Despite different and often contentious opinions on the means and ends of schooling, there was widespread agreement about its need by the 1830s, when the debate was no longer about whether a popular system of schooling was desirable, but about what kinds of schools would be established. The making of educational legislation in Upper Canada was a process in which many inhabitants, both inside and outside of government, participated. Available in PDF, EPUB and Kindle. Book excerpt: Tory loyalty, in addition to demanding unquestioning adherence to the imperial connection, was exclusive. It was used both to distinguish Loyalists from the American late-comers and to differentiate supporters of the political status quo from opponents of the administration. Tories and Reformers attached different qualities to loyalty. Although the Tories framed the political debate, a moderate Reform conception developed in response. The importance of loyalty was unchallenged by moderate Reformers, but they wished to redefine it in ways that would legitimize their own political goals. They appealed to British political traditions that emphasized the idea of individual dissent based on constitutional rights and the necessary independence of legislators threatened by the use of prerogative power as well as the corruption of the executive. By the 1830s, the polarization of politics seemed to offer only two choices - loyalty or disloyalty. This transitional period led to the emergence of moderate and accommodative Toryism as a response to the exclusiveness of the Family Compact. Moderate Toryism developed because other groups, who were not prepared to give up their political and social exclusion, had been drawn into the debate. The moderate Reformers survived through the 1840s and entered the administration. Tories also prospered through adoption of the Reform position permitting new groups to enter the High Tory elite. The result was the formation of a conservative consensus which dominated Upper Canada, whose conservatism lay in a new definition of loyalty which had evolved through the initiatives of moderate Reformers.

Mackenzie and Louis Riel: the transition to capitalism, and to responsible government. Union Is Strength argues that these major socio-political changes happened in Ontario without a revolutionary moment because of the intertwined relationship of reformers with capitalists. Examining a small, utopian socialist group named the Children of Peace, Albert Schrauwers traces the emergence of a vibrant democratic culture in the province from the decade before the Rebellions of 1837. Schrauwers shows how the overlapping boards of unincorporated joint stock companies managed by both Toronto reformers and the Children of Peace produced a culture of deliberative democracy in competition with the "gentlemanly capitalism" of chartered corporations. Noting the ways in which Ontario's capitalist and democratic revolutions were linked through cooperative joint stock operations, he also situates these revolutions in an international context and links them to the development of Owenite socialism and Chartism in the United Kingdom. Union Is Strength is an insightful study of both nineteenth century Canada and the ways in which regional political cultures arise.

Constructed in the fifteen years following Confederation, the North Shore and the Montreal Colonization Railways reinforced Quebec's integration into a transcontinental unit. Yet bankruptcy of both companies in 1875 forced the provincial government to assume ownership of the railways and to shoulder a financial burden that kept the province preoccupied, weak, and subservient to Ottawa. Diverse political, clerical, and business interests united to construct the railways and to manoeuvre them from private companies into a public venture and ultimately into the Canadian Pacific system. The two railways brought new concentrations of capital and power that cut across French and English ethnic lines and sharpened regional rivalries. Along the south short of the St. Lawrence both French- and English-speaking inhabitants protested against the province's commitments to its north-shore railways. By the late 1870s Quebec City's English community was lobbying hard against the growing power of their English-speaking counterparts in Montreal. The north-shore railways plagued a generation of Quebec politicians, and their construction bared incompatible regional aspirations. By 1885 years of negotiation, scandal, and political blackmail culminated in the incorporation of the two north-shore railways into the Canadian Pacific system. As this study so clearly demonstrates, Quebec paid a high price in making its contribution to linking Canada by steel a mari usque ad mare.

Both nations were born as British colonies and used violent and non-violent means to agitate for democratic freedoms. Republicanism and Responsible Government explores how these sister colonies transformed the very nature of the British Empire by insisting on democratic self-rule. Focusing on the middle of the nineteenth century, Benjamin Jones explores key points in colonial Australian and Canadian history - Canada's Rebellions of 1837-38 and the Durham Report, and Australia's anti-transportation movement and the Eureka Stockade. Previously, historians have looked to liberalism when explaining radicalism and democratization. Jones, however, contends that Canadian and Australian radicals and reformers were influenced by the ancient political philosophy of civic republicanism, with its focus on collectivism, civic duty, and virtue. William Lyon Mackenzie and John Dunmore Lang, he argues, did not champion republicanism to achieve individual rights but to create a virtuous society free from the corruption they saw in the status quo. Republicanism and Responsible Government challenges traditional interpretations of key events in Australian and Canadian history and shows that even though both nations remain constitutional monarchies, republican ideas have shaped their foundations since the earliest days of settlement.
