Unlike previous examinations, however, this book also provides a theoretically based explanation as to why it is so difficult for an interstate border dispute to be resolved. He explains why and how Great Britain came to be involved in Sino-Tibetan relations and pays particular attention to the failure of the Simla Conference of 1913-1914 between Britain, China, and Tibet to define a common boundary between China and India. The author explores Indian involvement in Sino-Tibetan relations and why India intervened against China's reoccupation of Tibet. He traces the border incidents and military clashes between China and India and the failure of the two powers to negotiate a settlement of their differences. Finally, he discusses the Sino-Indian border dispute from the perspectives of international law, effective occupation, and watershed. In conclusion, he offers some reasonable, practical measures based on international law and political reality that could be taken to settle the border dispute.

The nuclear-armed adversaries both massed troops and equipment along their disputed border in eastern Ladakh. The two sides slugged it out with fists, stones and clubs, next to a fast-flowing Himalayan stream, resulting in dozens of deaths and injuries, many from hypothermia. The entire 4,000-kilometre Sino-Indian boundary is disputed. In 1962, the two countries fought a short and vicious war that went badly for India, and from which Nehru never recovered. The border, called the Line of Actual Control, is not marked on any map agreed upon by the two sides; it runs through the largely unpopulated and inhospitable high mountains of the Himalayas. From the 1990s, as Beijing and New Delhi sought to resolve their seemingly intractable border dispute, an elaborate system of agreements kept the situation akin to a kettle on a slow boil. But the kettle is now boiling over. The two rising Asian giants, both led by strongly nationalistic regimes, neither of which wishes to blink first, are seeking geopolitical and strategic advantage. Book excerpt: For a hundred years, British and Chinese territorial claims in the Himalayas conflicted, with Indian historians claiming that the region was the fountainhead of Hindu civilization. In the halcyon days of the Raj, London saw Afghanistan and Tibet as buffers against Russian and Chinese imperialism. In 1913, an ephemeral agreement between Britain, Tibet and China was signed, recognizing the McMahon Line as the border of the disputed territory. China, however, failed to ratify the agreement, while India protested against a loss of historical land.After the Second World War, India became independent of Britain and Chinese Communists proclaimed a peoples republic. Despite cordial overtures from Indian Prime Minister Nehru, in late 1950 the Chinese Peoples Liberation Army (PLA) invaded Tibet. In the ensuing twelve years, Indian diplomacy and Chinese cartographic aggression were punctuated by border incidents, particularly in 1953 when armed clashes precipitated a significant increase in the disposition of troops by both sides. In the spring of 1962, Indian forces flooded into the Ladakh region of the state of Jammu and Kashmir, to check the Chinese.In a spiralling game of brinkmanship, in September, ground forces were strategically deployed and redeployed. On 10 October, thirty-three Chinese died in a firefight near Dhola.Embittered by Moscows support of India against a sister communist state, and in a bid to clip Nehrus belligerent wings, on 20 October, the PLA launched a two-pronged attack against Indian positions.
