Ethnic discontent appeared in Sindh in opposition to the rule of the Bombay presidency; to the onslaught of Punjabi settlers in the wake of canal irrigation; and, most decisively, to the arrival of millions of Muhajirs (Urdu-speaking migrants) after Partition. Under Zulfikar Ali Bhutto, Benazir Bhutto and Asif Zardari, the Pakistan People's Party has upheld the Sindhi nationalist cause, even while playing the game of federalist politics. On the other side for half a century have been hardcore Sindhi nationalist groups, led by Marxists, provincial autonomists, landlord pirs and liberal intelligentsia in pursuit of ethnic outbidding. This book narrates the story of the Bhutto dynasty, the Muhajir factor, nationalist ideologues, factional feuds amongst landed elites, and the role of violence as a maker and shaper of Sindhi nationalism. Moreover, it examines the role of the PPP as an ethnic entrepreneur through an analysis of its politics within the electoral arena and beyond. It elaborates on the kinship system in rural Sindh and explores how young married women strategize and negotiate with patriarchy. Drawing on qualitative methodologies, the book reveals the strong relationship between poverty and the perpetuation of patriarchy. Women’s strategies help elevate their position in their families, such as attention to household tasks, producing children, and doing handicraft work for their well-being. These conditions are usually seen as evidence of women’s subordination, but these are also strategies for survival where accommodation to patriarchy wins them approval. The book concludes that women’s life-long struggle is, in fact, a technique of negotiating with patriarchy. In so doing, they internalize the culture that rests on their subordination and reproduce it in older age in exercising power by oppressing other junior women.

The book critically evaluates the literature on ethnicity and nationalism by taking nationalist ideology and the political divisions which it generates within ethnic groups as essential in estimating ethnic movements. It goes on to challenge the modernist argument that nationalism is only relevant to modern-industrialised socio-economic settings. The available evidence from Pakistan makes clear that ethnic movements emanate from three distinct socio-economic realms: tribal (Baloch), rural (Sindh) and urban (Mohajir), and the book looks at the implications that this has, as well as how further arguments could be advanced about the relevance of ethnic movements and politics in the Third World. Book excerpt: Travels in Beloochistan and Sinde is a first-hand account of a journey taken in 1810-11 through parts of present-day India, Pakistan, Afghanistan, Iran, and Iraq. The author, Henry Pottinger (1789-1856), was a lieutenant in the East India Company who, along with a friend and fellow officer, Captain Charles Christie, volunteered to undertake a mission to the region between India and Persia (present-day Iran), about which the East India Company at that time had little knowledge. The two men journeyed from Bombay (present-day Mumbai) to Sind (present-day southeast Pakistan) from where, disguised as Indians, they traveled overland to Kalat. They were quickly recognized as Europeans, but they were able to continue their journey to Nushki, near the present-day border between Afghanistan and Pakistan. There the men separated. Pottinger continued westward to Persia, through Kerman to Shiraz and Isfahan. Christie traveled north from Nushki into Afghanistan, through Helmand to Herat and from there into Persia to Yazd and Isfahan, where he rejoined Pottinger. Christie was directed to remain in Persia, where in 1812 he was killed in a Russian attack. Pottinger returned to Bombay via Baghdad and Basra. The book is in two parts. The first is a detailed account of Pottinger's journey, with observations on climate, terrain, soil, plants and animals, peoples and tribes, customs, religion, and popular beliefs. The second is an introduction to the history and geography of the provinces of Baluchistan and Sind. An appendix reproduces part of the journal kept by Christie on his travels through Afghanistan. The book contains one colored illustration at the front and a large fold-out map after the end of the text. Pottinger went on to have a distinguished career with the East India Company and the British government. In April 1843 he was appointed the first British governor of Hong Kong.

Book excerpt: In 2009, more than 40,000 people died prematurely in Sindh, Pakistan because of an illness associated with an environmental health risk. This means that almost one of every five deaths that occurred that year was caused by environmental factors. Loss of natural resources and impacts from natural disasters also represent development challenges. Increased salinity and waterlogging result in loss of agricultural crops. In addition, hydro-meteorological hazards recurrently affect Sindh, as illustrated by the devastating effects of the 2010 and 2011 floods. For Sindh's population, these problems mean pain and suffering, and reduced opportunities for economic advancement. The costs of all these phenomena are equivalent to 10% of Sindh's Gross Domestic Product. Climate change may exacerbate these challenges. Sindh's environmental and climate change problems call for urgent responses. A number of feasible interventions could be carried out to address the categories of environmental degradation that have the highest impacts on Sindh's population. Many of those interventions have positive benefit-cost ratios, meaning that every rupee invested in them would result in health and social benefits worth more than one rupee. Addressing these challenges also calls for targeted institutional strengthening and policy improvements, particularly after the 18th Constitutional Amendment devolved environmental management responsibilities to provincial governments. The underlying goal of this book is to facilitate and stimulate sharing of information on these phenomena, and to provide an interdisciplinary framework for bringing about improved environmental conditions in Sindh. In particular, she explores the part of the local Muslim elite, the pirs or hereditary sufi saints. Using a wealth of historical material and in depth interviews, the author looks at the development of the institution of the pir, its power base and the mechanics of the system of control into which the pirs were drawn. The overall success of the political system depended on the willingness of the elite to participate and Dr Ansari argues that it did indeed work in Sind. This enabled the British to govern while allowing the pirs to adapt to colonial rule, and later independence, without serious damage to their interests. The author demonstrates that only in the heightened nationalist atmosphere of the 1940s did the system break down.
