Of all the social relationships that exist in the countryside in contemporary poor countries, and which have existed in the past in ‘developed’ countries, that of share tenancy is among the most significant and the most fascinating. It is, and has been, geographically widespread, varied in its manifestations, and historically tenacious. Sharecropping has been singled out frequently in land reform programmes as a candidate for elimination. Yet it persists, often in disguised form. It raises difficult theoretical issues, which have attracted the attention of some of the outstanding economists—from Adam Smith, through John Stuart Mill, Karl Marx, and Alfred Marshall—and which remain contentious. Sharecroppers, moreover, have sometimes been involved in important political movements in the countryside. This, too, has given rise to considerable debate. In this double special number of the Journal of Peasant Studies, these varied issues are given extensive and rigorous treatment within a predominantly political economy framework. Sharecropping and sharecroppers are examined both in general terms, in a number of theoretical contributions, and in a rich variety of regional contexts, in which their specific manifestations emerge.

Book excerpt: Choice of a share vs. fixed rent land rental contract has figured prominently in the theory of industrial organization. This theory tells us that, while a share contract is inefficient in a first-best world, it may be the preferred option under second-best conditions. It has thus predicted the existence of sharecropping as the potentially preferred contract under conditions of liquidity constraint. Rigorous empirical evidence is, however, still lacking on this basic contribution of theory. We use a randomized experiment in a credit program for landless workers and marginal farmers organized by BRAC in Bangladesh to show that increased access to credit has a large positive effect on the choice of fixed rent over share rent contracts, both in terms of number of contracts and area contracted. As predicted by theory, the magnitude of this shift away from sharecropping is enhanced when the tenant is less exposed to risk. Development programs that facilitate access to credit to potential tenants can thus help them take more efficient land rental contracts.

Capitalist develoment has been slower and more uneven in agriculture than in other spheres of production, and major parts of the rural economy remain almost preindustrial in their reliance on family labor, lack of separation between industry and household, and failure to develop a highly specialized division of labor. Emphasizing the agriculture of the American South, Mann adopts an interdisciplinary approach, drawing insights from history and economics as well as sociology. Mann points out that most theories of agrarian capitalism -- both Marxist and non-Marxist -- ignore the implications of agriculture as a production process centered in nature, with natural features that cannot be synchronized easily into the tempos required by industrial production. She argues that various natural and technical features of agricultural production, such as the relatively lengthy production time of certain crops and the irregular labor requirements imposed by seasonal production, make some types of farming particularly risky avenues for capitalist investment. To test this pioneering theory of natural obstacles to rural capitalist development, Mann creatively combines diverse research methodologies. Analyzing U.S. Agricultural Census data, she shows the correlations between type of agricultural commodity or crop produced, the natural and technical features of these rural commodities, and the use of wage labor. Using an historical-comparative approach, she investigates the persistence of nonwage labor in American cotton production after the Civil War. She examines why sharecropping, rather than wage labor, replaced slavery in the older cotton-producing regions of the southeastern United States. She then discusses the domestic and international factors that finally led to the demise of sharecropping and the rise of wage labor in the decades following the Great Depression. In this historical study of the rise and demise of sharecropping, the interplay between nature, gender, race, and class is highlighted. By closely examining both natural and social obstacles to wage labor within the context of a global economy, Mann presents not only an intriguing analysis of agrarian capitalist development but also an entirely new framework for examining the social history of the American South. Thus, an advanced economy at the time of the late Middle Ages and early Renaissance "undeveloped" over time. The economic development of this region in Italy was delayed as it failed to keep pace with the rest of Europe. Using a negative case methodology to show how urban and rural markets change, Emigh employs methods of historical sociology and sectoral theories to examine how markets can prosper and suffer at the same time.
