Book excerpt: The Federal Housing Administration's (FHA) homeownership centers use more than 20 different information systems implemented by the Department of Housing and Urban Development (HUD) headquarters, including seven major systems, databases developed by the centers, and various different telephone systems. Some of these technologies were implemented before FHA formed the centers and transferred some responsibilities to lenders and contractors. Others were implemented later, to help FHA staff oversee lenders and contractors and provide customer service. Although homeownership center staff have developed specialized databases to help them better meet their responsibilities, neither FHA's single-family information systems nor its telephone systems adequately support the centers' efforts. To better ensure that FHA's single-family information systems support current center operations, HUD is developing a systems blueprint, or enterprise architecture. HUD's Office of the Chief Information Officer plans to finish defining the current capabilities of FHA's information systems by the fall of 2001 and to have partially defined the desired capabilities of all the Department's information systems by January 2002.

Book excerpt: The Department of Housing and Urban Development (HUD), through the Federal Housing Administration (FHA), insures billions of dollars in home mortgage loans made by private lenders. HUD's 2020 Management Reform Plan, issued in 1997, sought to downsize and reform the agency, including its single-family mortgage insurance program. As part of its 2020 plan, HUD consolidated the single-family program's field activities at four new regional homeownership centers and specified resources for the centers. Although HUD has substantially streamlined FHA's single-family mortgage insurance programs, human capital issues remain a concern. This report reviews HUD's implementation of the homeownership center concept under the 2020 plan, focusing on (1) the deployment of center staff, (2) the training provided to the center staff, and (3) the centers' monitoring of contractors. GAO found that nearly half of the centers' staff remain in 71 field offices across the country, even though HUD envisioned that only a third of the staff would stay in the field offices. The deployment of staff across the centers is not consistent with their workload, and, as a result, the centers are having trouble supervising and making effective use of staff. GAO also found that HUD has not developed a standardized training curriculum for center staff. The centers have had difficulty using their training funds effectively because HUD provided them late in the fiscal year and then pulled back some funds before they could be used. Finally, increased responsibilities and staff shortage have caused the centers to expand their use of contractors. However, the centers' ability to monitor contractors has not kept pace with their growing reliance on them.

Book Rebuilding the Research Capacity at HUD

Download or read book Rebuilding the Research Capacity at HUD written by National Research Council and published by National Academies Press. This book was released on 2008-12-01 with total page 236 pages. Available in PDF, EPUB and Kindle. Book excerpt: Today, the nation faces an array of housing and urban policy challenges. No federal department other than HUD focuses explicitly on the well-being of urban places or on the spatial relationships among people and economic activities in urban areas. If HUD, Congress, mayors, and other policy makers are to respond effectively to urban issues, they need a much more robust and effective Office of Policy Development and Research (PD&R). PD&R conducts independent research and program evaluation, funds data collection and research by outside organizations, and provides policy advice to the Secretary and to other offices in HUD. Most of PD&R's work is of high quality, relevant, timely, and useful. With adequate resources, PD&R could lead the nation's ongoing process of learning, debate, and experimentation about critical housing and urban development challenges. Rebuilding the Research Capacity at HUD makes seven major recommendations about PD&R's resources and responsibilities, including more active engagement with policy makers, formalizing various informal practices, strengthening surveys and data sets, and more. Acknowledging that the current level of funding for PD&R is inadequate, the book also makes several additional recommendations to help enable PD&R to reach its full potential.

Available in PDF, EPUB and Kindle. Book excerpt: In the 1990s the Department of Housing and Urban Development (HUD) dramatically downsized its staff, however, its mission did not decrease. As a consequence, HUD relies more heavily on private contractors, and needs to hold its contractors accountable for results. GAO was asked to determine if HUD has processes and practices in place to effectively oversee contractors, strategically manages its acquisition workforce, and has management information systems that support its acquisition workforce. HUD's contracting has increased significantly in recent years. Although HUD has taken actions to improve its acquisition management--such as instituting full-time contract monitoring positions and improving its contracting information system--weaknesses remain that limit HUD's ability to identify and correct contractor performance problems, assure that it is receiving the services for which it pays, and hold contractors accountable for results. HUD, in particular, its multifamily housing program, does not employ processes and practices that could facilitate effective monitoring. For example, HUD's monitoring process does not consistently include the use of contract monitoring plans or risk-based strategies, or the tracking of contractor performance. HUD has not ensured that individuals responsible for managing and monitoring contracts have the appropriate workload, skills, and training that would enable them to effectively perform their jobs. For example, according to HUD's records, over half of the staff who are directly responsible for monitoring contractor performance have not received required acquisition training. HUD's management information systems do not adequately support its acquisition workforce in their efforts to manage and monitor contracts. Specifically, key information in HUD's contracting system is not reliable and HUD's financial systems do not readily provide complete and consistent contracting obligation and expenditure data.
