Unlike many works that focus on the political economy and political ecology of large-scale diamond mining conflicts, this book’s goal is to add to the limited literature on the persistent discord in mining areas. In so doing, the book integrates cultural conflict dimensions in analyzing the mineral commodity chain, primarily the clash between the centuries-old customary landlord-stranger land governance institution and state mining laws with colonial vestiges. It shows that these cultural conflicts challenge the effective development of the mining sector, including establishing artisanal mining as a viable complementary livelihood to farming for rural populations.

The dire unemployment situation in Sierra Leone is compounded by the emergence of climate change that negatively impacts all aspects of daily life and wellbeing, and the education and training provided do not prepare young people adequately for the job market. Therefore, building youth resilience to adapt to the impact of climate change and other development problems is a significant development challenge faced by policymakers in Sierra Leone. The government, through funding from the African Development Bank (AfDB), has provided support for the implementation of a Youth Employment and Entrepreneurship Project (YEEP) to reinforce the employability of Sierra Leone Youth as well as enhance their entrepreneurship and employment skills through the development of a framework that integrates education and vocational institutions with job market demand and supply. This approach has resulted in strengthening the occupational levels in the youth population segments of the country. This book discusses the objectives and outcomes of this project, including curricula for Sustainable Construction, training of counselors and administrators, providing youths with supervisory skills, and developing tools to assess youth development institutions' weaknesses and enhance institutional capacity to deliver climate change adaption for sustainable development programmes. The book can be used by policymakers from Small Island Developing States (SIDS) and LDCs in Africa and Asia. It can be used by researchers working on Climate Change, Education, Sustainable Development, emphasising Climate Change Education for Sustainable Development in both developing and developed countries. Book excerpt: This book assesses the impact and effectiveness of the Protocol to the African Charter on Human and Peoples’ Rights on the Rights of Women in Africa (Maputo Protocol) in 16 state parties. These countries are: Burkina Faso, Cameroon, Côte d’Ivoire, the Democratic Republic of Congo, Ethiopia, Eswatini, the Gambia, Ghana, Kenya, Lesotho, Malawi, Mauritius, Nigeria, Sierra Leone, Tanzania, and Zimbabwe. Each of the chapters traces the impact that the Protocol has had on the policies, laws, court decisions, civil society activism, and legal education in the particular state. Each chapter also discusses the relationship of the state with the African human rights mechanisms. The book is an update of two prior volumes of essays, titled The impact of the African Charter and the Maputo Protocol in selected African states, published by PULP in 2012 and 2016, and edited by the Centre for Human Rights, Universityof Pretoria (Centre) and Victor Ayeni, respectively. The third edition, focused more narrowly on the Maputo Protocol, appears as the continent marks 20 years since the adoption of the Protocol on 11 July 2003. By 11 July 2023, 54 out of 55 African Union member states (with the exception of Morocco) have become party to the African Charter, and 44 of them have accepted the Maputo Protocol. The book is edited by and contains several chapters by alumni of the Master’s in Human Rights and Democratisation in Africa programme of the Centre. To achieve that, substantive digital transformation of the agriculture sector is required through improved infrastructure and increased access to and use of digital technologies for agriculture. To improve the current understanding of sub-Saharan Africa’s digital agriculture landscape, the Food and Agriculture Organization of the United Nations (FAO) and the International Telecommunication Union (ITU) undertook this study in 47 countries. The report is composed of 47 desk-based country case studies against six thematic focal areas, the aim of which is to present a snapshot of the status of digital agriculture in each country. This is followed by highlights of the main findings of the analysis of the country profiles with suggested steps for future action. The findings of the study are presented to FAO and ITU Member States, as well as all relevant stakeholders with the purpose of advancing and supporting investment in digital transformation of the agricultural sector in sub-Saharan Africa.

Book excerpt: The agriculture sector in Sierra Leone accounts for 60 percent of GDP and 58 percent of total employment. More than 58 percent of the country’s population live in rural areas and 86.1 percent of this population are engaged in smallholder subsistence agricultural production. Ten years of civil conflict and the Ebola epidemic in 2014 negatively affected food security and the country’s overall socio-economic situation. The country is particularly vulnerable to extreme events such as food chain crises and natural hazards which have a direct impact on food security and livelihoods. This evaluation aims to identify lessons learned and provide strategic recommendations on how FAO programmes can be better oriented in Sierra Leone. FAO’s overall contribution to developmental challenges was assessed in the priority areas defined in the CPFs covering 2012–16 and 2017–19. The evaluation comprised an examination of associated outcome areas related to support to smallholder commercialization, natural resources management, and effective response to disasters and increasing social productivity and resilience. The review also evaluated crosscutting issues, including gender equality and women’s empowerment, climate resilience, nutrition, capacity development and youth employment.The evaluation used different methods to collect the views of the beneficiaries and other stakeholders, such as structured focus group discussions, structured key informant interviews, direct observation, and workshops. The fieldwork took place with actors from projects across five districts: Bo, Bombali, Kenema, Kono, and Port Loko.The evaluation found evidence of significant and sustainable results in a range of areas of FAO’s activities, including policy-related work, from adoption of legislation to policy influence, piloting of approaches, and standards and regulatory frameworks. Likewise, results leading to livelihoods improvements, empowerment and adoption of more sustainable organizational practices, technologies and skills were found. Nevertheless, the programme failed to aggregate activities and interventions in a programmatic and coherent portfolio. FAOs capacity to deliver sustainable and consistent results, with strong partnerships and complementary action, was often undermined by lack of, or weak systems and functions. FAO should use the development of the new CPF as a way to re-design its strategic footprint in the country and reach its full potential, despite the limiting factors. To do this, FAO could consider adopting an area-based approach, implementing a programmatic, multi-stakeholder and cross sectoral adaptive approach based on regions/districts.

Book excerpt: The Pro-Poor Agenda for Prosperity and Development 2018 to 2023 (PAPD) is the second in the series of 5-year National Development Plans (NDP) anticipated under the Liberia Vision 2030 framework. It follows the Agenda for Transformation 2012-2017 (AfT). It is informed as well by lessons learned from the implementation of the Interim Poverty Reduction Strategy 2007 (iPRS) and the Poverty Reduction Strategy (2008-2011). The fundamentals underpinning the PAPD are: i) Liberia is rich in human and natural resources; but ii) is deprived of development largely because its human capital lacks the knowledge to transform the natural resources into wealth—whether through farming, mining, fishing, or other productive ventures that require technology or financial investments. Consequently, Liberia is relatively rich in natural capital but relatively poor in relations to its peers in both human and produced capital. Moreover, because of a legacy of entrenched inequality in access to development opportunities, widespread infrastructure deficits and pervasive poverty have become the binding constraints to future growth and prosperity.

A novel empirical approach is used, which is based on a Difference in Differences setup, called the Synthetic Control Method. The model suggests that EVD had a severe impact on growth. In 2014, the first year EVD hit the country, the impact on real growth excluding iron ore is estimated to be more than 5 percentage points. It is suggested that in outer years, the severity of the impact will lessen, and growth will converge to its normal path by 2018.
