Book excerpt: Daub discusses both the rationale for the practice of forecasting and the methods commonly used, and traces the history of aggregate economic forecasting in Canada, examining the structure, conduct, and performance of the present forecasting "industry," particularly the nature of demand and supply, pricing and promotion considerations, and profits and efficiency. He also examinines factors which influence the accuracy of forecasts and reviews the record of Canadian forecasting. In the last chapters Daub considers public policy aspects of economic forecasting. Should forecasters be held liable for inaccurate forecasts? Should they be subject to regulation? He concludes by observing that the practice of forecasting is inextricably linked to our sense of time, as is the very different exercise of time-keeping with clocks or watches. It is socially complex, highly institutionalized, and informed by the many and varied visions we carry of the world. Through it we attempt to organize and shape our individual and collective futures. Until uncertainty is eliminated from human affairs, forecasting will continue to be a necessary social practice, despite recurring bouts of cynicism as to its worth.

It provides a course of advanced but intuitive methods and tools enabling the spatial and temporal disaggregation of basic macroeconomic variables and the assessment of the statistical uncertainty of the outcomes of disaggregation. The empirical analysis focuses mainly on GDP and its growth in the context of Poland. However, all of the methods discussed can be easily applied to other countries. The approach used in the book views spatial and temporal disaggregation as a special case of the estimation of missing observations (a topic on missing data analysis). The book presents an econometric course of models of Seemingly Unrelated Regression Equations (SURE). The main advantage of using the SURE specification is to tackle the presented research problem so that it allows for the heterogeneity of the parameters describing relations between macroeconomic indicators. The book contains model specification, as well as descriptions of stochastic assumptions and resulting procedures of estimation and testing. The method also addresses uncertainty in the estimates produced. All of the necessary tests and assumptions are presented in detail. The results are designed to serve as a source of invaluable information making regional analyses more convenient and – more importantly – comparable. It will create a solid basis for making conclusions and recommendations concerning regional economic policy in Poland, particularly regarding the assessment of the economic situation. This is essential reading for academics, researchers, and economists with regional analysis as their field of expertise, as well as central bankers and policymakers.

Book excerpt: This paper presents a method for assessing the impact of external, national, and sectoral shocks on Canadian employment fluctuations at the national, industry, and provincial levels. Special attention is given to the contribution of sectoral shocks to aggregate employment fluctuations. Shocks which initially affect specific industries and provinces can induce aggregate fluctuations not only because national employment is the sum of employment in various sectors but also because of feedback across sectors.The analysis is based on an econometric model relating employment growh in each province and industry to the current and lagged change in U.S. output, the lags of employment growth at the national, industry, and provincial levels, a Canadian national shock, and shocks affecting specific industries, specific provinces, and specific province-industry pairs. The model is estimated using annual data on Canadian employment at the province-industry level.The results suggest that U.S. shocks are responsible for two-thirds of the steady-state variance in the growth of Canadian national employment, while the Canadian national shock accounts for approximately one quarter of this variance.Taken together, industry specific, province specific and province-industry spe-cific shocks account for about one-tenth of the variance of Canadian national employment growth. Although U.S. shocks are the dominant influence on aggregate employment growth in Canada, sectoral shocks account for about thirty percent of the variance in national employment due to Canadian sources. Estimates of the contribution of U.S., Canadian national, industry, and provincial shocks to the variance of employment in specific industries and provinces are also provided
