Book excerpt: The European Union is committed, through the Cohesion Policy, to contribute to a sustainable economic, social and territorial cohesion by reducing disparities between the levels of development of regions and countries of its member states. The EU's main investment policy is also responsible for mainstreaming the environment into its programmes and projects. The Land Use-based Integrated Sustainability Assessment Platform (LUISA) was parameterized according to a 'Reference Scenario 2014' to assess the spatial impact of regional and urban policy in Europe. In order to show the impacts of EU policies included in the Reference Scenario, a set of indicators were computed to measure [1] land use intensity and the urban sprawl and [2] the implication of this policy on accessibility in the EU regions. The modelling results indicated that in spite of important regional differences, the overall land use intensity will decline. The Reference Scenario also shows a general increase in urban sprawl across Europe most significantly in the main EU capital cities.

It also serves as a manual for professors and students in the field of policy evaluation, and territorial analysis, as it presents concrete examples of the implementation of each TIA methodology, their formulas and intrinsic evaluation elements. The purpose of policy evaluation methodologies is to check the main effects of private and public investments, in order to report back to policymakers and citizens on their efficiency and effectiveness. Over the past decades, both in Europe and worldwide, there has been an increasingly awareness of the need to implement/reinforce policy evaluation practices, at all territorial levels. At the same time, it has become widely accepted that many policy interventions produce impacts in more than one dimensions of territorial development. In this context, the use of a holistic and territorial approach for policy impact assessment evaluation has rapidly been adopted by the European Commission as a mainstream policy evaluation procedure.

We also examine how the European Parliament is using the corporate model inventory of the Commission, MIDAS, by analysing the appraisals of Commission's impact assessments prepared by the European Parliamentary Research Service.

This report describes in detail the process and the methodology by which the ex-ante impact assessment was made, and presents the results for Austria, Czech Republic, Germany, and Poland. The modelling approach can provide insights on the trade-offs between economic growth, investment policies (such as the Cohesion policy), and land use and the environment. In addition, ways to mitigate potentially negative land use and environmental impacts were explored. The future development of the LUMP is discussed in view of the work plan.

Book excerpt: This report presents the simulations made with two different models of two alternative hypothetical versions of a bilateral free trade agreement between the EU and Mercosur. The two versions of the agreement are based on the final negotiating positions of each party in the previous unresolved negotiating round. A global CGE model, GLOBE, simulates the economy-wide impacts of the trade policy changes involving all sectors of the two regional blocks. A global partial equilibrium model, CAPRI, simulates only the impacts generated by changes in agricultural trade policy and incurred by the agricultural sectors of the two regions. However, CAPRI considers individual agricultural products in more detail and can generate the territorial distribution of their production within the EU at the NUTS 2 regional level. The simulation results show that the economic losses and the adjustment pressures arising from a bilateral trade agreement between the EU and the countries of Mercosur would, as far as the EU is concerned, fall very heavily on the agricultural sector. The gains to other sectors would be widely diffused and, given the very small magnitude of these gains relative to the EU economy as a whole, would be easily absorbed without imposing an adjustment burden. The aggregate welfare changes for the EU, whether measured across the whole economy or on a partial basis with respect only to the activities agricultural production and food consumption, would be small. However, the trade-off involved in the redistribution of income between agriculture and the rest of the economy is steeper in the scenarios depicting the terms requested by Mercosur than in those involving the terms offered by the EU. The Mercosur request provokes a much greater downward impact on EU agriculture whereas the additional gains elsewhere (to non-agrifood sectors or to consumers in the EU) are relatively smaller.

Hence, this book proposes the use of novel methodologies addressing the mid-term and terminal assessments that enable performing the efficiency appraisal of the operational programs and that can support decision-makers in the selection of projects that should be awarded for funding.
