It encompasses the eras from the thirteenth century to the present, territories stretching from China to Mongolia to Central Asia and to the Middle East, and religions from Islam to Nestorian Christianity to Judaism and Confucianism in East, Central, and West Asia. Rossabi first challenged the conventional wisdom concerning traditional Chinese foreign relations by showing the pragmatism of Chinese officials who were not bound by Confucian strictures and stereotypes about foreigners and were actually knowledgeable about neighboring regions. His studies of the territories surrounding China led to the discovery of a major omission in historical writing—the lack of a biography of Khubilai Khan, one of the most renowned rulers in Eurasian history. His biography of Khubilai resulted in further studies of the Mongolian legacy on global history and of the significant role of women in the Mongolian empire. His repeated travels in Mongolia, in turn, stimulated an interest in modern Mongolia, especially the turbulence following the turbulence after the collapse of socialism in 1990, a subject he writes about in this book. The need for greater public knowledge and awareness of China, Mongolia, Central Asia, the Silk Roads, and Islam in Asia prompted Rossabi to write general, occasionally pedagogical, articles about these topics for a wider audience.

Once out of view of their ship, the men were bound and taken to the shogun, Tokugawa Iemitsu, in Edo, where they remained imprisoned for four months. Later the Japanese government forced the Dutch East India Company representative in Nagasaki to acknowledge that the sailors had in fact been saved from shipwreck and that official recognition of the rescue (i.e., a formal visit from a Dutch ambassador) was in order. Prisoners from Nambu provides a lively, engrossing narrative of this relatively obscure incident, while casting light on the history of the period as a whole. Expertly constructing his tale from primary sources, the author examines relations between the Dutch East India Company and the shogunal government immediately following the promulgation of the "seclusion laws" (sakokurei) and anti-Christian campaigns.

Book excerpt: Scholars have long accepted China's own view of its traditional foreign relations: that China devised its own world order and maintained it from the second century B.C. to the nineteenth century. China ruled out equality with any nation: foreign rulers and their envoys were treated as subordinates or inferiors, required to send periodic tribute embassies to the Chinese emperor. The Chinese court was otherwise uninterested in foreign lands. Its principal interests were to maintain peace with what it perceived to be barbarian neighbors and to coax or coerce them into admitting China's superiority and accepting the Chinese emperor as the Son of Heaven. But Chinese foreign policy was not monolithic. Court officials in traditional times were much more realistic and pragmatic than is commonly assumed. They did not scorn foreign trade, nor were ignorant of foreign lands. Challenging the accepted view of Chinese foreign relations, the authors of China among Equals contribute to a clearer assessment of Chinese foreign relations and policy. From the tenth to the thirteenth centuries, China did not dogmatically enforce its own world order. Chinese were eager for foreign trade and knowledgeable about their neighbors. The Sung (960-1279), the principal dynasty during that era, was flexible in its dealings with foreigners. Its officials recognized the military and political weakness of the dynasty, and in general they adopted a realistic and pragmatic foreign policy. They were compelled to accept foreign states as equals, and the relations between China and other states were defined by diplomatic parity.

What were these native-place lodges? How did they develop over time? How did they fit into and shape Beijing’s urban ecology? How did they further native-place ties? In answering these questions, the author considers how native-place ties functioned as channels of communication between China’s provinces and the political center; how sojourners to the capital used native-place ties to create solidarity within their communities of fellow provincials and within the class of scholar-officials as a whole; how the state co-opted these ties as a means of maintaining order within the city and controlling the imperial bureaucracy; how native-place ties transformed the urban landscape and social structure of the city; and how these functions were refashioned in the decades of political innovation that closed the Qing period. Native-place lodges are often cited as an example of the particularistic ties that characterized traditional China and worked against the emergence of a modern state based on loyalty to the nation. The author argues that by fostering awareness of membership in an elite group, the native-place lodges generated a sense of belonging to a nation that furthered the reforms undertaken in the early twentieth century. Instead, emulation of China—the hegemon with a civilizational influence—drove the rapid formation of centralized, bureaucratically administered, territorial governments in Korea, Japan, and Vietnam. Furthermore, these countries engaged in state-building not to engage in conflict or to suppress revolt. In fact, war was relatively rare and there was no balance of power system with regular existential threats—the longevity of the East Asian dynasties is evidence of both the peacefulness of their neighborhood and their internal stability. We challenge the assumption that the European experience with war and state-making was universal. More importantly, we broaden the scope of state formation in East Asia beyond the study of China itself and show how countries in the region interacted and learned from each other and China to develop strong capacities and stable borders.
