Book excerpt: The debate on the future of the Single European Market has progressed well beyond the objectives set by the Commission in the White Paper. Areas initially regarded as too politically difficult to pursue, such as energy industries, have arrived on the agenda - as the Commission's May 1988 discussion paper on the subject made clear. Removing barriers to trade in Community markets may be particularly difficult to apply to energy industries, many of which have been organised nationally and monopolistically. There are immense institutional barriers against competition on both national and community-wide basis, which act as real constraints on the achievement of a single European markets in energy. This study looks at prospects for a single European market in energy products and services, and the problems that individual fuel sectors will face in adapting to 1992. The study then examines the potential conflicts and complications which may arise including issues of: environment, supply security, fiscal harmonisation, the potential benefits to consumers, and infrastructural integration. The study concludes by looking at the politics of implementation, internally: the role of the Commission in reconciling the different interests of member states; and externally; whether this process will augment fears in non-Community countries of 'Fortress Europe' or whether the lowering of internal barriers will be a spur to external competitiveness.
