Through intricate case studies of visits by Japanese politicians to the Yasukuni Shrine, conflicts over the boundaries of economic zones in the East China Sea, concerns about food safety, and strategies of island defense, Sheila A. Smith explores the policy issues testing the Japanese government as it tries to navigate its relationship with an advancing China. Smith finds that Japan's interactions with China extend far beyond the negotiations between diplomats and include a broad array of social actors intent on influencing the Sino-Japanese relationship. Some of the tensions complicating Japan's encounters with China, such as those surrounding the Yasukuni Shrine or territorial disputes, have deep roots in the postwar era, and political advocates seeking a stronger Japanese state organize themselves around these causes. Other tensions manifest themselves during the institutional and regulatory reform of maritime boundary and food safety issues. Smith scrutinizes the role of the Japanese government in coping with contention as China's influence grows and Japanese citizens demand more protection. Underlying the government's efforts is Japan's insecurity about its own capacity for change and its waning status as the leading economy in Asia. For many, China's rise means Japan's decline, and Smith suggests how Japan can maintain its regional and global clout as confidence in its postwar diplomatic and security approach diminishes.

Book excerpt: Bitterly contested memories of war, colonisation, and empire among Japan, China, and Korea have increasingly threatened regional order and security over the past three decades. In Sino-Japanese relations, identity, territory, and power pull together in a particularly lethal direction, generating dangerous tensions in both geopolitical and memory rivalries. Buzan and Goh explore a new approach to dealing with this history problem. First, they construct a more balanced and global view of China and Japan in modern world history. Second, building on this, they sketch out the possibilities for a 21st century great power bargain between them. Buzan puts Northeast Asia's history since 1840 into both a world historical and a systematic normative context, exposing the parochial nature of the China-Japan history debate in relation to what is a bigger shared story about their encounter with modernity and the West, within which their modern encounter with each other took place. Arguing that regional order will ultimately depend substantially on the relationship between these two East Asian great powers, Goh explores the conditions under which China and Japan have been able to reach strategic bargains in the course of their long historical relationship, and uses this to sketch out the main modes of agreement that might underpin a new contemporary great power bargain between them in a variety of future scenarios for the region. The frameworks adopted here consciously blend historical contextualisation, enduring concerns with wealth, power and interest, and the complex relationship between Northeast Asian states' evolving encounters with each other and with global international society.

In the introduction, Steven E. Lobell and Norrin M. Ripsman pose five central questions: (1) What types of economic statecraft, including incentives and sanctions, can interested parties employ? (2) Who are the appropriate targets in the rival states—state leaders, economic and social elites, or society as whole? (3) When should specific economic instruments be used to promote peace—prior to negotiations, during negotiations, after signature of the treaty, or during implementation of the treaty? (4) What are the limits and risks of economic statecraft and economic interdependence? (5) How can economic statecraft be used to move from a bilateral peace agreement to regional peace? The chapters that follow are grouped in three sections, corresponding to the three stages of peacemaking: reduction or management of regional conflict; peacemaking or progress toward a peace treaty; and maintenance of bilateral peace and the regionalization of the peace settlement. In each chapter, the contributors consider the five key questions from a variety of methodological, historical, cultural, and empirical perspectives, drawing data from the Pacific, the Middle East, Europe, Asia, and Latin America. This study unravels some of the complex origins of the postwar upheavals in Asia by demonstrating how the US and China's disagreements on many concrete issues prevented their governments from forging an effective partnership. The two powers' quest for long-term cooperation was further complicated by Moscow's eleventh-hour involvement in the Pacific War. By the war's end, a triangular relationship among Washington, Moscow, and Chongqing surfaced from secret negotiations at Yalta and Moscow. Yet the Yalta-Moscow system in Asia proved too ambiguous and fragile to be useful even for the purpose of defining a new balance of power among the Allies. The failure of the system was compounded by its obliviousness to Asia's dynamic nationalist forces.
