Rosemary Foot goes on to examine the relationship after normalization, a period when the United States has come to view China as less of a challenge but still resistant to certain of the norms of the current international order. The book begins by examining US efforts to build, and then maintain an international and domestic consensus behind its China policy. It then looks at changing US perceptions of the capabilities of the Chinese state. It shows how American positions on Chinese representation at the UN and on the trade embargo were subtly eroded, not least by changes in US domestic public opinion. The author argues that previous explantions of American relations with China have dwelt too single-mindedly on ideas associated with the strategic triangle and that instead we need to embed our understanding of the evolution of American relations with China within a wider structure of relationships at the global and domestic level. That competition avoided World War III in part because during the 1950s, scholars like Henry Kissinger, Thomas Schelling, Herman Kahn, and Albert Wohlstetter analyzed the fundamental nature of nuclear deterrence. Decades of arms control negotiations reinforced these early notions of stability and created a mutual understanding that allowed U.S.-Soviet competition to proceed without armed conflict. The first half of the 21st century will be dominated by the relationship between the United States and China. That relationship is likely to contain elements of both cooperation and competition. Territorial disputes such as those over Taiwan and the South China Sea will be an important feature of this competition, but both are traditional disputes, and traditional solutions suggest themselves. A more difficult set of issues relates to U.S.-Chinese competition and cooperation in three domains in which real strategic harm can be inflicted in the current era: nuclear, space, and cyber. Just as a clearer understanding of the fundamental principles of nuclear deterrence maintained adequate stability during the Cold War, a clearer understanding of the characteristics of these three domains can provide the underpinnings of strategic stability between the United States and China in the decades ahead. That is what this book is about.

The result could be, in the very long term, the rise of China as a rival to the United States as the world's predominant power; in the nearer term, China could become a significant rival in the East Asian region. In this context, the issue for U.S. policy is how to handle a rising power, a problem that predominant powers have faced many times throughout history. It is the contention of this report that the future Sino-U.S. context will illustrate many of the problems of deterrence theory that have been discussed in recent decades; deterrence theory will be, in general, more difficult to apply than it was in the U.S.-Soviet Cold War context. The key may be to seek nonmilitary means of deterrence, i.e., diplomatic ways to manipulate the tension to China's disadvantage.

It will also be useful to anyone interested in military, intelligence, political, diplomatic, economic, financial, social, and cultural activities in the Far East during 1931-1951, as well as to those searching for information regarding Allied prisoners of war; the organization, functions, and activities of American and Allied agencies; and the Japanese occupation of countries and the American occupation of Japan. While not aimed at researchers interested in the strategic and tactical military and naval history of the war in the Far East, this finding aid may nevertheless be useful to those with such interests, if only to identify record groups and series of records that may bear on those topics. This finding aid covers records from over twenty record groups and includes materials declassified under the Japanese Imperial Government Disclosure Act of 2000 (P.L. 106-567) as well as records that were never classified and those declassified before the passage of the Disclosure Act. Because the process of identifying, declassifying, accessioning, and processing of records under the Act is taking place as this finding is being compiled, late arriving records may not be identified in this finding aid. Researchers should consult the IWG Web site (http://www.archives.gov/iwg/) for a complete and up-to-date list of records declassified under the Japanese Imperial Government Disclosure Act. Federal agencies involved in the identification and declassification of relevant classified records ascertained that there were relatively few pertinent records that were still classified. Most relevant records were either never classified or were declassified decades before the Act and were already in NARA’s custody. While this finding aid’s coverage is broad, it is not comprehensive. Researchers may find other relevant series of records within the record groups mentioned or not mentioned. Researchers are encouraged to use other finding aids and consult with NARA staff to locate records of interest. In addition, the National Archives at College Park holds nontextual records (such as still photographs and motion pictures) that researchers may want to examine. Other NARA facilities hold many records and donated material related to World War II, including records related to the subjects covered in this finding aid. This is particularly true of the Franklin D. Roosevelt, the Harry S. Truman, and the Dwight D. Think of archives as vast mountain ranges of records with the archivists guiding the expeditions. Explorations on familiar, well-trodden paths produce new perspectives when examined with fresh eyes and imagination.

Book excerpt: The first two years of the Reagan administration saw a close correlation between improved unofficial relations between Washington and Taipei and a deterioration of strategic cooperation between Washington and Beijing. These developments led many U.S. officials and scholars to conclude that U.S. security interests may require periodic concessions over Taiwan to ensure China ‘s cooperation in countering the Soviet threat. Rejecting this view, Mr. Lasater argues that Washington’s and Beijing’s bilateral relations with Moscow and not the Taiwan issue are the key international determinants of Sino-American strategic cooperation. Examining the parameters of that cooperation and the role of Taiwan in Sino-American relations, Mr. Lasater suggests that Beijing is deliberately using U.S. security concerns to seek concessions on Taiwan and other issues. He advises a policy that stands firm in negotiations with the Chinese and that resists the temptation to make politically expedient concessions--a more balanced course of action whereby improved relations with Beijing are sought concurrently with the maintenance of friendly, unofficial ties with Taipei.

Both countries portray their partnership as one of “brotherly affection” based on shared political ideals—an alliance “as tight as lips to teeth”—even though relations have deteriorated in recent years due to China’s ascendance and North Korea’s intransigence. In A Misunderstood Friendship, leading diplomatic historians Zhihua Shen and Yafeng Xia draw on previously untapped primary source materials revealing tensions and rivalries to offer a unique account of the China–North Korea relationship. They unravel the twists and turns in high-level diplomacy between China and North Korea from the late 1940s to the death of Mao Zedong in 1976. Through unprecedented access to Chinese government documents, Soviet and Eastern European archives, and in-depth interviews with former Chinese diplomats and North Korean defectors, Shen and Xia reveal that the tensions that currently plague the alliance between the two countries have been present from the very beginning of the relationship.
