Airborne formaldehyde concentrations can be measured using several different techniques, including laboratory-based methods and direct-reading instruments. For this study, two commercially available direct-reading instruments, an RKI Instruments Model FP-30 and a PPM Technology FormaldemeterTM htV, were compared with NIOSH Method 2016 in different test environments to determine if these direct-reading instruments can accurately measure formaldehyde.

The guidelines are targeted at public health professionals involved in preventing health risks of environmental exposures, as well as specialists and authorities involved in the design and use of buildings, indoor materials and products. They provide a scientific basis for legally enforceable standards.

Book excerpt: In response to a petition from the United Auto Workers (UAW) and 13 other unions, the Occupational Safety and Health Administration (OSHA) is revising its standard covering occupational exposures to formaldehyde as an 8-hour time weighted average (TWA) is being lowered to 1 ppm. the current ceiling concentration of 5 ppm over 30 minutes is also being revised to a short-term exposure limit (STEL) of ppm averaged over 15 minutes. In addition, a number of new requirements (including monitoring, training, personal protective equipment, and medical surveillance) have been created, which are triggered at various levels of formaldehyde exposure.

Book excerpt: U.S. Navy personnel who work on submarines are in an enclosed and isolated environment for days or weeks at a time when at sea. Unlike a typical work environment, they are potentially exposed to air contaminants 24 hours a day. To protect workers from potential adverse health effects due to those conditions, the U.S. Navy has established exposure guidance levels for a number of contaminants. The Navy asked a subcommittee of the National Research Council (NRC) to review, and develop when necessary, exposure guidance levels for 10 contaminants. Overall, the subcommittee found the values proposed by the Navy to be suitable for protecting human health. For a few chemicals, the committee proposed levels that were lower than those proposed by the Navy. In conducting its evaluation, the subcommittee found that there is little exposure data available on the submarine environment and echoed a previous recommendation from an earlier NRC report to conduct monitoring that would provide a complete analysis of submarine air and data on exposure of personnel to contaminants.

Book excerpt: Air sampling studies were conducted within a university anatomical laboratory during the embalmment of a cadaver in order to determine if dangerous concentrations of formaldehyde existed. Three air sampling studies were conducted in the anatomical laboratory on three separate days that a cadaver was being embalmed. Samples were collected and analyzed using the Occupational Safety and Health Administration (OSHA) Sampling and Analytical Methods: Method 52. Each air sampling study sampled for short term exposure limit (STEL) and time weighted mean (TWA) breathing zone formaldehyde concentrations as well as area TWA formaldehyde concentrations. A personal aldehyde monitor was also used in each air sampling study to sample for breathing zone formaldehyde concentrations. Measured TWA mean exposures to formaldehyde ranged from 0.15-1.3 parts per million (ppm), STEL formaldehyde exposures ranged from 0.019-0.64 ppm, and eight-hour TWAs ranged from 0.03 to 3.6 ppm. All 8-hour TWA formaldehyde concentrations sampled in the anatomy laboratory during an embalmment were less than the permissible exposure limit (PEL) required by OSHA.
