garnet Wolseley. His principal role was to help drag troop boats over the six cataracts that blocked their way up the Nile to Khartoum. Rudolphs letters graphically describe this historic journey. We read of the struggles and ingenuity of the officers and men, the hardships and the daily dangers, and the shambolic, sometimes comic, chaos peculiar to the seemingly impossible task. His sketches, some of which were published in the Illustrated London News, vividly portray the challenges facing the Expedition. Gerard de Lisle, Rudolph's great nephew, has edited and compiled this superb collection, so that it can be appreciated by a wider audience and provide a fascinating insight into this famous yet too long overlooked military campaign. It remained as such until the outbreak of the Pacific War in December 1941 which was to signal the end of that era. In addition to a precis of the lives and naval careers of each of the Commanders in Chief of the China Station, this volume also gives relevant information outlining something of the concurrent internal affairs of China and Japan. Both are very different but sad tales, the former in decline towards the end of the Manchu Ch’ing dynasty and then into the chaotic 1920’s and 1930’s, and the latter increasingly adopting a militaristic attitude which was to result in their disaster of the Pacific War of 1941-1945. As a reminder of these days long gone are interwoven brief references to the British Consular Service. This is especially relevant for China, and for a shorter period for Japan during that era of extraterritoriality. Mention is also made of the British Colonial Service with whom, necessarily, the Navy worked very closely. In addition, being one important reason for it all, frequent references are made to a few British shipping and trading interests together with those of some other nations. All of these areas are linked together to give a definitive history of this very important Royal Navy Station.

The 'races' familiar to those in the modern west were invented and elaborated after the decline of faith in Biblical monogenesis in the early nineteenth century, and before the maturity of modern genetics in the middle of the twentieth. Not until the early nineteenth century would polygenetic and racialist theories win many adherents. But by the middle of the nineteenth century in England, racial categories were imposed upon humanity. How the idea of 'race' gained popularity in England at that time is the central focus of The Victorian Reinvention of Race: New Racisms and the Problem of Grouping in the Human Sciences. Scholars have linked this new racism to some very dodgy thinkers. The Victorian Reinvention of Race examines a more influential set of the era's writers and colonial officials, some French but most of them British. Attempting to do serious social analysis, these men oversimplified humanity into biologically-heritable, mentally and morally unequal, colour-based 'races'. Thinkers giving in to this racist temptation included Alexis de Tocqueville when he was writing on Algeria; Arthur de Gobineau (who influenced the Nazis); Walter Bagehot of The Economist; and Charles Darwin (whose Descent of Man was influenced by Bagehot). Victorians on Race also examines officials and thinkers (such as Tocqueville in Democracy in America, the Duke of Argyll, and Governor Gordon of Fiji) who exercised methodological care, doing the hard work of testing their categories against the evidence. They analyzed human groups without slipping into racial categorization. Author Edward Beasley examines the extent to which the Gobineau-Bagehot-Darwin way of thinking about race penetrated the minds of certain key colonial governors. He further explores the hardening of the rhetoric of race-prejudice in some quarters in England in the nineteenth century – the processes by which racism was first formed.
