Book excerpt: This analysis of the political economy of growth in the era of Deng Xiaoping takes issue with the growth-accounting methodologies and market-centred explanations which characterize so much of the literature on transition-era China. By adopting an approach which echoes the pioneering work of Chalmers Johnson, Alice Amsden, and Robert Wade on other East Asian Economies, and which makes full use of the rich statistical materials that have become available since 1978, this book shows that Chinese growth was driven by a combination of state-led industrial policy and the favourable infrastructural legacies of the Maoist era. And in giving due weight to the sheer complexity of the growth process by looking in detail at the experience of four very different Chinese regions, it avoids over-simplistic macroeconomic generalization. Nevertheless, even this type of approach is inadequate, because it fails to explain why industrial policy has been so much more successful in China than in other countries. This book therefore goes beyond the 'development state' approach to argue that state autonomy in China reflected the remarkably equal distribution of income and wealth at the end of the 1970s and, paradoxically, the destruction of party structures and institutions during the Cultural Revolution. The policy implications are stark. The Chinese experience demonstrates that industrial policy and state spending on physical and social infrastructure can produce rich rewards; conversely, slavish reliance on foreign direct investment and trade are likely to limit the pace of growth. But attempts to replicate China's success in Latin America, sub-Saharan Africa, and South Asia will fail because their governments will not resist rent-seeking by classes and interest groups. Moreover, as the state becomes weaker in the wake of the re-emergence of a powerful capitalist class, even Chinese growth may prove unsustainable.

William Skinner, a Cornell University graduate student, set off for southwest China to conduct field research on rural social structure. He settled near the market town of Gaodianzi, Sichuan, and lived there for two and a half months, until the newly arrived Communists asked him to leave. During his time in Sichuan, Skinner kept detailed field notes and took scores of photos of rural life and unfolding events. Skinner went on to become a giant in his field—his obituary in American Anthropologist called him “the world’s most influential anthropologist of China.” A key portion of his legacy arose from his Sichuan fieldwork, contained in his classic monograph Marketing and Social Structure in Rural China. Although the People’s Liberation Army confiscated Skinner’s research materials, some had been sent out in advance and were discovered among the files donated to the University of Washington Libraries after his death. Skinner’s notes and photos bring to life this rare glimpse of rural China on the brink of momentous change.

It uses this law as a platform to examine how the existence of concubinage – long preserved in the name of protecting Chinese traditions and customs — crucially influenced family law reforms, which were in response to a perceived need to create a ‘modern’ marriage system within Hong Kong’s Chinese community after the Second World War. This was, by and large, the result of continued pressure from within Hong Kong and from Britain to bring Hong Kong’s marriage system in line with international marriage treaties. It represented one of the last significant intrusions of colonial law into the private sphere of Hong Kong social life, eliminating Chinese customs which had been previously recognised by the colonial legal system’s family law. This book contextualizes the Hong Kong situation by examining judicial cases interpreting Chinese customs and the Great Qing Code, offering a comprehensive understanding of the Hong Kong situation in relation to the status of concubines in Republican China and other East Asian jurisdictions. The empire mounted a series of military attacks against indigenous chieftaincies and Buddhist monasteries in the east Tibetan region seeking to replace native authorities with state bureaucrats by redrawing the politically diverse frontier into a system of Chinese-style counties. Historically, at all the strategic frontier locations, the state had been for the most part outstripped by local institutions in political, military, and ideological strengths. With perceived threats from the Anglo-Russian “Great Game” accentuating Qing vulnerability in Tibet, the Sichuan government took advantage of the frontier crisis by encroaching upon local and Lhasa domains in Kham. Even though the Kham campaign was portrayed in Qing official discourse as a part of the nationwide reforms of “New Policies” (xinzheng) and administrative regularization (gaitu guiliu), its progress on the ground was influenced by the dynamics of interregional relations, including Sichuan’s competition with central Tibet, power struggles among Qing frontier officials, and varied Khampa responses to the new regime. The growing regionalism intensified the resistance of local forces to imperial authority. Despite the uneven results of the late Qing campaign, it had come to serve as an important source of sovereignty claims and policy inspirations for the subsequent governments.
